Miami, FL, US / (Press Release) The record for the World's "Fastest Presidential answer to a citizen request" has just been accepted by the World Records Academy.
The new record holder is President Traian Basescu (Romania), who promptly answered to an emergency citizen request on April 18 and has issued in less than two hours a Presidential Decree conferring of the National Order „The Star of Romania" to Mr. Professor Liviu Librescu.
Also as requested, two days later, in Israel, a special envoy of the Romanian president presented to his widow and two sons the Star of Romania medal in recognition of his courage and contribution to science.
Romanian born Professor Liviu Librescu is the hero <i>"who, at the cost of his own life, saved the lives of his students during the massacre at Virginia Tech."</i> -according to <a href="http://www.jwv.org/communication/jwvdetail.cfm?ID=196">Jewish War veterans of the USA</a>.
The Certificate for this new world record will reach President Basescu during the next days and his record will be listed in the 2008 edition of the World Records Book, the official publication of the World Records Academy.

PALMYRA — "What can I do to help?"
That was the question on many local lips following the death of Mary Karen Read in the shooting massacre at Virginia Tech University on April 16.
There is now an answer to that question.
Read's family is sponsoring Rock 4 Mary 2007, a full-day music festival in the Palmyra Village Park, on Sunday, Aug. 5, from noon to 8 p.m. The festival will raise funds for a scholarship in Read's name, to be awarded through her high school in Annandale, Va.
Miss Read, a 19-year-old freshman at Virginia Tech, was the niece of Mary Courtney of Palmyra. Her father, Peter Read, was a 1980 Palmyra-Macedon High School graduate.
A suggested donation of $5 per person for the entire day is requested, and the first 500 people will receive a memorial bracelet. Eight local rock bands will perform, many of them local student groups.
A chicken barbecue will be served from 3 to 6 p.m. Tickets are $8 each, and can be purchased in advance from Courtney by calling (315) 597-5076, or at the customer service counter at Breen's IGA. Other food and drinks will be available throughout the day and T-shirts will also be sold. All proceeds will be donated to the Mary Karen Read Scholarship Fund.

I love British comedies. So I just had to see "Hot Fuzz" a couple weeks ago.
It's the latest action-comedy-murder-mystery-thriller from the makers of "Shaun of the Dead," directed by Edgar Wright and starring Nick Frost and Simon Pegg.
Expecting both a good time and a hearty laugh, I suddenly found myself feeling alone in a crowded theater and very uneasy. Why?
In the movie, Nicholas Angel (Pegg) is a hot-shot London police officer whose arrest record makes his co-workers look bad. So they transfer him to an idyllic English village where there hasn't been a crime in more than 20 years.
Yet Angel suspects that the week's five gruesome deaths were really murders. After all, people don't just accidentally blow themselves up, loose their heads or stab themselves in the throat with hedge clippers, do they? Maybe in the big city of London they do, but certainly not in Sandford, the community that cares.
I soon found myself feeling very unsettled.
What triggered my unease was a scene that generated the most laughter from the audience, a homage to the American western. Angel rides into town on a white horse sort of like Clint Eastwood. Loaded down with guns and ammunition, he surprises the murderous villagers who thought they'd killed Angel the night before. They open fire on him in a very explosive and gory scene.
Yet everyone in the audience, including myself, guffawed and cheered approvingly as our avenging Angel took out the NWA one-by-one: the friendly couple who run the pub, the kindly village priest and the grinning grocer played by former James Bond actor Timothy Dalton. A woman two rows in front of me leaped from her seat. "All right!" she shouted. Turning to her neighbor, she quipped, "Serves 'em right!" A bunch of guys behind me began really whooping it up. I could hardly hear the gunfire over them.
Yes, all of us were really getting into it. And who wouldn't have? The bad guys were getting their comeuppance for being so wicked.
Still, I found myself sitting alone in the dark, feeling troubled.
Then a still, quiet voice said, "A gunman has killed 33 people this week at Virginia Tech. Why are we laughing?"
Back in the theater, I could no longer see the humor in bullets ripping through the air and tearing into people's shoulders or legs. Instead, I could only see the victims of last week's shootings along with their grieving family members and friends. Squirming in my seat, I hoped that none of them were watching this movie. I didn't want them to see people being shot at - even if they were the bad guys. Feeling queasy, I certainly didn't want them to hear our cheers and laughter as blood splattered across the screen and bodies fell to the ground.
Granted, "Hot Fuzz" is just a movie. Our hero only wounded the villains so they couldn't shoot back. Heck, his name was Angel for heaven's sake. Nonetheless, in the wake of that week's tragedy, I felt as though I had disrespected the dead and, in some albeit small way, also contributed to a collective insensitivity toward violence in American culture today.
And this is a disturbing feeling - a very disturbing feeling indeed.

After Boston University felt the impact of several tragedies that brought into question the level of campus safety, officials say they will continue to review their safety policies and procedures, including ways to better reach the community in case of an emergency.
"These events are starting to highlight, not only on our campus, but on other campuses, this issue of personal safety and risky behavior in a broader context than people have thought about it before," said President Robert Brown in an April 27 interview.
Methods the BU Police Department uses to communicate emergency information to the community are important, said BUPD Chief Thomas Robbins, who added his department often reviews its procedures when a problem arises.
"How you communicate in different emergencies is different," Brown said. "There is not one size that fits all."
Robbins, who attended a Coffee and Conversation with the dean of students after the April 16 Virginia Tech shootings, said BUPD plans to add safety information for students to its website, similar to how BU launched a fire-safety website after the two deadly fires that killed three students Feb. 24 and March 16.
The day after the Virginia Tech shootings, in which senior Cho Seung-Hui killed 32 people before killing himself, BU formed a committee headed by Administration Vice President Peter Fiedler to review emergency and communication policies, Brown said.
"One of the things we put on the table was a blast communication system, which we do not have," he said. "People think that you can send 20,000 emails instantly. The fact is: It takes about 30 minutes to an hour, depending on the technology you're using and how you do it."
In a town hall meeting last week, Robbins said he is considering the use of email and text messaging to contact the community in an emergency.
It is currently impossible to reach every community member at once because the BU registry does not require telephone numbers and email addresses, Brown said, adding the committee is considering a change to his policy changing this policy.
"The reasons you would like an emergency communication system are varied, and I don't think I would couple it just directly with the Virginia Tech shooter incident," he said.
After the two off-campus fires, inspectors visited residence halls and reviewed their fire-alarm procedures.
Brown said although it is important for BUPD to treat BU as a community, police must be trained to "deal with violent or disruptive acts that you'd find in any urban environment."
"I think the most important thing for us, which I've said many times, is that we have a truly professionally trained police force," Brown said.
BUPD trains with the Boston Police Department, and BUPD officers are official Boston police officers, Robbins said.
"One of the things we train on is how to deal with Columbine or Virginia Tech [incidents]," Robbins said. "I'm comfortable of our response we have."
BUPD works toward having its policies and standards match those of police and fire departments across the country through state and national accreditation, said BUPD spokesman Sgt. Jack St. Hilaire.
"We've always had a good relationship [with BU], and nothing has happened to change that," said BFD spokesman Steve MacDonald. "We're responsive when they bring things to our attention."
Boston Emergency Medical Response Chief Richard Serino said EMS has regular exercises in which Boston officials meet to discuss their responses to certain issues and to become familiar with each other. EMS held a meeting last week to address the best ways to respond to shootings, Serino said.
"I think that most colleges in Boston have well-trained, well-equipped public safety staff," Serino said. "We are on a lot of college campuses on a regular basis."
MacDonald said it is easier to deal with fires on campus than in off-campus apartment buildings because BU works closely with BFD.
"Usually, it works smoother from our end, dealing with the colleges and universities, because they have full-time staff who work 24 hours a day," he said.
BUPD, which announced last month it will revamp its methods, for analyzing a revamp in its methods for analyzing "hot spot" crime locations and how the officer force is divided into sections, will respond to any location on the Charles River and Medical campuses in two minutes or less, Robbins said.
"We have authority to stop all traffic, including trains," said Robbins, who served as the Massachusetts State Police superintendent before coming to BU in June 2006.
Although most parents are concerned about their child's safety, it is difficult for BU to hold students' attention about safety resources, Brown said.
"We will have changes in orientation next summer that are not reactionary," he said, "[but] that are trying to change behavior of students as they come into our community, and to make them aware of risks and choices they make."
The Charles River campus, which is situated along the traffic-heavy Commonwealth Avenue, can be a safety hazard to students who are not responsible pedestrians, Brown said.
"We should not have to instruct people on how to cross the street safely at the age of 18," he said.
There are no plans to change academic curricula to incorporate safety information, Brown said.
"The question is: What is the balance between personal responsibility and the university's responsibility?" Brown said.

As the epigraph for "The Brothers Karamazov," Fyodor Dostoevsky presented John 12:24:
"Verily, verily, I say unto you, except a corn of wheat fall into the ground and die, it abideth alone: but if it die, it bringeth forth much fruit."
At first glance, the verse is difficult to decipher due to the vexing translation. The novel that follows, however, allows for a better understanding of this significant statement, which is particularly powerful in this time of national mourning.
Faced with such senseless suffering, it is natural to recoil from any faith in divine harmony, for no amount of retribution, whether in this life or the next, can return the smiling faces of the lost to their friends and family. It is precisely at this moment, though, when that faith is being fired in the crucible of anger, grief and doubt, when it proves to be most comforting and, perhaps, most true.
One of the most profound truths presented by Dostoevsky in his last novel is often simply accepted in contemporary society, without exploring its ramifications: We are all connected. It is a statement short on words but long on meaning. In "The Brothers Karamazov," the reader is blessed with the omniscience to understand that the entire cast of characters is hurtling toward tragedy, while each individual within the plot, particularly the three brothers, do not conceive the ultimate consequences of their actions or inactions.
Though we strive, and rightfully so, for that connectedness in our lives — through friendships, community service, religious services, etc. — it is too often convenient to think of oneself as insulated from the rest of the community. At times of moral crisis, it is so much easier to disregard, either through true ignorance or active self-delusion, the propagation of ramifications throughout this tightly woven human network. When one decides to have sex without protection, proceed with an abortion procedure or take the life (or allow the taking of the life) of another human being, the consequences are never simply personal.
When we either temporarily overlook that connectedness or are so selfish that we ignore the implications for countless others of our own flawed decision-making, we commit a transgression against the entire human network and, if you wish, against the God who lovingly created each of us equally in his image. And so, in this manner, we can see the killer in Blacksburg, Va., often described as an outsider or loner, as someone who, feeling disconnected from the community by cultural issues or other mental strife, could claim no stake in the community and felt no moral obligation to it.
It is interesting, but ultimately unrewarding to examine in hindsight the psychology of the killer. What is most important to those affected by this tragedy is a fuller understanding of the meaning of their monumental loss. For if all of humanity is connected through this interwoven web, certainly the impact of death can be felt far beyond the individual.
This brings us to the Biblical verse which opened this column and to the powerful conclusion of "The Brothers Karamazov." A clearer translation of it is as follows: "Truly, truly, I say to you, unless a grain of wheat falls into the earth and dies, it remains alone; but if it dies, it bears much fruit." But what is the "fruit" that results from the tragic loss of innocent life?
In "The Brothers Karamazov," the answer is memories — fond remembrances of times spent together, of goodness, of love. Near the end of the plot, the young boy Ilyushechka, after several days of visits from his school friends, dies from a painful disease. After the funeral, the young monk Alyosha gathers the children together in the center of their somber Russian village.
He says to them, "You must know that there is nothing higher and stronger and more wholesome and good for life in the future than some good memory, especially a memory of childhood, of home." But how can we compare the death of a young character in a nineteenth century Russian novel to the loss of 32 innocent lives on the campus of Virginia Tech?
To use the old adage, no man is an island. Each lost individual leaves behind hundreds if not thousands of others who have been touched by his or her life, and now untimely death. And those thousands of souls have been blessed with millions of memories of goodness and love. Across this nation and this globe, the tragedy has affected millions more who have no personal attachment to Virginia Tech, but who cannot help but reexamine their own values and priorities in the face of such destruction and who cannot help but be encouraged about the state of the human condition after viewing the solidarity of the Virginia Tech community.
This is not to glorify death, but to grasp meaning from the flames of despair, for no man dies in vain.
As the book ends, the boys come together to say, "We will remember, we will remember!"
At the Cassell Coliseum on the campus of Virginia Tech, the students raised their voiced to the rafters and exclaimed, through the grief, the mourning and the sadness that "We are Virginia Tech!"

A tragedy the magnitude of last week's mass murder in Blacksburg, Va., prompt most of us to ask serious questions. What compelled a student to kill 32 people on the Virginia Tech campus? How could someone so obviously disturbed gain access to the weapons he used? Why didn't anyone recognize his potential for violence and do something to prevent it?
These responses are to be expected, given the scope of the collective sorrow experienced by people across the nation. And in time, there is no doubt some individuals may be forced to address some of these questions. The answers may help school officials, counselors and legislators in crafting policies and procedures designed to more effectively deal with such problems.
But the finger-pointing masks an inescapable fact: Regardless of who missed what signs and who failed to raise security measures, Seung Hui Cho is solely responsible for all those deaths. And when someone decides to engage in such violence, there often is little that other people can do.
Some have described Cho as a loner who didn't interact with his roommates. Others have said his writings were very disturbing.
These statements are most likely true, but they don't explain why he killed so many people. How many young people across the country could be described as loners?
How many of them have a bizarre attraction to violence and write rather alarming things? Thousands, tens of thousands? Perhaps more?
So there are many others who face circumstances very similar to those Cho experienced. Yet virtually none of them make the leap from disturbed loner to mass murderer.
While he was plagued by fear, resentment and isolation, Cho had choices to deal with his problems. The difference between him and the countless others confronting the same problems is that he chose not to find alternative ways of handling his fear, resentment and isolation.
Cho opted to walk down the path of violence, and this is a mindset few others can comprehend. He took so many innocent lives because he rejected other avenues for addressing his angst.
Evil is the true imponderable in life. Yes, we may get a few answers to why this tragedy occurred and how to reduce the likelihood of another. But free choice can be a weapon controlled only by the individual who wields it.

America began to bury its dead yesterday from the Virginia Tech massacre that cost 33 lives - the worst mass-shooting in the country's modern history.
Three funerals of students killed by Cho Seung-hui were taking place last week. It was a tragedy that made headlines around the world and deeply shocked America. Among those being buried were Austin Michelle Cloyd, 19, the daughter of a Virginia Tech lecturer. She was being buried in Blacksburg, the tiny campus town tucked away in the Blue Ridge mountains of southern Virginia. Elsewhere, Jarrett Lee Lane, 22, was being buried in his home town of Narrows nearby, and Minal Panchal, 26, an Indian-born post-graduate student, was being buried in Odenton, Maryland.
The funerals end a week of mourning and regret over the killings. Services are being held all over the country in victims' home towns and are likely go on well into next week. They come after a day of remembrance on Friday that saw a moment of silence observed across the nations. Across Virginia, many people have been wearing the college colours of maroon and orange.
Police continue to investigate the shootings, seeking to find out how Cho, 23, carried out the murders. 'The why and the how are the crux of the investigation. The why may never be determined,' Virginia state police spokeswoman Corinne Geller said.
Cho carried out the attack in two assaults. The first killed two students in a dormitory hall and was followed by a pause of several hours before he rampaged through a lecture building, eventually killing 30 more.
The investigation is focused on the first killings to see if there was any link between Cho and Emily Hilscher, 19, believed to have been the first person shot.
The Cho family expressed its sorrow: '[The family will] do whatever we can to help authorities understand why these senseless acts happened. We have many unanswered questions as well,' it said.
