The family of Cho Seung-hui, who shot 32 people dead before turning his gun on himself, made their first public comments yesterday about his actions, saying they had "made the world weep".&#13;
In a statement put out by his sister, Sun-kyung Cho, through a lawyer in North Carolina, the family said they were living a nightmare, and apologised to his victims.&#13;
&#13;
"Our family is so very sorry for my brother&amp;#39;s unspeakable actions. It is a terrible tragedy for all of us. We pray for their families and loved ones, who are experiencing so much excruciating grief. And we pray for those who were injured, and for those whose lives are changed forever."&#13;
&#13;
The statement, released to the Associated Press, came on the day Americans held a collective day of mourning for the victims, with church services and vigils from Capitol Hill to California.&#13;
&#13;
Yesterday&amp;#39;s solemnities were centred on a moment of silence for the dead across Virginia at noon after the governor, Tim Kaine, declared a day of mourning. Forty other states also held vigils for the dead. "This has touched the globe," Mr Kaine told a memorial service.&#13;
&#13;
"The universality that we all suffer, we all grieve, has touched hearts around the world."&#13;
&#13;
The sombreness of the day was deepened by the knowledge that it was the anniversary of another school shooting - of 13 students and one teacher at Colorado&amp;#39;s Columbine high school in 1999.&#13;
&#13;
The Cho family said that it had been "humbled by this darkness". The gunman&amp;#39;s sister said: "We feel hopeless, helpless, and lost. This is someone that I grew up with and loved. Now I feel I didn&amp;#39;t know this person."&#13;
&#13;
She said that, though her brother had been quiet and reserved, "we never could have envisioned he was capable of so much violence". The family, staying in an undisclosed location, said it would cooperate fully with the police investigation.&#13;
&#13;
During the day of mourning, church bells tolled on the grassy expanse called the Drill Field at the heart of Virginia Tech campus, just outside Norris Hall, where Cho killed all but two of his victims.&#13;
&#13;
Almost all the mourners wore the school colours of orange and maroon, as they drew close to the makeshift memorial on the grass, a semi-circle of stones surrounding large placards with handwritten tributes to the dead, large wreaths, and humble bouquets of flowers.&#13;
&#13;
Elsewhere in Virginia, bells chimed for each of Cho&amp;#39;s victims at an interfaith memorial at Virginia Commonwealth University. "The thing that matters most today is to remember the friends and families of those who lost loved ones," Virginia&amp;#39;s lieutenant governor, Bill Bolling, said.&#13;
&#13;
The first of Cho&amp;#39;s victims was also buried yesterday in the Israeli town of Raanana, not far from Tel Aviv. Liviu Librescu, 76, was an expert on aerospace engineering who had taught at the university for more than 20 years. As a child in Romania, the professor had survived the Holocaust. On Monday, he was shot while shielding students from the gunman.&#13;

Students and faculty, including senior administration, formed a maroon "V" and an orange "T" on Freiberger Field last Friday to show their support for the Virginia Tech community. The turnout included various professors and administrators, including the provosts. President Eastwood wore a maroon button-down shirt.&#13;
&#13;
From the top of Kelvin Smith Library, photographers and cameramen captured the event. Two poses were taken: one with participants looking up at the camera, another with heads bowed. The composition of the photographs is similar to those taken of incoming freshman classes spelled out to read "Case" or "CWRU."&#13;
&#13;
"I think a lot of people really wanted to show their support to the community of Virginia Tech and I think that sentiment is only stronger if we do this as a large campus group as we are now," said Andrew Witte, who pinned a maroon and orange ribbon to his shirt.&#13;
&#13;
Three local television news teams and a Plain Dealer reporter were on hand to record the event. Student and faculty were interviewed, and students were asked to read biographies of the victims for a camera.&#13;
&#13;
Some students seemed skeptical of the coverage. "I think Case does this kind of stuff for the publicity," said a student who wished to remain anonymous. However, she was wearing maroon and orange and posed as part of the human letters.&#13;
&#13;
The USG executive board organized the event. Other organizations involved were the University Program Board, Class Officers Collective, Interfraternity Congress, Panhellenic Council, Residence Hall Association, and Media Board.&#13;
&#13;
Other events included painting the wall outside of Thwing in memoriam and a card signing in Thwing last Friday.&#13;
&#13;
The cards and pictures were sent to Virginia Tech on Monday.&#13;
&#13;
"I know we can&amp;#39;t compare to their loss, but we at least are trying to do something," said Jose Baez.&#13;

Students at the University of Arkansas Community College at Hope, as well as universities across Arkansas, are feeling the pain of the Virginia Tech student body.&#13;
&#13;
The tragic deaths at Virginia Tech have them feeling anxious about a place where they have always felt safe. But, UACCH students did not mind sharing their feelings and reactions about the shootings on Monday which left 33 people dead.&#13;
&#13;
"It makes you take a second thought about coming to school every day," Lacey Brent, a nursing student said.&#13;
&#13;
One student showed an expression of disbelief and sorrow when asked what was his reaction to the tragedy at Virginia Tech.&#13;
&#13;
"I don&amp;#39;t really know what to say about it," student Jason Lamb said after a long silent pause. "It is taking its toll on everyone, especially everyone going to a university.&#13;
&#13;
"It also has parents worried about their sons or daughters being at a university," he said.&#13;
&#13;
"It was a horrible thing that happened...a tragedy. It is kind of scary too," LPN student Quana Ellis said. "It is really an eye-opener."&#13;
&#13;
"It makes you think," Chelsea Johnson, also a nursing student said.&#13;
&#13;
"Anything can happen at any given time," Lamb said.&#13;
&#13;
Another nursing major again reacted with fear.&#13;
&#13;
"Red flags were raised. They had warnings and they did not take heed. It is scary," Chelsea Johnson said.&#13;
&#13;
"I hope it does not happen here," Rebecca Allen said.&#13;
&#13;
Some students simply did not understand.&#13;
&#13;
"When they found two people shot they should have closed the school," said Ashley Linzy.&#13;
&#13;
Reacting to the accusations he had heard about the shootings, another student, James Stuart, said, "There&amp;#39;s a lot of second guessing going on right now."&#13;
&#13;
Stuart said he did not really see that tightening of security would make a big difference in such a situation.&#13;
&#13;
"You would have to have guard shacks at every entrance and door," he said. "I think if someone wanted to do something like that they would some way, somehow to take out there frustrations."&#13;

&lt;p&gt;Listening to the Virginia Memorial, and all I hear is: "God-given", "God bless you", "community", "strength", "prayers", "family", "sanctuary", "violated&amp;#39;, and of course, here come the leaders of the religious communities: "children of Adam and Eve", "singularity" (yes, unbelievable), "non-violence" (thank the buddhists), "faith", "darkness of Evil", "light", "seductive temptation" etc. The Memorial really turned into a sermon.&lt;/p&gt;&lt;p&gt;But that&amp;#39;s enough. I am here to try and compare the reactions, as seen in media from different continents, to the events of Virginia Tech. A reaction where it is easy to notice how, on different sides of the Earth, people are really interpreting (or trying to convince others to interpret) the story in radically different ways. Forgive me this, but you can see framing at work in crisis communications like you never see it at any other time. Here are the main points of view - soem of which are quite disturbing:&lt;p&gt;&lt;b&gt;"The Loner"&lt;/b&gt;: now, since when mentally-ill people have become "loners"? However, this is how the 23-year-old responsible for yesterday&amp;#39;s killings has been named by - well, basically most of the people who have been asked to talk about him, and subsequently by most media outlets?&lt;/p&gt;&lt;blockquote&gt;Larry Hincker, associate vice president for university relations at Virginia Tech, said: "He was a loner, and we&amp;#39;re having difficulty finding information about him." (&lt;a href="http://news.bbc.co.uk/2/hi/americas/6563565.stm"&gt;BBC&lt;/a&gt;/&lt;a href="http://www.foxnews.com/story/0,2933,266582,00.html"&gt;Fox News&lt;/a&gt;)&lt;/blockquote&gt;&#13;
&lt;p&gt;I could not find this on the Korea Herald article though - I wonder why.&lt;/p&gt;&lt;p&gt;&lt;b&gt;"The sick American hater"&lt;/b&gt;: not stated with these words, but this is how I could refrase a sentence like this:&lt;/p&gt;&lt;p id="quote"&gt;The gunman suspected of carrying out the Virginia Tech massacre that left 33 people dead was identified Tuesday as an English major whose creative writing was so disturbing that he was referred to the school&amp;#39;s counseling service. News reports also said that he may have been taking medication for depression, that he was becoming increasingly violent and erratic, and that he left a note in his dorm in which he railed against "rich kids," "debauchery" and "deceitful charlatans" on campus. (&lt;a href="http://www.foxnews.com/story/0,2933,266582,00.html"&gt;Fox News&lt;/a&gt;)&lt;/p&gt;&#13;
&lt;p&gt;Very different is the report on the BBC (which from the very beginning tried to omit information that could encourage racial hatred):&lt;/p&gt;&lt;p id="quote"&gt;US media reported that a "disturbing" note had been found in Cho Seung-hui&amp;#39;s dormitory, and that he had been referred for counselling after producing "troubled" work in his creative writing class. (&lt;a href="http://news.bbc.co.uk/2/hi/americas/6563565.stm"&gt;BBC&lt;/a&gt;)&lt;/p&gt;&#13;
&lt;p&gt;Let me say something: I have been watching the news, and all I saw was Caucasian students crying. All I could read were comments coming from Caucasian American-born (at least that is what I can deduce from the names) students. The dead killer seems to be the only "Asian oddball" (ironically speaking, of course) on campus - now no more. That is an illusion created by the media. You really have to search and look to find some facts on international student presence on the Virginia Tech campus:&lt;/p&gt;&lt;p id="quote"&gt;Only 7 percent of the more than 26,000 students at Virginia Tech are foreign, according to the school web site. But Chinese undergraduate and graduate students comprise nearly a third of that. (&lt;a href="http://www.foxnews.com/story/0,2933,266509,00.html"&gt;Fox News&lt;/a&gt;)&lt;/p&gt;&#13;
&lt;p&gt;Now, if you calculate, that means that about 1,820 students at Virginia Tech are in fact international students, and that about 607 are Chinese (therefore "Asian-looking"). Why have I not seen any interviews with these students? What are their reactions to a fellow international&amp;#39;s debacle? Can they suggest what problems he might have had (such as a strong cultural shock associated with a pre-existent - or triggered - mental illness)? Why maybe he was "a loner"?&lt;/p&gt;&lt;p&gt;I have plenty of experience with international students and their challenges, being one myself. Some peers, especially the ones of Asian descent, seem to be having more problems. In my university, there are about 10% of internationals, and maybe half of them, if not more, are Chinese. A quite smaller chunk are South Koreans. Our university, just like VTech, has some form of international student services - VTech is more advanced apparently, as they have an &lt;a href="http://www.uusa.vt.edu/cranwell/programsclasses.shtml"&gt;International Centre&lt;/a&gt;, which also offers advising services to international students. However, having worked with many of them, I can tell that often such services are inadequate, and "loneliness" (as well as heavy cultural shock) are not infrequent problems reported even (or maybe even more) by students who used such services.&lt;/p&gt;&lt;p&gt;Moreover: what about the mentions of debauchery? I have seen it myself - and it ain&amp;#39;t always pleasant. When I used to live on residence, I remember drunk (or drugged) people coming down from my roof at about 2 AM. They crushed on the path below, laughed, and went away. Loud parties, where booze and drugs are abundant, are a norm on residence. Should we limit them? No, but we need to help people who are not used to this kind of situation. And with the international student population growing on North American campuses growing, we might want to think about them.&lt;/p&gt;&lt;p&gt;&lt;b&gt;"The forgotten issue in American media: gun control"&lt;/b&gt;: to find this, you need to visit forums on non-U.S. media websites, and check articles on international news outlets to see how this is an important issue related to the V Tech massacre.&lt;/p&gt;&lt;p style="text-align:center;"&gt;&lt;img src="http://www.april16archive.org/archive/fullsize/_42811311_firearms_deaths3_203gr.gif"&gt;&lt;/p&gt;&#13;

Well, it didn&amp;#39;t take long. One of my students at the University of Maryland has a brother who attends Virginia Tech and lost two friends yesterday. She started to break down as she told me she would not be in class tonight.&#13;
&#13;
As everyone steps up to applaud the "citizen journalism" that occurred yesterday, with kudos upon kudos give to the cellphone video made infamous by CNN, I can&amp;#39;t help but think what my student&amp;#39;s brother thought yesterday upon seeing that video played over and over and over again.&#13;
&#13;
Consider this: the video had no inherent news value and told no story.&#13;
&#13;
It did have sounds of bullets being fired and screams.&#13;
&#13;
Those were bullets that killed, maimed and injured students and faculty members. This wasn&amp;#39;t a video game.&#13;
&#13;
Is such video responsible journalism? Are these the types of Citizen Journalists that people want to see? Are we doomed to create "citizen journalists" to play the I-patsies for cable television?&#13;
&#13;
There were other not-so-proud moments, including the &lt;a href="http://www.planetblacksburg.com/2007/04/sick_internet_joke_or_real_thing.php"&gt;decision to publish this&lt;/a&gt; and then the &lt;a href="http://www.boingboing.net/2007/04/17/va_tech_questions_co.html"&gt;rush to judgment reported here&lt;/a&gt;.&#13;
&#13;
As most professional journalists who have covered breaking news and tragedy know, the facts are never clear in the first couple of hours and will likely change. And, when reporting on tragedy, two things rise above most -- try not to do harm and think of those involved -- both victims and their families. It means slowing down. And, thinking, should I really whip out my cellphone here?&#13;
&#13;
Cable television long ago threw out the baby with the bath water. Now, breaking news events are an opportunity for ratings as viewers watch tragedy unfold. Journalism? Hardly. Students who were in shock were interviewed regularly, with the final question of "how are you feeling" inevitably searching for a sob. Watching tragedy unfold via cable news is the soap opera of the modern era. It&amp;#39;s hardly journalism.&#13;
&#13;
Which brings us back to our heralded cell-phone videographer yesterday. The London bombing showed us how anyone with a cell phone can capture images. But, that was after a news event had occurred. Our heralded citizen journalist captured sounds of people being killed, injured and maimed yesterday as it occurred.&#13;
&#13;
Is this really the type of behavior to applaud, to train citizen journalists to take part in? More importantly, what&amp;#39;s the news here?&#13;
&#13;
Finally, step back for a second. Play the video. And, imagine you have a son or daughter attending Virginia Tech, you can&amp;#39;t get ahold of them and you turn on CNN to find out some information and instead you come across that video.&#13;

Emory will establish an Office of Critical Event Preparedness and Response to coordinate responses to catastrophic events, University officials announced Thursday. The office, CEPAR, will report directly to University President James W. Wagner.&#13;
&#13;
Although the announcement about CEPAR comes close on the heels of last week&amp;#39;s shooting rampage at Virginia Tech, its director, Alexander Isakov, said the timing is coincidental.&#13;
&#13;
"What brought this to the foreground was the University&amp;#39;s effort in the fall of 2005 to address the challenges of a pandemic strain of influenza," said Isakov, an associate professor of emergency medicine.&#13;
&#13;
The office was recommended by the Avian Influenza Task Force, which evaluated Emory&amp;#39;s ability to respond to a flu pandemic, and it was first officially proposed in January 2006. CEPAR will also work on drawing up plans to deal with natural disasters, campus violence, disease outbreak and other situations.&#13;
&#13;
Isakov will assume his new position on May 1, and funding for the office begins Sept. 1, the start of the University&amp;#39;s fiscal year.&#13;
&#13;
He said the staff of CEPAR will identify current emergency response plans in place across Emory&amp;#39;s divisions and coordinate them to eliminate duplication. By making planning more efficient and cohesive, Isakov said, the University can ensure more effective responses to catastrophic events.&#13;
&#13;
In addition, by bringing together Emory&amp;#39;s emergency planning and response functions, CEPAR will be able to serve as a "central command and control center" in the case of a crisis, Isakov said.&#13;
&#13;
Emory also plans to enhance its emergency notification systems with a handful of new technologies, Emory Police Department Chief Craig Watson said. He said the timing of the announcement of the enhancements is also coincidental, since they emerged as recommendations from a task force last fall.&#13;
&#13;
"We&amp;#39;ve been working on this for quite a while now," Watson said.&#13;
&#13;
One suggestion was a siren and public address system that could be used for inclement weather warnings or voice messages. Another addition would be a computerized paging system that could target key groups, such as building managers, or be used more broadly, like a text-message warning sent to registered cell phones.&#13;
&#13;
Less direct notification systems proposed include banners for Emory&amp;#39;s cable TV system and the creation of an AM radio station that could also provide traffic and campus directions when there is no emergency.&#13;
&#13;
Watson said funding has been secured for these improvements and that they are expected to be in place by the end of 2007, if not sooner.&#13;
