The implications of the query, posed by many at UC Davis, can be difficult to comprehend. But in an e-mail sent Monday to the entire campus community, Chancellor Larry Vanderhoef said it is a question he is trying to answer. "I know from some of the questions you&#39;ve asked this past week that it&#39;s hard for us all not to feel more vulnerable now," he wrote. "You&#39;ve asked about our preparedness for such a circumstance, about how you would be kept informed, and about how such a tragedy might be prevented. The campus is doing lots, but that&#39;s not to say there isn&#39;t more to do." Vanderhoef went on to say the UC Davis Police Department and the UC Davis Fire Department have been trained in rapid response to emergency situations such as the one that unfolded last week at Virginia Tech, when senior English major Cho Seung-Hui, 23, went on two shooting rampages, killing 32 students and faculty members before turning a gun on himself. Vanderhoef said the UCDPD is developing a new community-response program to help inform locals "what to do in the event of a critical incident like Virginia Tech&#39;s." The way students, faculty and staff are informed of campus emergencies may also soon be changing. In an interview last week, Lisa Lapin, the assistant vice chancellor for university communications, said UC Davis&#39; current emergency-notification systems are less than ideal. "We have a system that can dial all campus phone numbers, but it takes three hours," she said. "We can also send e-mails to everyone, but it also takes three hours." In today&#39;s age of high-speed technology, many may wonder why some of the top universities in the nation can&#39;t immediately notify their students of a threat on campus. At Virginia Tech, it took hours for students to receive e-mails informing them of the events that had transpired the morning of Apr. 16, when Seung-Hui killed two students in a residence hall. By the time many had opened their e-mails, 31 more people were dead. In his e-mail to the UC Davis campus community, Vanderhoef said the way UC Davis affiliates learn of emergency situations will improve. "We currently can deliver urgent notices to you via e-mail, campus telephones, an emergency telephone hotline (530-752-1011), the [World Wide] Web (ucdavis.edu), our KDVS 90.3 FM radio station, and cars equipped with bullhorns," he wrote. "We are revitalizing a network of emergency-response coordinators for every campus building, and investigating the possibility of improving cell phone reception in several high-traffic campus buildings. We are also exploring a system for automatically sending text, voice and e-mail messages, and investigating the possibility of installing sirens and of engaging amateur radio operators to assist in emergencies." In addition to emergency-notification improvements, Vanderhoef reminded students that counseling services are available on campus. UC Davis&#39; Counseling and Psychological Services in 219 North Hall provides mental- and emotional-health services; the Student Crisis Response Team, a university organization, meets regularly to assist in deescalating potential crisis situations. Similar services are also available for faculty and staff, Vanderhoef said. The Campus Violence Prevention Program, a subunit of the UCDPD, provides victim advocacy and information to students. Its office is located near Hutchison Field adjacent to the Transportation and Parking Services office. Vanderhoef urged students to seek counseling or other services should they need assistance. "[I]t&#39;s important that we take care of one another and of ourselves, especially at times of major tragic events," his e-mail said. On Wednesday, NBC News reported receiving videos and a letter from Cho, sent between the time Cho shot and killed two students in an on-campus residence hall Monday morning and when he gunned down 30 more people before turning his weapon on himself. "You have vandalized my heart, raped my soul and torched my conscience," said Cho in one video, in which he is shown brandishing firearms, a hammer and other weapons. "Thanks to you, I die like Jesus Christ to inspire generations of the weak and the defenseless people. "You forced me into a corner and gave me only one option. The decision was yours. Now you have blood on your hands that will never wash off," he said. Published reports have said Cho was receiving mental-health services, but that they were not provided by Virginia Tech. He was also accused of making unwanted phone calls and sending unwanted instant messages to two fellow students in 2005, but both declined to press charges. A professor said he made students in her class uncomfortable with his violently themed writing and by taking photographs of female students from under the desks in the classroom. A counselor once recommended Cho be committed to a mental-health facility on an involuntary basis, but a judge denied the request, saying Cho was not a danger to himself or others. In the aftermath of the shootings, universities across the country have scheduled prayer vigils to honor the fallen Virginia Tech students and faculty members. The Cal Aggie Christian Association held a prayer vigil on campus Wednesday to honor the Virginia Tech victims, and two more services are scheduled for today. The UC Davis student assistants to the chancellor, Hayley Steffen and Alfredo Arredondo, along with ASUCD officials, will host a candlelight vigil today at 7 p.m. at the Memorial Union Patio. Attendees will observe a moment of silence, and time will be designated to reflect on Monday&#39;s events. A second candlelight service and prayer vigil will begin today at 7:30 p.m. at the Chabad House, at 321 Russell Blvd. across the street from the northern edge of the UC Davis campus. The event is hosted by Chabad of Davis, an organization that promotes the Jewish faith. Nopper | 04.19.2007 April 17, 2007 Like many, I was glued to the television news yesterday, keeping updated about the horrific shootings at Virginia Tech University. I was trying to deal with my own disgust and sadness, especially since my professional life as a graduate student and college instructor is tied to universities. And then the other shoe dropped. I found out from a friend that the news channel she was watching had reported the shooter as Asian. It has now been reported, after much confusion, that the shooter is Cho Seung-Hui, a South Korean immigrant and Virginia Tech student. As an Asian American woman, I am keenly aware that Asians are about to become a popular media topic if not the victims of physical backlash. Rarely have we gotten as much attention in the past fifteen years, except, perhaps, during the 1992 Los Angeles Riots. Since then Asians are seldom seen in the media except when one of us wins a golfing match, Woody Allen has sex, or Angelina Jolie adopts a kid. I am not looking forward to the onslaught of media attention. If history truly does have clues about what will come, there may be several different ways we as Asian Americans will be talked about. One, we will watch white media pundits and perhaps even sociologists explain what they understand as an "Asian" way of being. They will talk about how Asian males presumably have fragile "egos" and therefore are culturally prone to engage in kamikaze style violence. These statements will be embedded with racist tropes about Japanese military fighters during WWII or the Viet Cong—the crazy, calculating, and hidden Asian man who will fight to the death over presumably nothing. In the process, the white media might actually ask Asian Americans our perspectives for a change. We will probably be expected to apologize in some way for the behavior of another Asian—something whites never have to collectively do when one of theirs engages in (mass) violence, which is often. And then some of us might succumb to the Orientalist logic of the media by eagerly promoting Asian Americans as real Americans and therefore unlike Asians overseas who presumably engage in culturally reprehensible behavior. In other words, if we get to talk at all, Asian Americans will be expected to interpret, explain, and distance themselves from other Asians just to get airtime. Or perhaps the media will take the color-blind approach instead of a strictly eugenic one. The media might try to whitewash the situation and treat Cho as just another alienated middle-class suburban kid. In some ways this is already happening—hence the constant referrals to the proximity of the shootings to the 8th anniversary of the Columbine killings. The media will repeat over and over words from a letter that Cho left behind speaking of "rich kids," and "deceitful charlatans." They will ask what&#39;s going on in middle-class communities that encourage this type of violence. In the process they may never talk about the dirty little secret about middle-class assimilation: for non-whites, it does not always prevent racial alienation, rage, or depression. This may be surprising given that we are bombarded with constant images suggesting that racial harmony will exist once we are all middle-class. But for many of us who have achieved middle-class life, even if we may not openly admit it, alienation does not stop if you are not white. But the white media, being as tricky as it is, may probably talk about Cho in ways that reflect a combination of both traditional eugenic and colorblind approaches. They will emphasize Cho&#39;s ethnicity and economic background by wondering what would set off a hard-working, quiet, South Korean immigrant from a middle-class dry-cleaner- owning family. They will wonder why Cho would commit such acts of violence, which we expect from Middle Easterners and Muslims and those crazy Asians from overseas, but not from hard-working South Korean immigrants. They will promote Cho as "the model minority" who suddenly, for no reason, went crazy. Whereas eugenic approaches depicting Asians as crazy kamikazes or Viet Cong mercenaries emphasize Asian violence, the eugenic aspect of the model minority myth suggests that there is something about Asian Americans that makes them less prone to expressions of anger, rage, violence, or criminality. Indeed, we are not even seen as having legitimate reasons to have anger, let alone rage, hence the need to figure out what made this "quiet" student "snap." Given that the model minority myth is a white racist invention that elevates Asians over minority groups, Cho will be dissected as an anomaly among South Koreans who "are not prone" to violence—unlike Blacks who are racistly viewed as inherently violent or South Asians, Middle Easterners and Muslims who are viewed as potential terrorists. He will be talked about as acting "out of character" from the other "good South Koreans" who come here and quietly and dutifully work towards the American dream. Operating behind the scenes of course is a diplomatic relationship between the US and South Korea forged through bombs and military zones during the Korean War and expressed through the new free trade agreement negotiations between the countries. Indeed, even as South Korean diplomats express concern about racial backlash against Asians, they are quick to disown Cho in order to maintain the image of the respectable South Korean. Whatever happens, Cho will become whoever the white media wants him to be and for whatever political platform it and legislators want to push. In the process, Asian Americans will, like other non-whites, be picked apart, dissected, and theorized by whites. As such, this is no different than any other day for Asian Americans. The profile of a school shooter, once narrowed to a lonely white male high-school student with a fascination with and open access to guns, was quickly re-examined as we discovered the shooter to be 23-year-old Cho Seung-Hui. But before the news had been released that the shooter was Asian, the question on everyone&#39;s mind was whether this catastrophe could have been prevented. This question is a good one, and should be debated, but reflecting on the length of time the press devoted to this subject was unsettling for me. I remember going to class the morning of the shooting and hearing news reports that two people had been shot at a Virginia Tech dormitory. Upon my return five hours later I was shocked to see the death toll had escalated to 33. Immediately, I wanted to know what had happened and if the killer had been caught. Watching the news, all I could find were reporters asking questions like, "Why wasn&#39;t the school placed on lockdown? What time was the first e-mail sent to students? Why wasn&#39;t more done to prevent this tragedy?" It became clear that I would not learn anything about what actually took place on the campus that could account for the casualty numbers rising; I had to resort to the Internet to try to make sense of all that was happening. After getting a clear account, I was upset at the amount of time the network news channels devoted to placing blame on officials at Virginia Tech—only, the "placing blame" was not seen for what it was. Instead, it was promoted as good investigative journalism. I understand that it is the job of a journalist to ask the hard questions and uphold a level of accountability toward officials. However, I found that the questions posed by reporters in press conferences regarding Virginia Tech were not necessarily out of line, but a result of constant criticism of their inability to question authority in high-stakes situations. Past disasters such as Hurricane Katrina and the logic behind going to war with Iraq played their roles in the types of questions posed to Virginia Tech President Charles Steger. These questions were simply a ploy to preemptively avoid any backlash from the public for not addressing accountability. Following the invasion of Iraq and never finding weapons of mass destruction, the public began to demand that journalists not be afraid to question authority and command answers from high-ranking officials. Hurricane Katrina allowed for reporters to regain some credibility by analyzing slow relief efforts and the lack of preparation from the government. It is no surprise that in order to keep credibility and uphold the public&#39;s faith in reporters, journalists continued to grow a backbone and demanded answers from those in power. The word "accountability" is ultimately what forced the media to focus on how administrators screwed up and not the shooter. But accountability is not to be placed on school administrators and campus police when the act was really the work of one man, and only he can be blamed. Real investigative journalism would have been to expose the motives of Cho, not debate whether an e-mail should have been sent earlier or been more detailed. Even as students from the Virginia Tech campus were being interviewed and asked if their administration at the university should have done more, the look of "Are you really asking me this now?" ran across most of their faces. They, like me, could not understand why their administrators were being harassed as if they made the events unfold, and not Cho. There is no way administrators at Virginia Tech could have predicted that a domestic dispute incident would be cause for the closing of an entire university. Anyone who thinks they would have had the notion to suspend classes and not think of the first attack as an isolated incident is thinking in the context of hindsight. Colleges enroll large quantities of students, equivalent to the population of some U.S. cities. Just like a city, Virginia Tech did not shut down when evidence of a homicide was discovered. It is nice to want to believe that our college campuses are the last step before entering the real world, and are therefore void of the many threats society holds. But evil does exist and it knows no bounds. No doubt, I&#39;ve felt it before - after the Murrah Building/Oklahoma City Bombing, the first World Trade Center attack, the horrors of 9/11, the Anthrax letters, the DC Sniper - now today. While horribly sickened and saddened by the senseless loss of fellow Americans shot and killed on campus at Virginia Tech, I couldn&#39;t help but think: What if the shooter was a Muslim? I&#39;m not trying to sound selfish. First and foremost, my thought are with those families and friends. Their pain and grief must be overwhelming. During difficult times, I am reminded of the verses from the Qur&#39;an (94:5-6) that state, "With every hardship comes ease. Verily, with every hardship comes ease!" The fact that God repeats those words - with every hardship comes ease - is a much needed emphasis for those suffering, just in case they miss it the first time. It is part of His mercy and compassion. I usually share these words with friends who have lost loved ones. Today, I am sharing them with all those affected by the tragedy in Blacksburg, Virginia. They need them as much as anyone else in the world. That said, I wonder if anyone else was thinking the same way or can relate to what I was feeling? Was the entire world waiting to hear a similar outcome? Am I paranoid or should I have a genuine concern about the fate of American Muslims should another attack on our country come from our so-called co-religionists? When the first video was played on CNN today, the name on the screen was Jamal Albarghouti. My heart sank, only to realize later he was the one shooting the video. When I first heard the shooter was Asian, I thought, "What kind of Asian - South Asian? Afghani? Pakistani? Indonesian?" Should I feel better now that I know he is of Korean ancestry? Should I feel better that he is not a Muslim? Now that we know the identify of the shooter, I don&#39;t feel any better. In fact, the pain in my stomach won&#39;t go away. Personally, I&#39;m sick and tired from carrying a burden that isn&#39;t mine, as if the shooter were a Muslim from my local mosque. Whether some sort of paranoia or a personal defensive mechanism, it&#39;s my own self-imposed form of guilt-by-association, and I hate it. I&#39;ve got enough to worry about with my wife and kids and all the other important things in life. We need to be able to live our lives and not always worry about whether or not such events are going to happen again. Because they will. That is our test, our challenge, and our struggle. How we react to these tests and challenges and struggles is how we are defined, both on earth and the Hereafter. It is part of life. For the most part, we live in a free and open society. With all the division between left and right, between race and religion, rampant drug and gun use combined with easy access to public spaces, malls, universities and houses of worship, I&#39;m shocked we haven&#39;t had more Columbines and Virginia Techs to deal with. Logically, of course, this was simply a random act by a lone, heartbroken gunman not affiliated with any group. Logically, of course, I shouldn&#39;t feel good about the situation. Logically, of course, we cannot control the acts of every zealot and madman intent on death and destruction. Unfortunately, in today&#39;s reality, there is no logic - just more tragedy. But I will make sure my kids and friends and co-workers and anyone else who will listen will know, despite all the hatred and negativity that surrounds us, there is always hope for a better world. Blogs — typically the anti-news source — were what helped piece together the events of early last Monday. Facebook — the social networking site of the century — was what helped friends and family know loved ones were okay. AIM idle times — usually an annoyance to anyone who wants to talk to someone — were identifiers to possible whereabouts for specific times. Wikipedia — what you shouldn&#39;t quote in your class paper — garnered a timetable of events from the aforementioned online "sources." News sites — reliable sources — assembled information about victims from their online profiles. Most of us were affected by the shootings at Columbine in April 1999; as middle schoolers and junior high students, a high school shooting wasn&#39;t something to which we could easily turn a blind eye. Yet the shootings at Virginia Tech seem different, as we are all more closely linked by our similarities — we are all college students — and by our constant connection to the Internet. As we have seen with the deaths of students on our own campus, a Facebook wall can become a memorial; and as students who don&#39;t know the deceased read the walls, it&#39;s often an additional cause for legitimate sorrow. Facebook, and the Internet as a whole, lets us get a little bit closer to knowing the people who have died, and lets us understand what victims&#39; friends are going through, too. The walls of the Virginia Tech massacre victims are experiencing the same flood of visitors, and a lot of it stands to show that as a generation, we are capable of coming together to support each other. ABCNews.com &#39;s April 16 article about online developments included bits from some students&#39; online postings; one included a request for a Facebook group that calls to keep the facts of the incident straight. Another posting from ABCNews.com&#39;s article said that people from all over the world were soliciting videos of personal reactions from students via the Internet. The way the Internet has been utilized by our generation for the Virginia Tech Massacre is telling. While great in some ways, the Internet cannot be a substitute for action or an acceptable replacement for tasteful behavior. The sheer volume of people expressing condolences is amazing and, perhaps, comforting. At the same time, the deluge of Internet gestures makes each one progressively more meaningless. A group search for "Virginia Tech" and "pray" on Facebook returns over 500 results. Except for two groups, at least the first five pages of search returns for just "Virginia Tech" are some kind of remembrance groups. The sentiment is spectacular if it&#39;s based in fact or action, but it is important to remember that starting a Facebook group does not necessarily solve problems or incite real action. Ultimately, human contact is what will help us all move on from this tragedy, not staring at a computer screen. The varied uses for the Internet in the case of the massacre backs arguments from both sides about the Internet: It globalizes, but also singularizes; brings people together, but also prevents actual involvement. We encourage students to use the Internet to help grieve and show support for the Virginia Tech community. When grappling with such terrible loss, the Internet is an excellent tool — it just shouldn&#39;t be the only tool. Good things come from the Internet being used to its fullest capacity, and so do weaker things. We are the Internet generation. Our Campus Security staff began a "Stop a Cop" campaign, asking those interested in signing to come to them -- they carried clipboards while making their rounds. This &#39;lie down&#39; was organized in remembrance of the victims of last years Virginia Tech school shooting as well as to protest easy gun laws. The Virginia Tech massacre was the deadliest mass shooting to date, and consisted of two separate attacks approximately two hours apart on April 16, 2007, which took place on the campus of Virginia Polytechnic Institute and State University (Virginia Tech) in Blacksburg, Virginia. The gunman, Seung-Hui Cho ended his shooting rampage by committing suicide. Jesse Matton, a UT sophomore from Northern Virginia organized the event. She extended invitations to people she knew and made a facebook group to advertise the event. She states: "I did it because I really wanted people to remember the victims and how much it effected all the students at tech." She recruited 32 participants, one to represent each victim of the Virginia tech shooting, for a three-minute lie down in the middle of the public walkway. She says, "We laid down for three minutes because that is the amount of time it takes to buy a gun in the U.S" Matton&#39;s desire to organize this event came largely from the death of her friend, Reema Samaha, a victim of the Virginia Tech school shooting. A participant of the lie down, Sondra Ortagus, also a sophomore at UT and a long time friend of Matton says: "It was a very hard thing to look back on. I am glad we did it because hopefully people will start to realize that guns are too easy to get nowadays. Laws should be tighter so that incidences like Virginia Tech don&#39;t happen again." Despite the many easy gun laws that are still being protested, the VT school shooting did lead to some tightening of gun regulations. The massacre led to rapid changes in Virginia law that had allowed Cho to illegally purchase handguns without detection by the National Instant Criminal Background Check System (NICS). Furthermore. It prompted the first major federal gun control measure in more than 13 years. President, George W. Bush, signed a law that strengthens the NICS on January 5, 2008. One of the outstanding issues with gun control laws is the gap between state gun laws and federal gun laws. In Virginia for example, one can legally purchase one handgun every 30 days with valid proof of residency. A 1968 federal law prohibits those considered "mentally unsound" from buying handguns. Cho, having been declared a danger to himself by a court in 2005, did not meet this condition of mental stability and should not have been able to obtain the two semi-automatic pistols he used in the massacre. The state of Virginia failed to report Cho&#39;s mental health to the federally mandated NICS demonstrating an error in the system. Virginia Governor, Timothy Kaine, addressed this issue on April 30th declaring the importance of closing this reporting gap. Discussion still rages about US gun laws in all states. The strength of background checks is in question as well as states ability to regulate gun laws successfully. Further discussion is geared towards school safety in light of the presence of a handgun on Virginia Techs campus, which prohibits weapons. Of the 16 states that currently ban guns on college campuses, Several are weighing legislation to allow gun permit holders to carry concealed firearms. In March of 2008, so shortly after the terrible tragedy at VT Delegate Gilbert of Virginia attempted to pass a law allowing for concealed carry on college campuses.
