A light, somber wind blew through campus Wednesday evening as the University of Miami paid tribute to the 33 students and staff who lost their lives Monday at Virginia Tech.
The gentle breeze ever so slightly rustled the branches that hang over the University Center Rock as Shajena Erazo, the Student Government executive secretary, read the names of the fallen.
A line of 33 student leaders clutched candles lit to memorialize each of the victims, in addition to the gunman.
They faced hundreds of their peers, who packed the area between The Rock and the UC to pay their respects, also holding candles.
UM President Donna E. Shalala offered her sympathies and repeatedly emphasized the two ACC universities were very much the same.
"Tonight we are Virginia Tech. We share their horror and their grief," she said. "Tonight we are Virginia Tech. We are their brother and their sisters."
At the end of her remarks, Shalala let out three words that reverberated in Blacksburg a day earlier as thousands chanted: "Let's go Hokies." Akin to how she began the chant earlier in the day at the Hug the Lake event, Shalala slowly enlivened the crowd to speak in unison as candles glimmered and wax dripped onto cut up paper cups.
SG President Danny Carvajal spoke prior to Shalala, saying the university was there for Virginia Tech-a sister school.
"We are confident Virginia Tech will heal and prevail," he said.
Carvajal also asked students to sign a banner and a scrapbook to be sent to Va. Tech with the baseball team this weekend (please see pg. 19).

It has been three days since April 16. Three days since maroon and orange became not just a team's colors, but a show of courage and defiance in the face of a national tragedy.
While the students, faculty and families struggle to pick up the pieces, schools like UMW are making every effort to just show their support.
It has been called the Columbine of college, and international news is still saturated with images of the victims, the shooter and a campus in mourning. Many students at the University of Mary Washington, located just 200 miles from the Blacksburg campus, had personal connections to Virginia Tech.
When senior Susan Alexander found out about the shootings, she immediately began contacting her high school classmates at Tech. It was not until the next morning that she discovered a close family friend was one of the victims.
"She was in her French class," Alexander said. Reema Samaha was a Virginia Tech freshman attending class in Norris Hall on Monday morning.
The two families had known each other for years, Alexander said, and "we would all spend our summers together."
Alexander returned to her hometown of Centreville to find it "transformed."
"There are signs and banners everywhere, because two of the victims were from there, but so was the shooter," she said.
Junior Nicole Halloran, who organized a vigil Monday night and has helped plan another for tonight, had many friends and classmates at the school.
"We should show solidarity," Halloran said. "This is one of the best and only ways to do that. This could have happened anywhere."
In the hours after the events unfolded, there was already a second vigil planned, this one by senior Jennifer Welsch and junior Jessica Thiel.
Thiel did not have any close friends or relatives at Tech, but felt she needed to pay her respects. The girls' Facebook group asked students to meet at the fountain in Palmieri Plaza at 9 p.m.
"What if someone walked into my class and started shooting," Thiel said as she passed out candles to the quickly forming crowd. "It's a Virginia school, I had to do something."
Thiel addressed the crowd, many of them wearing Virginia Tech colors, and asked them to form a circle and join hands.
She began to pray for "the students who woke up this morning and thought it was any other day, who walked into class, but didn't get to leave."
Thiel had barely begin speaking when the group from Ball Circle arrived at the fountain, and the circle grew to accommodate them.
When the prayer was finished, the students, who had numbered over 200, passed a bucket of orange Gatorate powder around, each person emptying a scoop into the fountain. As a chorus of "Lean On Me" spread through the crowd, the water slowly began to turn Hokie Orange.
Senior Kyle Ott, who attended Monday's vigil, had actually been in Blacksburg when the shootings took place.
"My girlfriend goes to Tech, so I drive down Saturday afternoon," Ott said. "She had a meeting at 10, and the campus went on lockdown while she was there."
Ott was not on campus, but could not get near because of the police.
"I was concerned about her and that she'd go outside," he said. "A girl from her sorority was killed, but she was fine and I left at like noon."
Though the responses have been mostly from students, many UMW faculty and staff had connections to the events as well.
Jack Bales, the reference and humanities librarian, is the parent of a Virginia Tech student. His son Patrick is a sophomore there. Jack Bales spoke of his experience in an e-mail.
"My son [called me and] asked me, 'Dad, have you heard the news,'" Bales said. "He told me about the first shooting."
Bales' son lives in West Ambler Johnston Hall, the site of the first shooting. His dormitory, like the rest of the campus, was locked down after the second shooting.
Families and friends struggled to get in touch with students at Tech all day. Cell phones stopped working early in the day, and so many of the victims' names did not come out until Monday night or Tuesday morning.
Associate Vice President for Business and Finance Richard Pearce is a Virginia Tech alumnus and parent. His daughter Darcey, a senior at Virginia Tech, was out of the area on Monday, but Pearce himself was at Radford University, a 15-minute drive from Blacksburg.
Pearce was at a function for accepted students at the university when he heard of the shootings.
"Everyone there was just glued to the TVs that whole morning," he said "The crowd was just numb. Even in the dining hall, it was just quiet."
Rick Hurley, vice president for administration and finance, who has assumed presidential duties, has been working with students and faculty to come up with an appropriate response to the events.
His first action was to increase police presence on campus.
"We weren't worried, but we wanted to send a message to the students," Hurley said. "We wanted to do what we could to give a higher level of comfort."
Situations like this, Hurley said, always raise questions about local security.
"We have a crisis management team that can come together at a moment's notice, as it did last week," he said, referring to the incidents with UMW President William Frawley.
"We contact academic buildings and residence halls, and have the residence staff get in touch with as many people as possible," he said. "For a school as small as we are, we can do that. It's an old-fashioned system, but it works."
Hurley has been working with students on campus to plan memorials to the victims. In addition to the state-wide vigil planned for tonight, Governor Kaine has declared Friday to be the national day of mourning.
"We are hoping to set up a line of students from the bell tower to Goolrick," he said. "Everyone will hold hands and observe a moment of silence."
"We all hear that we should not take our good fortune for granted," Bales said. "But until something like this happens, we all probably do."

Here, at Alexandru Ioan Cuza University of IaÅŸi, the 37.000 students and teachers share the grief and anger in front of such irrational and unfair act. It is difficult to find the right reaction to the absurd challenges of violence, especially since the university's only fight is for knowledge ad a better life for the community.
We too mourn the lives lost in the campus of Viriginia Tech University, among which that of the Romanian professor Liviu Librescu. Thinking of them and the students everywhere, we can only carry on our mission of sheding light upon human minds through science, for we are convinced that this is the only way to invent a better future.

UNC officials are implementing a phone system that alerts campus police when students are in danger.
Beginning this fall, the University will offer the Rave Guardian program, which uses a Global Positioning System timer to notify police of students' locations when needed.
"You can set a timer on your phone that says: 'If I don't reset this timer, I want you to send a signal to campus police,'" said Larry Hicks, director of the Department of Housing and Residential Education.
When the time expires, the phone alerts the student, and if it's not turned off, Rave contacts campus police, who can locate the phone using GPS technology.
In the wake of the Virginia Tech shooting, campus security is on everyone's mind, but UNC officials were planning to implement Rave Guardian before Monday's shootings.
UNC officials are in negotiations with different providers and do not know the exact costs associated with purchasing the program.
Hicks said the housing department plans to offer a reduced price on GPS phones to all on-campus students next year.
There will be a push for incoming freshmen to buy the phones, which will be promoted at C-TOPS.
The program is part of the Rave Wireless system, an existing service that allows students to receive text messages about Blackboard updates and bus routes. The service also has an emergency broadcasting system.
"We could basically send out a broadcast message to all the users of the Rave system," said Brian Payst, director of technology and systems support for the division of student affairs.
Students whose phones aren't equipped for the GPS program can use Rave's other features, such as emergency text messaging. Students can sign up at www.unc.edu/rave.
Rave was established as a pilot program at UNC last summer with a group of about 20 students and now has 364 students, Payst said.
The emergency system never has been used, but officials said they have completed tests of the system.
"We've done tests, and they've gone just fine," Payst said. "You log in and have a Web page, type in your message and hit send. It just takes minutes - seconds even."
Officials also said a campuswide siren system is on its way.
"It certainly wasn't intended to deal with what happened at Virginia Tech, but it can deal with that as well," said James Alty, director of facilities services.
Hicks said safety issues have been at the forefront of UNC's concerns.
"It's basically taking a little bit more emphasis as a result of Virginia Tech," he said. "People want to expedite the plans."

I'm writing simply to thank the UM community for its compassion in its response to the tragedy at Virginia Tech. I joined the UM faculty as a lecturer in the English department this year, but I originally hail from the Southwestern Virginia area; both my father and brother are Tech alumni, and Dr. Loganathon, one of the slain professors, was very fondly remembered by my brother as a popular and inspiring teacher.
My brother wanted me to let my students know that he and many of his former classmates were deeply touched by this message of support and that in this time of great sorrow... this gesture went a long way towards making them feel better. What happened on one campus has been felt on all of them, and united we will heal. Thank you.

BLACKSBURG, Va. - The revelation that Virginia Tech shooter Cho Seung-Hui had a documented history of psychological problems is likely to intensify an already heated debate about how campuses handle troubled students.
A number of high-profile court cases in recent years have centered on the constraints and responsibilities university officials confront in deciding whether to take pre-emptive action on behalf of at-risk students.
Christopher Flynn, director of the Cook Counseling Center at Virginia Tech, alluded to that difficulty in discussing Cho's history of strange behavior.
"There are lots of issues that are present on a college campus," Flynn said during a Wednesday press conference. "The extent to which we can make a judgment about whether someone is a danger is a separate issue."
For universities, it is an issue fraught with moral and legal complications. Officials have to balance concern for campus safety with an obligation to protect individual privacy, often with vague guidelines.
"Schools walk a real fine line," said Johnne Armentrout, assistant director of counseling services at Wake Forest University. "The tricky thing is that they face lawsuits on both sides, either from not doing enough or from violating their students' privacy rights."
Federal law prohibits universities from revealing a student's psychological problems, even to parents, unless they have a signed waiver or believe the student poses an imminent danger to himself or others.
Deciding when to break that confidentiality is difficult, but universities typically have erred on the side of protecting student privacy.
In recent cases, universities have prevailed in court against parents arguing that they should have been better informed about their children's psychological problems.
"When in doubt, my decision is to respect the student's right to privacy," said David McCord, head of the psychology department at Western Carolina University. "The students' right to privacy is mandatory training for all faculty."
But in the wake of Monday's tragedy at Virginia Tech, there already are calls for revisiting the circumstances when counselors can disclose potential threats. Flynn and other campus officials faced tough questions Wednesday about why Cho was not forced to seek more help when professors complained about his behavior.
"We certainly are always sensitive to the potential for violence," Flynn said. "That's a very difficult thing to predict clearly."
That uncertainty is what puts counselors in such a challenging position, said Robert Murphy, executive director of the Center for Child and Family Health, a joint venture between UNC-Chapel Hill, Duke and N.C. Central universities. He said universities are likely to review their policies in the aftermath of Monday's shooting.
"Legally, our society has come down more on the side of the individual client or patient rights," Murphy said. "There are hundreds of thousands, if not millions, of people in this country who might present with similar warning signs but never go on to commit an act like this, and that's the really tricky part."

<b>UCLA, other schools should take time now to improve their emergency alert systems</b>

There are a few questions that have been circulating with regard to the Virginia Tech shootings. How many lives could have been saved if the administration had reacted differently? How would UCLA respond if such an event happened?
It's pretty obvious that the administration of Virginia Tech could have responded differently. But what's more important than the mistakes the administration at Virginia Tech made is how Virginia Tech and other universities can learn from these mistakes.
In response to the shooting, Interim Chancellor Norman Abrams released a statement on Monday. It began with information that should go without saying - student and faculty safety is a top priority - and then went on to say that UCPD officers are trained to handle shooting scenarios.
But that doesn't answer my questions because that isn't the issue. The issue was that students weren't and couldn't have been notified of the earlier shooting - when the gunman killed two people in the dormitories - in enough time to allow them to make an informed choice to not go to campus. There wasn't even a system in place to contact students if the administration at Virginia Tech had decided to close the campus.
Sure, the police officers thought it was a domestic violence issue and that the suspect had left campus, but now that the administration at Virginia Tech knows better, it should be apologizing for the wrong choices it made and its lack of an emergency plan. Instead, it's just making excuses.
One of the excuses Virginia Tech President Charles W. Steger gave for not closing down the campus and canceling classes was that he didn't know what the alternative to students coming to class would be.
One has to ask, shouldn't such an alternative be included in an emergency plan in case of such an incident? Shouldn't the alternative have been known, available and rehearsed? After all, student and faculty safety is a top priority, is it not?
And does UCLA have such a plan?
Abrams' statement went on to say, "UCLA has an emergency response team and protocols in place to notify the campus community in the event of any circumstances requiring emergency action, such as the closing of the campus."
This gives me the impression that UCLA has such a plan in place. However, what that plan actually is befuddles me because what exactly would UCLA have been able to do differently?
They could have sent the warning e-mail out earlier, sure. But I don't usually wake up in the morning with the thought of checking my e-mail to see if there's a gunman on campus.
And as for students whose Internet was down, or don't have home access, they wouldn't have received the message at all.
I suppose they could start calling people, but it seems a little unrealistic to call more than 40,000 students and faculty. Besides, I don't think UCLA even has my cell phone number.
In that case, they wouldn't even reach me - they'd reach my parents' house, and it's likely they wouldn't even be home.
There are concerns that if universities went overboard with safety regulation then students and faculty would have to compromise certain freedoms. But there are plans that wouldn't impede everyday life that would be more effective than contacting students by e-mail.
According to the Washington Post, a campus spokesperson said that earlier in the semester, Virginia Tech had been working with a company with which they could contact students via text message in case of an emergency. Students would be required to submit their cell phone numbers when they registered for classes.
Whether this plan is going to be carried through wasn't said.
Considering the number of people who own cell phones, and how often we check them for messages or otherwise, this could reach more people than an e-mail message would.
I don't know what plan Abrams was referring to in his statement, but I hope it's better than the one Virginia Tech had in place. And if it isn't, I hope this so-called plan is reworked - maybe to include a text message notification system or otherwise.
In fact, the president of the University of California, Robert C. Dynes, said in his statement about the shootings that all UC campuses would be reviewing their security policies. He mentioned to the Daily Bruin that this system might incorporate emergency text messages.
This provides some comfort - as long as it happens soon. The next biggest shooting in modern American history could happen anytime, and it could happen on this campus. I want to know that we're ready for it.

The Virginia Tech massacre in late April was a shocking reminder of the importance of campus safety.
Pitt, which spends more than $9 million annually on security measures, has many organizations and programs that promote safety on campus.
First and foremost, the Pitt police department safeguards the lives of students every day and represents the third largest police force in Allegheny County. In addition to officers on foot, bicycle or motorcycle, the department includes 74 commissioned police officers and has a minimum of four cars patrolling Oakland's streets during each shift.
There are four Pitt police stations on campus. They are located at Sutherland Hall, Sennott Square and two locations on Forbes Avenue, one between the Barco Law Building and David Lawrence Hall. The other is the new Public Safety Building located at 3412 Forbes Ave.
Students can report crimes by calling the Pitt police at (412) 624-2121 or by dialing 4-2121 on a campus phone, going to one of the stations or by using the anonymous tips portion of the Pitt police's website at www.pitt.edu/~police. More than 500 emergency phones, which students can use to contact Pitt police in case of an emergency, are located across campus. Exterior and garage phones are easily identifiable by their blue lights.
In addition, nearly 300 surveillance cameras are spread throughout the campus and are monitored 24 hours a day.
The University also maintains many other safety measures beside the University police. In the event of a campus-wide emergency, the communications center at the Public Safety Building is equipped to lock down 80 percent of Pitt's buildings. Also, the University can send emergency e-mails to students, faculty and staff and make emergency announcements over the public address systems in campus buildings.
Pitt's Office of Sexual Assault Services provides counseling and medical services for anyone who has been sexually harassed or abused. Students can reach OSAS at (412) 648-7930.
Each term the University offers a one-credit personal-defense course, which teaches students to defend themselves and escape from an attacker.
Security guards control access to all residence halls. Students must present their student IDs, which are then swiped through an electronic system by the guards, to gain access to their residence halls. Guests wishing to enter a residence hall must first have a student who lives there sign them in. Guests must also be signed out or the resident may face a fine.
Each residence hall has a resident assistant on every floor. Their duties include supervising fire evacuations, resolving roommate disputes, and handling vandalism, disorderly conduct, medical and psychological emergencies. RAs are on duty every evening, including weekends and holidays. Each residence hall has a resident director to supervise the RAs.
In all residence halls, dorm-room doors can only be opened with either a key or the occupant's student ID followed by a four-digit code.
The University also urges students to practice common sense when traversing the campus. Students should stay in well-lit and highly-traveled areas. When running or walking, students should travel with someone and carry a whistle. Students should also familiarize themselves with emergency phone locations.
