More than a week after the worst shootings in U.S. history happened on the Virginia Tech campus, the Boston City Council decided yesterday to plan a future meeting to discuss emergency procedures at Boston&amp;#39;s universities and hospitals.&#13;
&#13;
"It made me realize we have hospitals that have huge campuses, [and] we have so many universities in the city," said Council President Maureen Feeney.&#13;
&#13;
Feeney said the hearing will focus on the concept of unifying a system to contact people in the event of such an emergency, especially on large campuses with many buildings. Last Tuesday, the day after the April 16 shootings, local law enforcement agencies met with 19 area universities to address emergency protocols.&#13;
&#13;
"Things like [the shootings] can happen at any point and at any time," said Councilor-at-Large Stephen Murphy. "It&amp;#39;s a perfectly reasonable order for a hearing."&#13;
&#13;
Councilor Michael Ross (Back Bay, Fenway) said the city&amp;#39;s University Accountability Act requires colleges to track their off-campus students for such an emergency, which would hopefully avoid the troubles the Virginia Tech administration had contacting commuter students during the shootings.&#13;
&#13;
Councilor Jerry McDermott (Allston, Brighton) suggested Virginia Tech officials may not have publicized news of the first shooting, in which the gunman killed two students in a residence hall nearly two hours before he killed 30 more in an academic building a half-mile away, for fear of marring the school&amp;#39;s reputation.&#13;
&#13;
"Put yourself in the place of an admissions officer," McDermott said. "You wouldn&amp;#39;t want this information getting out."&#13;
&#13;
McDermott said schools should not keep such information quiet and said the hearing should also investigate whether universities tend to suppress negative news.&#13;
&#13;
"Schools need to let everyone know the good, the bad and the ugly," he said.&#13;
&#13;
In other Council news, Councilor Rob Consalvo (Hyde Park, Roslindale) suggested Boston join the "national movement" of cities tackling the threat plastic shopping bags pose to the environment by holding a hearing in which councilors would consider several measures: either banning them, as San Francisco did, or taxing them, as Ireland did.&#13;
&#13;
"They&amp;#39;re extremely environmentally unfriendly, and they don&amp;#39;t biodegrade," he said. "They&amp;#39;re not recyclable, and they&amp;#39;re a major source of trash and litter in Boston."&#13;
&#13;
"People look at you like you have two heads if you ask for brown bags," added Councilor Salvatore LaMattina (East Boston, South End).&#13;
&#13;
Taking a cue from the new Senate Committee on Global Warming and Climate Change&amp;#39;s first-ever hearing at the State House on Tuesday, Councilor-at-Large Felix Arroyo said it is time for Boston to join the fight against global warming, proposing a forum for Mayor Thomas Menino to discuss it with local businesses and organizations.&#13;
&#13;
"The [Menino] administration has been out in front of the curve," Murphy said.&#13;
&#13;
Murphy urged his fellow councilors to see former U.S. Vice President Al Gore&amp;#39;s documentary about global warming, An Inconvenient Truth, a film he called "unbelievable" because it puts the seriousness of climate change into perspective.&#13;
&#13;
Councilor-at-Large Michael Flaherty suggested City Hall turn out its lights during evenings to set an energy-saving example for the city.&#13;

It&amp;#39;s been awhile since my last blog post. Nearly a month, in fact. As a fan, I put a lot of time and energy rooting for my Virginia Hokies on the football field, then on the basketball court, and I needed a break. To get things going again, I was planning on a blog post title "The Off-Season" about how Hokie fans spend their time during the spring and summer before football starts anew in the fall.&#13;
&#13;
Instead of writing about our fans and our football team, I am instead attempting to write about the tragedy that occurred yesterday on the campus of Virginia Tech. This is just a mere attempt, because it is very difficult to find the words to describe the feelings I have experienced since I learned of the magnitude of yesterday&amp;#39;s events.&#13;
&#13;
When I learned of the first shooting, and only one person was reported to have died, my initial thought was that some one got mad at his girlfriend. I was surprised, because shootings just don&amp;#39;t happen in Blacksburg, but I wasn&amp;#39;t shocked, because domestic violence happens all too often.&#13;
&#13;
When the death toll went from 1 to over 20, I am not exactly sure what I felt. I was shocked, but I was also numb. During the early and mid-afternoon hours, it was a very surreal experience watching the story unfold on the internet. It was unfathomable to think that Virginia Tech would be the site of the deadliest shooting in U.S. history.&#13;
&#13;
I went home from work at about 4pm, and I turned on the television. When I saw the images and heard the sounds of yesterday&amp;#39;s events, it started to sink in. One image in particular hit home - it was a picture showing shocked students standing behind the glass doors of one of the entrances of McBryde Hall. I used to work for the Department of Computer Science at Virginia Tech, and my office was on the first floor of McBryde. I used to walk in and out of those doors on a daily basis. It was disheartening to see students watching the tragedy unfold from behind those very same doors.&#13;
&#13;
Last night, my thoughts began to drift back to my days at Virginia Tech, both as a student and as a staff member. There was never a time where I felt unsafe walking around campus or around town. There was never a time where I felt unsafe inside a classroom. For today&amp;#39;s students, they will not feel safe anywhere they go for a long time. I simply cannot imagine what it is like to be a student, faculty, or staff at Virginia Tech right now, let alone to be one of the wounded or one who knows a victim.&#13;
&#13;
College campuses are special places. I like to think that the campus of Virginia Tech is extra special, but everyone feels that way about their alma mater. When I walked around Virginia Tech and Blacksburg during football or basketball weekends, I was reminded of so many good times I experienced during my time there, and I felt a disconnect from the strife of the "real world". There is a youthful innocence that pervades college campuses. It touches everyone there, from the 17 and 18 year old freshmen, to the 60 year old professors who only know life in academia.&#13;
&#13;
Yesterday, that innocence was ripped from the hearts of every Hokie, and it was stolen away from anyone who has spent more than a minute on a college campus.&#13;
&#13;
Since the hours that innocence was taken from us, the Hokie Nation has experienced disbelief, deep sadness, and anger. Many of us are still in shock, and it has started to sink in for others. For too many Hokies, a friend or loved one has fallen.&#13;
&#13;
However, in every cloud there is a silver lining. We have seen an overwhelming outpouring of support from members and fans of other universities and colleges. I have been deeply moved by the well wishes I have seen on our Rivals.com HokieHaven board, TechSideline.com&amp;#39;s Lounge board, as well as TheSabre.com&amp;#39;s The Corner board. I am sure there are many other internet message boards that have similar threads voicing support for the Virginia Tech community.&#13;
&#13;
On behalf of Virginia Tech and the Hokie Nation, I&amp;#39;d like to say "thank you" for keeping our community in your thoughts and prayers. It is comforting to see the kinder and gentler side of the human spirit after such a horrific event.</text>

Virginia Tech President Charles W. Steger and members of the university administration will brief the university community on the current status of the myriad recommendations made in internal and external reports in the aftermath of the April 16 shootings on our campus.&#13;
&#13;
This "town hall" event will be held March 19, 5:30 to 7 p.m. in Squires Student Center Haymarket Theatre.&#13;
&#13;
At Steger&amp;#39;s request, Virginia Gov. Tim Kaine appointed an independent review panel with a comprehensive mandate. The governor&amp;#39;s executive order instructed the panel to conduct a thorough and independent review, "including a review of educational laws, policies and institutions, the public safety and health care procedures and responses, and the mental health delivery system. With respect to these areas of review, the panel should focus on what went right, what went wrong, what practices should he considered best practices, and what practices are in need of improvement."&#13;
&#13;
On May 9, 2007 Steger directed three internal reviews in the wake of the April 16 tragedy on the Virginia Tech campus. He directed the chairs "to look at strengths and weaknesses of our existing systems/infrastructure and how they may be improved or augmented to address emergency situations that might arise in the future."&#13;
&#13;
The Virginia Tech committees were charged with the following:&#13;
&#13;
The Security Infrastructure Group was charged with examining the university&amp;#39;s existing security systems and recommending changes that would enhance the university&amp;#39;s ability to respond quickly and effectively in situations where the safety of the campus community is jeopardized. This group was also directed to identify strategies that might decrease the probability of such situations occurring, looking at both technological and behavioral aspects.&#13;
&#13;
The Information and Communications Infrastructure Group analyzed and inventoried the communication infrastructure and information systems used during the crisis period, evaluated their performance, and identifies tactics and strategies for improvements.&#13;
&#13;
The Interface Group evaluated the relationships between the university&amp;#39;s student counseling services, academic affairs, judicial affairs, and the legal system. It was charged with examining the existing systems and the interface between them and determining what constraints, legal or otherwise, hamper effective interactions in order to respond to and support at-risk students.</text>

The workshop will be led by two clinical psychologists from James Madison University. In response to the recent shootings at Virginia Tech, UC President Robert Dynes addressed the California State Senate Education Committee on Wednesday about giving campuses more flexibility in sharing information on students who officials believe may be threats.&#13;
&#13;
Dynes spoke about reforming certain federal privacy laws to allow university officials to share a student&amp;#39;s private information with other school officials and with the student&amp;#39;s parents under certain circumstances.&#13;
&#13;
But some students and others are concerned about the implications of opening privacy laws and worry that it can be difficult to determine whether a student is a threat.&#13;
&#13;
The Health Insurance Portability and Accountability Act prevents health care facilities from reporting student information to an educational institution, and the Family Educational Rights and Privacy Act limits the ability of university officials to share private information with a student&amp;#39;s family or other organizations.&#13;
&#13;
"We would support federal legislative remedies that would more clearly define circumstances for releasing information to parents or that would &amp;#39;hold harmless&amp;#39; universities that, acting in the best interest of the student, release information to parents or guardians," Dynes said.&#13;
&#13;
If a university does share information about a student&amp;#39;s behavioral or psychological problems with other organizations, it can currently face potential lawsuits. The U.S. Senate discussed possible reforms to these laws on Monday.&#13;
&#13;
Several of the experts at the Senate meeting suggested changing one or both laws to allow for "liability prevention," which would protect colleges and universities.&#13;
&#13;
Such protection, Dynes argued, would allow information about a potentially threatening student to be more easily shared within a college&amp;#39;s administration or with local mental health or law-enforcement agencies.&#13;
&#13;
But some students said they were concerned about loosening the federal privacy laws.&#13;
&#13;
"There would be a lot of room for corruption within that suggestion - people could use the information the wrong way," said Avani Desai, a fourth-year microbiology, immunology and molecular genetics student.&#13;
&#13;
"I think it would make it more difficult for students who are not a threat to society," Desai added.&#13;
&#13;
Russ Federman, director of Counseling and Psychological Services at the University of Virginia, said in testimony he gave to the Senate on Monday that he recognized the need for patient confidentiality, but also stressed that university officials need to communicate to each other when a student could be a threat.&#13;
&#13;
He added that officials cannot share information with other university staff unless the student or others are in "imminent danger."&#13;
&#13;
It can be hard for officials to distinguish what is considered "imminent danger," because they can potentially get sued if they share the wrong information, he said.&#13;
&#13;
Dynes also spoke about the zero-tolerance weapon policy at all University of California campuses and said campus police have been trained to act in response to an emergency.&#13;
&#13;
He also discussed campus-wide emergency-notification systems, which include e-mail messages and hotline numbers.&#13;
&#13;
In his testimony, he said he is appointing a Campus Security Task Force composed of university security, student affairs, and legal and emergency-preparedness experts to extensively look into how the campuses can improve security measures. The group will report back to him in 60 days.&#13;
&#13;
Dynes said budget constraints have restrained UC campuses from providing quick and frequent mental health services, but said the UC Board of Regents voted last month to increase funding for student mental health services by $4.6 million.&#13;
&#13;
Tiffany Rodriguez, a third-year psychology student, said she believes this increase in funding will be good for the UC because many people do not know much about mental health services the campuses offer.&#13;
&#13;
"It will give people more access to it," she said.&#13;
&#13;

Most weeks I run coverage of real world-related events and projects in Second Life only on Mondays, but some days, reality refuses to remain confined.  And yesterday, most tragically so.  Last night there were many shrines and memorials to the innocent victims of Virginia Tech&amp;#39;s savage massacre throughout Second Life, and in the coming days, likely to be more. &#13;
&#13;
At the moment, at least one is still ongoing-- sponsored by Info Island (&lt;a href="http://slurl.com/secondlife/Info%20Island/95/111/33/?img=http%3A//nwn.blogs.com/nwn/images/2007/04/17/info_island_memorial.jpg&amp;msg=Virginia%20Tech%20memorial"&gt;direct teleport at this link&lt;/a&gt;), there is a dispenser where you can take, light, and leave a candle, and be with other Residents from around the world who have also come to grieve.  Some leave flowers, or even sculptures in rembrance-- impromptu and sorrowful acts of creativity, converting grief to a more tangible expression that can be shared by all.&#13;
&#13;
Perefim Cao is a professional builder in Second Life, and knowing he could never reach Virginia Tech in person, created the memorial above, and made it free to all.  He lingers at the shrine himself when he can, and talks to the Residents who stop by.  "And then they tell me stories," he says, "about either something close to VT, or stuff that their friends went through at VT.  Just chatted with a guy whose girlfriend&amp;#39;s sister was killed... and like talked to another user who was a survivor at the Montreal shooting in Canada awhile back."  He seems surprised at how this digital representation of a memorial could make plain such interconnections of sorrow.  "Didn&amp;#39;t think I would establish the connections with some of the people that I have," he tells me. [Updated 5:40pm]&#13;

There is talk of whole regions and estates that will be kept in permanent darkness tonight, the world itself adjusted to suit the occasion, setting a space for candle vigils and other acts of collective mourning.</text>
