Governor Kaine has declared, Friday, April 20, a statewide day of mourning for the victims of the Virginia Tech tragedy and their families. Virginia Tech families members across the country have united to declare Friday, April 20, and "Orange and Maroon Effect Day" to honor those killed earlier this week and to show visible support for Virginia Tech students, faculty, administrators, staff, alumni, and friends.

For this reason I&#39;ll only upload this 1 photo today in honor of the victims

On a sunny warm morning on September 17, 1996, a young woman with a long history of mental health problems walked onto the Penn State campus, sat down under a tree on one of the most popular lawns on campus, took a seven-millimeter Mauser rifle, and fired five shots randomly into the crowd. Melanie Spalla was killed, Nicholas Mensah was injured, and two others later found bullet holes in their backpacks. When the bullets started to fly, Brendan Malovrh had the amazing courage to run not away from them but toward them; he wrestled the rifle and a knife away from the deranged Jillian Robbins and held her until police could arrive. Had he not acted so quickly and selflessly, Penn State could easily have suffered the tragedy that Virginia Tech is dealing with today.

On my way to class, I walked right past the spot where Jillian killed a girl --- only an hour after it happened. If my class had been an hour earlier, I could have been right in the line of her sights.

Today, we are all Hokies.

Every alumnus who carries a degree and every student who studies in the quad, every professor who goes beyond the call of duty and every parent who worries about her child, we are all Hokies.

Our hearts and prayers go out to you, Virginia Tech. By the grace of God we all hope that may never happen again anywhere.

This picture is of Ally, my centauress character, and I drew it in a single sitting of six hours during which I had a very hard time not crying. I&#39;m offering it as a print, and it&#39;s my first (and only) print. Due to the seriousness of the situation, I&#39;m also offering <a href="http://www.deviantart.com/deviation/55169511/">a version where Ally is human</a>, which some people might prefer. Regardless of her species, the point remains the same: We&#39;re thinking of and praying for you and yours, VT.

Potencial y realmente.

                <text><b>April 19, 2007</b>

The amount of coverage has been staggering--dozens of stories per day in the top national newspapers, nightly broadcast news programs that are lengthened by half an hour, 24-hour repetitions of the same information on cable news, even a blow-by-blow account in the "Kid&#39;s Post" section of the <i>Washington Post</i>, which my 7-year-old reads. I first found out about the Blacksburg tragedy because a student TV news crew stopped me on the street to ask my opinion. This is a global phenomenon: <i>Le Monde</i> and the BBC also led with Cho Seung-hui&#39;s picture when I looked.

It&#39;s a choice to devote so much space and time to those 33 deaths. Bombers killed 158 in US-occupied Baghdad on Wednesday. Nigeria, the biggest country in Africa, saw violence connected to its presidential vote. Comparisons are odious; they imply that one doesn&#39;t care about <i>particular </i>victims and that human lives can be counted and weighed. I do sympathize with the Blacksburg victims and their families. I sympathize because I have been told their stories in detail; but there are many other stories that I could have been told--other tragedies, or (for that matter) other narratives that are important but not tragic.

Perhaps the Virginia Tech victims deserve sympathy from all of us, but I suspect they would prefer <i>less</i> attention. I find it hard to see how the deserve something they don&#39;t want.

One reason to tell the Virginia Tech story in detail is to provide us with the information we might need to act as voters and members of various communities. For instance, I work at a university much like Virginia Tech and could agitate for new policies in my institution. But it is generally a bad idea to act on the basis of extremely rare events. There have been about 40 mass shootings in the USA. During the period when those crimes have occurred, something like half a billion total people have been alive in America. That means that 0.000008 percent of the population commits mass shootings. There cannot be a general circumstance that explains why someone does something so rare. The availability of weapons, mental illness, video games--none of these prevalent factors can "explain" something that in 99.999992 percent of cases does <im>not</i> happen. (Bayes&#39; theorem seems relevant here, but I cannot precisely say why.)

It is foolish to use such rare events to make policy at any level--from federal laws to school rules. For instance, if lots of people carried concealed weapons, there is some chance that the next mass killer would be stopped after he had shot some of his victims. But millions of people would have to carry guns, and that would cause all kinds of other consequences. The day after the Blacksburg killings, two highly trained Secret Service officers <a href="http://www.news.com.au/couriermail/story/0,23739,21577408-954,00.html">were injured</a> on the White House grounds because one of them accidentally discharged his gun. Imagine how many times such accidents would happen per year if most ordinary college students packed weapons in order to prevent the next Blacksburg.

The last paragraph was a rebuttal to those who want to use Cho Seung-hui as an argument for carrying concealed weapons. But it would be equally mistaken to favor gun <i>control </i>because it might prevent mass shootings. Maybe gun control is a good idea, but not because it would somewhat lower the probability of staggeringly rare events. Its other consequences (both positive and negative) are much more significant.

If obsessive coverage of a particular tragedy does not help us to govern ourselves or make wise policies, it does reduce our sense of security and trust. It reinforces our belief that "current events" and "public affairs" are mostly about senseless acts of violence. It plants the idea that one can become spectacularly famous by killing other people. These are not positive consequences.

It is moving that some students have started a "<a href="http://www.nytimes.com/2007/04/19/arts/19scre.html">reach out to a loner</a>" campaign on the Internet. They are trying to respond constructively to something that they have been told is highly important. Imagine what they might accomplish if they turned their attention to the prison population, the high-school dropout problem, or even ordinary mental illness.

                <text>Monday, April 16, 2007

As I wrapped up my afternoon course today, <a href="http://www.nytimes.com/2007/04/16/us/16cnd-shooting.html?_r=1&hp&oref=slogin">my students informed me of the 31 deaths at Virginia Tech today</a>. It was the first I heard of it and so I immediately looked to the news and am now glued to the press conference airing on NBC.

It is uncanny that this shooting tragedy has occurred in the same week as Colombine, 8 years ago (the very day I was interviewing for my job here). I am not sure what to make of this event yet, other than to be utterly horrified by this event and sorrowful for the community at Virginia Tech. We don&#39;t yet know how many of the deceased are students and how many are faculty. These details are sure to emerge over time.

I am dismayed by the tone of the press, who launched into an attack of VT&#39;s President for not locking down the campus after the first shooting incident in the morning. The idea of lockdown and the idea that in the future we might have to post guards on our college campuses is frightening. This is a tragedy. This was an event that no one could&#39;ve forseen (unless I am persuaded by evidence to the contray), and to respond to this event with greater militarism on college campuses horrifies me (perhaps more than the event itself).

I will no doubt have something more to say about this event after I learn more facts and digest the coverage. In the meantime, I would appreciate any links to blogs from VT students or other bloggers covering this story.

UPDATE: From the Huffington Post
<blockquote>A White House spokesman said President Bush was horrified by the rampage and offered his prayers to the victims and the people of Virginia.</blockquote>
<blockquote>"The president believes that there is a right for people to bear arms, but that all laws must be followed," spokeswoman Dana Perino said</blockquote>

Tragedy has <a href="http://news.bbc.co.uk/1/hi/world/americas/6560685.stm">struck</a> the community at Virginia Tech, our state&#39;s "other" fine flagship university, which is located around 120 miles southwest of my hometown, Charlottesville.

Apparently a single gunman went on a rampage there earlier today and killed at least 30 members of the university community-- most likely, most of them students.

Obviously, this is a truly horrible blow for all members of the community there.

Equally obviously, we know that communities throughout Iraq have been suffering blows as huge as this one-- or on occasions, even larger blows-- on a daily or almost daily basis throughout the past 3-4 years. Many communities in sub-Saharan Africa suffer from gun violence on this scale, too. And last week, Algeria, in North Africa, was the scene of two extremely lethal suicide bombings...

Can we all unite in grief together, and in sad wonder at the senselessness of ultra-lethal weapons and the tragedy of their widespread availability and use in many different parts of the world?

Can we unite in sad wonder at the depth of alienation and hopelessness that leads some people to engage in mass killings, even sometimes to the point of throwing their own lives into the project, as well?

Can we unite with a commitment to support, help, and try to repair all those bereaved by these and other acts of violence?

Can we unite around a strengthened commitment never ourselves to resort to violence, and to redouble our search for the nonviolent ways that <u>always do exist</u> to resolve any differences among us as humans?

I have only been to Virginia Tech once. It was a magical half-day I spent there, in the summer of 2005. The Friends General Conference (FGC), which is the main body of &#39;liberal&#39; north American Quakers, was holding its annual summer gathering in a small part of Tech&#39;s beautiful campus, which is built from flinty blue-grey stone in the incredibly beautiful foothills of the Blue Ridge Mountains. I wasn&#39;t a participant in the gathering, but I made a special trip there one evening to spend a few hours with my dear friend Misty Gerner, who was then in a fairly advanced stage of her cancer. Misty, her husband, and I walked around the beautiful lawns a bit, and had dinner at a small nearby restaurant. Then Phil (the husband) left Misty and me alone a while. We walked and talked a whole lot more. She was wracked with bouts of pretty intense physical pain but her spirit was radiant.

I prefer to remember Tech&#39;s campus as the place where I talked with Misty on that sunny evening about life, death, love, God, justice, peace, and the Middle East... She died last summer. Maybe a little part of her still hovers over the Tech campus. If so I hope she can help to comfort the many shocked and bereaved people there today.

God forgive us all for having let the spirit of violence permeate our communities and animate our actions to this extent.

                <text><b>Deadliest shooting spree in U.S. history claims 33 victims</b>

Jordan Dods and Courtney Kessler, Cavalier Daily Associate Editors

"Horror, disbelief and profound sorrow" was how Virginia Tech President Charles Steger described the Blacksburg community&#39;s reaction to what is the deadliest shooting incident in the nation&#39;s history. The school now faces what Steger called a "long and difficult road" to recovery after two shootings yesterday morning resulted in at least 33 fatalities, including that of a gunman, and about 30 injuries.

The first shooting occurred at about 7:15 a.m. on the fourth floor of West Ambler Johnston dormitory, resulting in two confirmed deaths. One of the victims has now been identified as one of the dorm&#39;s resident advisors.

Virginia Tech Police Chief Wendell Flinchum cited evidence that a domestic dispute led to the first shooting.

As of press time, police had questioned a person of interest who knew one victim and was potentially involved in the first shooting; however, police had not taken the individual into custody.

After the first incident, Virginia Tech officials issued two e-mails informing students that there had been a shooting. The first e-mail was sent at 9:26 a.m. and stated that a shooting incident had occurred at West Ambler Johnston. The second e-mail followed at 9:50 a.m. and alerted the community that there was a gunman loose on the campus. Students and faculty were urged to remain inside and away from windows.

As these e-mails were sent, the second shooting began in Norris Hall, ultimately leaving at least 31 dead, including the gunman.

Virginia Tech sophomores Trey Perkins and Derek O&#39;Dell said in a televised interview with Brian Williams the shooter entered their German class, shot their professor and opened fire on students.

Perkins, one of the few students not shot, said the shooter fired for about a minute and a half as students used desks to shield themselves from the fire.

O&#39;Dell, who was shot in the arm, described the shooter as "an Asian male, about six-feet tall."

"I think we&#39;re both still in shock," O&#39;Dell said. "It&#39;s amazing that we were saved."

Shortly after the second shooting, Virginia Tech students received a third e-mail at 10:16 a.m. announcing that classes were canceled and that outside persons were not to come on campus. Students were also urged to "lock their doors and stay away from windows." A fourth e-mail at 10:52 a.m. notified the community of the second shooting in Norris Hall with multiple victims. At that point, police were on the scene and a suspect had been detained, but police continued to search for a second shooter.

Bodies were later found at different locations throughout Norris Hall, and doors to the building were chained when police arrived on the scene, Flinchum said, noting that this was "unusual."

According to Flinchum, the campus did not go on lockdown until the shooting in Norris Hall took place because officials believed the dormitory shooting to be an isolated incident.

Fifteen victims are being treated at hospitals in the Roanoke and New River Valley area. Officials confirmed reports of some individuals jumping out of windows to avoid facing fire.

Officials declined to release the Norris Hall gunman&#39;s identity. Police continue to investigate whether a different gunman was involved in the dormitory shooting. Steger said an investigation remains underway to determine whether or not the two shootings are connected.

Virginia Gov. Tim Kaine, currently flying back from an Asian trade mission in Tokyo, declared a state of emergency earlier yesterday to help organize the flow of assistance into Blacksburg.

Virginia Tech is currently receiving assistance from state police, the FBI, the Bureau of Alcohol, Tobacco and Firearms, local jurisdictions and the Red Cross, according to Steger.

U.S. President George W. Bush spoke from the White House earlier today, saying he was "horrified" by the shootings and promising to "do everything possible" for the victims. Media officials have reported that President Bush may travel to Virginia Tech today.

Virginia Tech classes are canceled today and the university will hold a memorial service at 2 p.m. today at Cassell Coliseum.

"I cannot begin to covey my own personal sense of loss over this senseless and incomprehensible, heinous act," Steger said at an earlier press conference. "Today the university was struck with a tragedy we consider of monumental proportions."

The heartache after the catastrophe has occurred
We cling to our loved ones
If we are the blessed ones to survive
Yet we still are questioning
And are seeking to understand why we are left and why not me
Whether the catastrophe is far away in a big city
Or close to home in a place we would never imagine
The fact remains the world is changing
The world is not as it once was and it never will be again
We can sit and stare at news coverage seeing the events unfold
Over and over again yet the dark cloud looms
The solace and reality remain in our minds
Our nation has yet again suffered setback that again we must prevail
Let us not forget our freedom, Old Glory,
the infamous red, white, & blue
While we have been robbed, ripped and reminded of tragedy
Let us yet again remember our renewed fight for America

Students gathered in Richardson Auditorium last night for a service in memory of the victims of Monday&#39;s shootings at Virginia Tech. With solemn faces, some stained with tears, they listened to musical performances, prayers and speeches.

Associate Dean of Religion Life Deborah Blanks took the podium first, addressing the assembled students with deliberate, heartfelt remarks. She emphasized the renewed interconnectedness of the student body, calling the Princeton community "united in heart, spirit and solidarity."

"We dare to affirm that there is strength in community," she said.

In addition to the sense of unity on Princeton&#39;s campus, Blanks spoke of its tie to all academic institutions. "When tragedy touches one life, its universal reach reminds us of the fragility and the vulnerability of all life," she noted. She closed her remarks with a prayer.

USG president Rob Biederman &#39;08 also stressed the transcendence of the college experience, bringing the events at Virginia Tech closer to the Princeton campus. He spoke solemnly as the audience kept their gazes fixed on the podium.

"Every college campus should be a place apart; I imagine Princeton and Virginia Tech are no different in this regard," he told the gathering. "Here at Princeton, some casually refer to this as the Orange Bubble. At Virginia Tech yesterday, the bubble was ruptured, and we felt the shocks of that rupture here."

Monday&#39;s gunshots reverberated across the country, with President Bush seeking to console an appalled America and Speaker of the House Nancy Pelosi (D-Calif.) offering a moment of silence on the House floor.

"Those whose lives were taken did nothing to deserve their fate," Bush said at a memorial held at the Virginia Tech campus yesterday. "They were simply in the wrong place at the wrong time. Now they&#39;re gone, and they leave behind grieving families and grieving classmates and a grieving nation."

One reason why Princeton felt the repercussions of the tragedy, Biederman said, is the similarity of all students&#39; campus experiences. "As college students, we can feel for their tragedy because we too know the sense of safety and security they felt that morning. We must give our thoughts and prayers to them because we are the same."

For some, the tragedy hit especially close to home. Misan Ikomi &#39;08, from Leesburg, Va., said about a third of her high school class attends Virginia Tech. After Monday&#39;s violence, she contacted a close friend to check in on her and was assured of her safety. "She said it&#39;s been pure chaos, like being in a movie and not really understanding what&#39;s happened," Ikomi said.

Jeff Hall &#39;08 has a brother who attends Virginia Tech. Hall reflected on the conversation he had after calling to make sure his brother was okay. "He didn&#39;t really talk about it too much," Hall said. "He was in a building nearby when it happened, and he saw people running out the door when it happened. I didn&#39;t really get much of a reaction from him."

"Even for those of us without friends or relatives in Blacksburg," Biederman said, "it&#39;s nearly impossible to feel unaffected by what has transpired," he said.

Students clapped sporadically during the service, seemingly unsure of the appropriate response to the speeches. Applause was subdued and brief.

The speakers also offered a sense of optimism, encouraging students to look toward the future in evaluating how they go about their daily lives.

President Tilghman was traveling and could not attend the service, but Vice President for Campus Life Janet Dickerson, Provost Christopher Eisgruber &#39;83 and several officials from Public Safety were in attendance.

At an Episcopalian memorial service in the University Chapel earlier yesterday afternoon, Princeton community members remembered the victims of Monday&#39;s attacks while searching for higher meaning through religion.

"I would hope that this would be an opportunity to develop habits of prayer and ongoing awareness of the transient nature of life and what that means for us in terms of our relationships, with one another and with God," Rev. Stephen White, an Episcopal chaplain, said after the service.

Eisgruber offered similar advice at the memorial. "Take the time to honor and value your own life and the lives of the people around you," he said.

Biederman suggested the University community address the issue of personal safety not with increased security but with increased trust.

"We should work daily to deepen and strengthen the bonds that make the college experience so special," Biederman told the gathering. "We need to look out for each other."

A massacre at Virginia Tech took the lives of 32 on Monday. But as the sun set, and sketchy details slowly emerged on what was still a largely unclear series of events, an even greater tragedy began to reveal itself, as a few irresponsible Americans had not yet drawn broad life lessons from the atrocity.

"We&#39;ve got scores of kids dead or wounded," said one police officer on the scene, "and there&#39;s folks out there who have the gall to tell me they haven&#39;t decided what this teaches us about America? Sometimes I wonder if I even recognize this country anymore."

While most media reports wisely began to correlate the shootings almost immediately to pre-packaged positions on gun control and video game violence, few ordinary citizens have the resources of a major television network to so neatly encapsulate the horror- and the life lessons of the shooting spree into an easily digestible sound bite. This worries analyst Greg Collier, who warned that such individuals were basically "on their own", and may find themselves without a support system when the media machine moves onto the next big story sometime Wednesday or Thursday.

"Listen, if you&#39;re big on Sudden Jihad Syndrome, just for example," said Collier, "you&#39;ve got a window of basically six to twelve hours before they identify the shooter. So what are you waiting for? If you don&#39;t take your shot against Islam now, and this guy turns out not to be a diabolical Muslim convert- but just some ordinary shmuck with some adjustment problems- you&#39;re out of the discussion, irrelevant."

He said the same devastating metric applied to race hustlers, white supremacists, militant feminists, conspiracy theorists, and Bill Maher.

"If you haven&#39;t drawn your conclusions by nightfall, you&#39;re going to be trampled by tomorrow&#39;s news cycle. I mean, imagine if right now you were still pondering the implications of the Imus firing, leisurely asking yourself questions about the proper response to boorish behavior in a society that values free speech. Hello? Imus is gone, baby. Al Sharpton already solved racial inequality last week. We&#39;re on school shootings now. We&#39;ve got a country to save, people."

Even worse, mental health professionals feel that important "closure" may not occur in those who are unwilling to quickly find a way to make sense of the murders.

"As humans, we need to make sense of the senseless," said Dr. Jane Krempsky, a grief counselor, television commentator, and frequent expert witness in civil trials.
"We need to exert our control over those things that seem uncontrollable, in order to feel safe once again. Some people just don&#39;t appreciate that the clock is ticking."

Krempsky said the issues involved in this shooting became plain almost the instant that the widely conflicting reports hit the wires, and included increased gun control, liberalized concealed carry, the effects of the Iraq war, America&#39;s obsession with violence, the feminization of the Western male, and the prevalence of pre-marital sex and binge drinking on campus.

As one blogger noted in an iconic post near the end of the day: "Virginia who? Oh yeah... I remember that. Horrible tragedy. That was the one caused by global warming, right?"

With last week&#39;s Virginia Tech shootings still fresh in the minds of many, UNC officials are looking to evaluate residence hall safety as one area of emphasis.

With about 7,700 students living on campus, resident advisers often are the first line of defense in emergencies.

At Va. Tech, Ryan Clark, an RA in West Ambler Johnston Hall, was one of the first of 32 victims killed in last week&#39;s shooting rampage. He was investigating a loud noise when he met the gunman in a hallway.

Kyle Jordan, coordinator for student leadership and programming and a member of the committee responsible for training RAs to deal with emergencies, said that while the training RAs receive is extensive, it deals only with situations within the confines of everyday life.

"We don&#39;t train them to deal with any type of assailant that might have a weapon," Jordan said.

At UNC, RAs are responsible for a section of a residence hall, and they are placed throughout 14 campus communities.

Training is held two weeks before the semester starts, and it includes preparation for emergencies such as fires, medical accidents and sexual assault, among others.

RAs also are instructed how to deal with roommate conflicts and how to approach students who they suspect might be experiencing emotional problems.

"Really, it is a top-down process from the highest administrators living in a building down to the RAs," Jordan said.

"Everybody is a part of crisis management, and we do it very well."

But despite his confidence in those guidelines, Jordan said there has been talk about UNC reviewing safety procedures more.

"There&#39;s no time that we&#39;re going to say our policies are 100 percent," Jordan said.

Kareemah Lewis, a former RA in the Olde Campus Upper Quad Community, said the training she received came in handy.

"We were prepared because we had specific training in that area, in dealing with a crisis - not specifically somebody coming to shoot, but students hurting themselves," she said.

Lewis also said the training informed her of resources that most residents are not aware of, especially how to contact public safety officials directly. But she said there still is room to tweak the training.

"I think we could improve on communication. ... Maybe creating new technology-savvy ways to communicate other than e-mail," she said.

One focus of the training is explaining that RAs should be aware of their surroundings and report anything out of the ordinary.

"I think Virginia Tech was a wake-up call to a lot of RAs that when we do see suspicious people ... to take it more seriously and that unexpected things can happen," said Laura Lilly, an RA in Kenan Community.

Gay Perez, associate director of the Department of Housing and Residential Education, said methods used to respond to emergencies vary.

"Sometimes you might stay in place; sometimes you might evacuate. Housing will take its cues from first responders, police or whoever is in charge," she said.

"Everyone thinks they&#39;re prepared until something like Virginia Tech happens. ... You can only plan so much."

                <text>Jenkins e-mail explains University security

Ken Fowler

Issue date: 4/20/07 Section: News

Though Notre Dame created a task force in 2006 to review crisis plans, the deaths of 33 people at Virginia Tech Monday "will spur even greater review and preparedness," University President Father John Jenkins said in an e-mail to students Thursday.

Though limited in scope, Jenkins&#39; message was the most in-depth explanation of Notre Dame&#39;s security measures since Monday&#39;s shootings.

In the 700-word letter, Jenkins said Notre Dame has procedures in place to respond to natural emergencies as well as acts of violence. The University continues to search for the best ways to communicate with students in the event of a campus crisis.

Jenkins noted the Office of Information Technology&#39;s pilot program to send text messages to all students who provide their cell phone numbers.

University spokesman Don Wycliff said Thursday that Jenkins&#39; letter did not go into more detail about specific response procedures as a safety precaution, so that security details of the plan would not be compromised.

"There had been a sense all during the week that at some point it would be appropriate to address the issues," Wycliff said. "Today seemed appropriate."

Jenkins reaffirmed the University&#39;s desire to have the service fully operational by fall and said officials would encourage students to participate in "this important and innovative communications initiative."

The question of communication is only heightened by the University&#39;s decision in 2006 to de-standardize land telephone lines in dorm rooms.

In an interview with The Observer at the beginning of the school year, Director of Integrated Communications Services at OIT Steven Ellis said only 60 students initially paid a $161 fee to have the dorm phones in their room. Every resident assistant, however, does have a landline, provided free.

In the e-mail, Jenkins expressed confidence that Notre Dame Security/Police&#39;s (NDSP) 28 police officers and 35 additional security personnel could adequately handle major incidents on campus and work with other local emergency responders to control a crisis scene.

"These men and women receive regular training to address a wide variety of emergency situations, and the department maintains a productive and close relationship with all public safety agencies in the area," Jenkins said.

For emergency situations, Jenkins said, the University maintains 48 call boxes throughout campus and keeps telephones in the public areas of each residence hall.

Jenkins did not detail a specific plan of action for NDSP in the event of a major campus incident and did not say what University officials have the authority to declare a lock-down on potions campus or specific buildings.

"Please know that safety is of paramount importance to all of us at Notre Dame," Jenkins said. "While we believe we are ready to respond to a myriad of circumstances, the tragedy at Virginia Tech will spur even greater review and preparedness."

WALTHAM —

A year ago Wednesday, Kalynn Cook&#39;s childhood friend was killed when Seung-Hui Cho opened fire on the Virginia Tech campus.

To mark the first anniversary and to remember her friend, Erin Peterson, the Brandeis freshman from Sterling, Va., planned a candlelight vigil for tomorrow night.

"I&#39;m from northern Virginia and I came up here for school. When it got to be April I knew that the one-year anniversary would be coming up. I looked at the Brandeis calendar of events and I noticed there wasn&#39;t anything scheduled," she said. "I decided to talk to some of my friends who happen to be involved in student activism. They suggested I host an event myself."

Cook said she contacted the student organization Democracy for America, which helped organize the event.

Starting at 7 p.m. tomorrow, students will read a biography of each person killed in the massacre, hold a prayer service and conduct an open forum to discuss the deadliest shooting rampage in U.S. history.

Cho cut down his victims in two attacks two hours apart before the university could grasp what was happening and warn students. The bloodbath ended with the gunman committing suicide.

Thirty-two individual flames will be lit, one for each of the victims.

"(Democracy for America) handles activism. I went to one of their meetings and they decided to sponsor me. I got some materials from them and I got some advice," she said. "I spoke to Father Walter Cuenin (a Brandeis chaplain) and he&#39;s going to be speaking at the vigil ... it doesn&#39;t just affect the Virginia Tech community, but college communities all over the nation."

Since the killings, Brandeis University officials adopted a number of precautionary measures to ensure the safety of students.

"Certainly Virginia Tech marked a very significant turning point for us wanting to look for as many measures to help best inform people on campus on what to do in the event of an emergency," said Brandeis spokesman Dennis Nealon "It&#39;s all a work in progress to address emergency warning issues."

Nealon said Brandeis officials instituted a number of precautionary communication measures under what is now referred to as the Brandeis Emergency Notification System.

One step was to place towers around campus that serve as warning sirens in case of an emergency.

"The intention of the sirens is to tell people to go indoors and to proceed to get whatever information they need about what the particular emergency is," Nealon said. "Another step was that every land (line) phone on campus was equipped with a small video screen."

Nealon said the video screens can display a written notice or audible message in case of an emergency.

"We&#39;ll inform people that an emergency situation has developed and we&#39;ll tell them what steps to take," he said. "We also have an 80 percent voluntary response from students to our initiative to gather as many cell phone numbers as we could. The university now can send text messages directly to people&#39;s cell phones."

Bentley College in Waltham also uses a similar campus alert system, through a program called "Connect-Ed." Bentley spokeswoman Michelle Walsh said the school collected cell phone numbers from almost the entire college community to send out a text message or voice mail message in case of an emergency.

Walsh said Bentley College had taken most of these precautionary measures before the Virginia Tech massacre. He said the incident caused campus officials to review existing communications and security.

Bentley College has a crisis planning team comprised of staff and students that meets twice a month. The team holds "tabletop drills," in which they map out scenarios of potential emergencies and discuss how to deal with them.

"The crisis planning team meets twice a month and has been well before the Virginia Tech tragedy. Following the tragedy was a review of what would happen if we had an equivalent situation," Walsh said. "I think the most important thing is our crisis planning team works closely with the campus police ... you learn from every school (tragedy). If a school meets regularly, the better prepared they are, no matter what the situation."

Unlike their counterparts at Bentley, Brandeis University Police officers are unarmed, a practice that is expected to change this summer. Last year, Brandeis President Jehuda Reinharz announced he accepted a recommendation of an eight-member university firearms panel to equip Brandeis Police with guns.

"An advisory committee (was) formed initially of faculty and students to look at the issue in light of the Virginia Tech tragedy," Nealon said. "That committee gave a yes-vote to the president (that the police should be armed)."

Nealon said the tragedy reignited the topic of arming Brandeis Police, which was discussed randomly in previous years.

"The Virginia Tech tragedy did spur that discussion again," Nealon said. "About 20 officers have been undergoing field and psychological training. ... They are all being certified at the state police academy in Massachusetts."
