In a statement put out by his sister, Sun-kyung Cho, through a lawyer in North Carolina, the family said they were living a nightmare, and apologised to his victims. "Our family is so very sorry for my brother's unspeakable actions. It is a terrible tragedy for all of us. We pray for their families and loved ones, who are experiencing so much excruciating grief. And we pray for those who were injured, and for those whose lives are changed forever." The statement, released to the Associated Press, came on the day Americans held a collective day of mourning for the victims, with church services and vigils from Capitol Hill to California. Yesterday's solemnities were centred on a moment of silence for the dead across Virginia at noon after the governor, Tim Kaine, declared a day of mourning. Forty other states also held vigils for the dead. "This has touched the globe," Mr Kaine told a memorial service. "The universality that we all suffer, we all grieve, has touched hearts around the world." The sombreness of the day was deepened by the knowledge that it was the anniversary of another school shooting - of 13 students and one teacher at Colorado's Columbine high school in 1999. The Cho family said that it had been "humbled by this darkness". The gunman's sister said: "We feel hopeless, helpless, and lost. This is someone that I grew up with and loved. Now I feel I didn't know this person." She said that, though her brother had been quiet and reserved, "we never could have envisioned he was capable of so much violence". The family, staying in an undisclosed location, said it would cooperate fully with the police investigation. During the day of mourning, church bells tolled on the grassy expanse called the Drill Field at the heart of Virginia Tech campus, just outside Norris Hall, where Cho killed all but two of his victims. Almost all the mourners wore the school colours of orange and maroon, as they drew close to the makeshift memorial on the grass, a semi-circle of stones surrounding large placards with handwritten tributes to the dead, large wreaths, and humble bouquets of flowers. Elsewhere in Virginia, bells chimed for each of Cho's victims at an interfaith memorial at Virginia Commonwealth University. "The thing that matters most today is to remember the friends and families of those who lost loved ones," Virginia's lieutenant governor, Bill Bolling, said. The first of Cho's victims was also buried yesterday in the Israeli town of Raanana, not far from Tel Aviv. Liviu Librescu, 76, was an expert on aerospace engineering who had taught at the university for more than 20 years. As a child in Romania, the professor had survived the Holocaust. On Monday, he was shot while shielding students from the gunman. I am here to try and compare the reactions, as seen in media from different continents, to the events of Virginia Tech. A reaction where it is easy to notice how, on different sides of the Earth, people are really interpreting (or trying to convince others to interpret) the story in radically different ways. Forgive me this, but you can see framing at work in crisis communications like you never see it at any other time. All I could read were comments coming from Caucasian American-born (at least that is what I can deduce from the names) students. The dead killer seems to be the only "Asian oddball" (ironically speaking, of course) on campus - now no more. That is an illusion created by the media. You really have to search and look to find some facts on international student presence on the Virginia Tech campus:Only 7 percent of the more than 26,000 students at Virginia Tech are foreign, according to the school web site. But Chinese undergraduate and graduate students comprise nearly a third of that. (<a href="http://www.foxnews.com/story/0,2933,266509,00.html">Fox News</a>) Now, if you calculate, that means that about 1,820 students at Virginia Tech are in fact international students, and that about 607 are Chinese (therefore "Asian-looking"). Why have I not seen any interviews with these students? What are their reactions to a fellow international's debacle? Can they suggest what problems he might have had (such as a strong cultural shock associated with a pre-existent - or triggered - mental illness)? Why maybe he was "a loner"?I have plenty of experience with international students and their challenges, being one myself. Some peers, especially the ones of Asian descent, seem to be having more problems. In my university, there are about 10% of internationals, and maybe half of them, if not more, are Chinese. A quite smaller chunk are South Koreans. Our university, just like VTech, has some form of international student services - VTech is more advanced apparently, as they have an <a href="http://www.uusa.vt.edu/cranwell/programsclasses.shtml">International Centre</a>, which also offers advising services to international students. However, having worked with many of them, I can tell that often such services are inadequate, and "loneliness" (as well as heavy cultural shock) are not infrequent problems reported even (or maybe even more) by students who used such services.Moreover: what about the mentions of debauchery? I have seen it myself - and it ain't always pleasant. When I used to live on residence, I remember drunk (or drugged) people coming down from my roof at about 2 AM. They crushed on the path below, laughed, and went away. Loud parties, where booze and drugs are abundant, are a norm on residence. Should we limit them? No, but we need to help people who are not used to this kind of situation. One of my students at the University of Maryland has a brother who attends Virginia Tech and lost two friends yesterday. She started to break down as she told me she would not be in class tonight. As everyone steps up to applaud the "citizen journalism" that occurred yesterday, with kudos upon kudos give to the cellphone video made infamous by CNN, I can't help but think what my student's brother thought yesterday upon seeing that video played over and over and over again. Consider this: the video had no inherent news value and told no story. It did have sounds of bullets being fired and screams. Those were bullets that killed, maimed and injured students and faculty members. This wasn't a video game. Is such video responsible journalism? Are these the types of Citizen Journalists that people want to see? Are we doomed to create "citizen journalists" to play the I-patsies for cable television? There were other not-so-proud moments, including the <a href="http://www.planetblacksburg.com/2007/04/sick_internet_joke_or_real_thing.php">decision to publish this</a> and then the <a href="http://www.boingboing.net/2007/04/17/va_tech_questions_co.html">rush to judgment reported here</a>. As most professional journalists who have covered breaking news and tragedy know, the facts are never clear in the first couple of hours and will likely change. And, when reporting on tragedy, two things rise above most -- try not to do harm and think of those involved -- both victims and their families. It means slowing down. And, thinking, should I really whip out my cellphone here? Cable television long ago threw out the baby with the bath water. Now, breaking news events are an opportunity for ratings as viewers watch tragedy unfold. Journalism? Hardly. Students who were in shock were interviewed regularly, with the final question of "how are you feeling" inevitably searching for a sob. Watching tragedy unfold via cable news is the soap opera of the modern era. It's hardly journalism. Which brings us back to our heralded cell-phone videographer yesterday. The London bombing showed us how anyone with a cell phone can capture images. But, that was after a news event had occurred. Our heralded citizen journalist captured sounds of people being killed, injured and maimed yesterday as it occurred. Is this really the type of behavior to applaud, to train citizen journalists to take part in? More importantly, what's the news here? Finally, step back for a second. Play the video. The office, CEPAR, will report directly to University President James W. Wagner. Although the announcement about CEPAR comes close on the heels of last week's shooting rampage at Virginia Tech, its director, Alexander Isakov, said the timing is coincidental. "What brought this to the foreground was the University's effort in the fall of 2005 to address the challenges of a pandemic strain of influenza," said Isakov, an associate professor of emergency medicine. The office was recommended by the Avian Influenza Task Force, which evaluated Emory's ability to respond to a flu pandemic, and it was first officially proposed in January 2006. CEPAR will also work on drawing up plans to deal with natural disasters, campus violence, disease outbreak and other situations. Isakov will assume his new position on May 1, and funding for the office begins Sept. 1, the start of the University's fiscal year. He said the staff of CEPAR will identify current emergency response plans in place across Emory's divisions and coordinate them to eliminate duplication. By making planning more efficient and cohesive, Isakov said, the University can ensure more effective responses to catastrophic events. In addition, by bringing together Emory's emergency planning and response functions, CEPAR will be able to serve as a "central command and control center" in the case of a crisis, Isakov said. Emory also plans to enhance its emergency notification systems with a handful of new technologies, Emory Police Department Chief Craig Watson said. He said the timing of the announcement of the enhancements is also coincidental, since they emerged as recommendations from a task force last fall. "We've been working on this for quite a while now," Watson said. One suggestion was a siren and public address system that could be used for inclement weather warnings or voice messages. Another addition would be a computerized paging system that could target key groups, such as building managers, or be used more broadly, like a text-message warning sent to registered cell phones. Less direct notification systems proposed include banners for Emory's cable TV system and the creation of an AM radio station that could also provide traffic and campus directions when there is no emergency.
