Yesterday, as I sat in the lobby of the Elizabeth Detention Center waiting to testify at a hearing, I learned about the violent incident that took place in Virginia. A small flat-screen television hangs on a wall in the detention center&amp;#39;s lobby. I sat there for almost six hours, each hour getting more and more agitated at the cell phone and video coverage of the Virginia Tech shootings. Normally in these situations, I get up and turn the television off. But I was in a situation where I could not get away from the images bombarded at me. CNN shot the ongoing campus scenes throughout the whole day, reiterating over and over again that this was the biggest shooting ever to take place in American history. At first while I listened to the news reporters, I masked my fears, needing to act like I was in control, that everything was okay, and that I was strong enough to stomach the events they televised.&#13;
&#13;
I distracted myself from the flat-screen television and tried to focus on preparing for my testimony. But as the hours went by, officers at the detention center passed by me, shouting out the latest death toll. First 21, then 22, then 29, then 31, then 32, and finally 33. It was impossible to tune out. I felt my mind and my heart drift back to when I was 16 years-old, when I was also on campus during a college shooting rampage. That was almost 15 years ago.&#13;
&#13;
At various times yesterday, CNN provided history and statistical information of previous school shootings like Columbine and The University of Texas massacres. I waited for them to list my alma mater. But one school they didn&amp;#39;t list was a small early undergraduate program called Simon&amp;#39;s Rock College, tucked away in Great Barrington, Massachusetts. This is where a college campus shooting occurred on December 14, 1992, the first shooting to occur in the United States in the 1990s.&#13;
&#13;
Each moment I looked up at the television screen, heard the ringing of gunshots, or saw limp bodies being taken away by police officers, I went further and further back to that cold evening in 1992. A tightness settled into my chest and fear steadily grew in the pit of my stomach.&#13;
&#13;
It was the end of my very first semester of college and winter break was on the horizon. While most others were studying for final exams, I was involved in my usual course of procrastination and found ways not to study. It turned out that procrastinating saved my life that night. Rather than studying for exams, I attended a dance performance that took place on the other side of campus, away from my college dormitory on the main Simon&amp;#39;s Rock campus. A friend and I went to the performance together for a little while before we began studying for the next exam. Little did we know about the murder and mayhem that occurred a few yards away from the building.&#13;
&#13;
A couple of hours passed and the friend decided to head back to the dorm so she could go back to studying. Enamored by the performance, I decided that pre-calculus could wait a little more and stayed behind. We said our goodbyes and told each other that we would see each other later. I went back to enjoying the performance. Ten minutes later, the friend returned very agitated and said, "There&amp;#39;s something going on out there, I heard gunshots." Within minutes, the performance stopped.&#13;
&#13;
Fifteen years later, the exact sequence of that night&amp;#39;s events seem blurry to me. But I remember someone announced that a shooter was going around campus shooting at people, and that the best way to ensure our safety was to stay calm and stay in the building. We did not know who it was. We did not know that it was a student. And most of all, we did not know if we were safe for sure. I remember staying in the building for a few hours with other classmates, wondering if someone was going to come in and shoot at us. Would I ever see my family again? Waiting quietly for answers and relief was a challenge. Listening to everyone&amp;#39;s speculation and witnessing panic around me was even more difficult. We had no way of knowing what would happen next.&#13;
&#13;
That night, four people were wounded. Two people were shot dead. One of them was my professor, Nacunan Saez, and the other was a beloved student, Galen Gibson. They were both very bright, creative, and vibrant people that were loved by the entire Simon&amp;#39;s Rock College community. But we were all victims that dayÃ¢ï¿½ï¿½all 350 students, faculty members, staff, and college administrators. And because Simon&amp;#39;s Rock is such a small tight-knit liberal arts school, the pain of what happened hit us hard. We all went through a terrible and traumatic event that I will never forget. I know that the entire Simon&amp;#39;s Rock community is holding a vigil to honor the tragedies that occurred at Virginia Tech and on their own campus so many years ago.&#13;
&#13;
Ironically similar to yesterday&amp;#39;s incident, the shooter at Simons&amp;#39; Rock was also a young Asian student. He was born in Taiwan. His name is Wayne Lo. During trial, Lo&amp;#39;s psychiatrist testified that he had Schizophrenia, while the prosecution argued that he had Narcissistic Personality Disorder. The prosecution "won" at trial and Wayne was found guilty of all 17 counts he was charged with. He was sentenced to two consecutive terms to Life without the possibility of parole. I did not know Wayne directly, but had friends who knew him. Even though I had been traumatized by the events back then, I felt that I was not in the position to judge what really happened to him or understand why he committed such a heinous crime. I was only 16. At the time, I also did not feel I was entitled to expressing the deep fear I felt since I had not been shot during the rampage at Simon&amp;#39;s Rock. I rarely spoke about the incident that took place, until now.&#13;
&#13;
It seems not much has changed between then and now, except that more and more senseless acts of violence are occurring in our schools across America. The scared young faces of dismayed students, the attempts to make sense of the situation, the desperate need for answers, make the rampant violence and victimization even more palpable. Here we go again. And as time goes on, the violence is getting more and more intense, each ordeal is of greater magnitude.&#13;
&#13;
Another bit of irony rests in my career choice as a mitigation specialist. Often times my job is to assess mitigating factors that explain away crimes like murder. But yesterday&amp;#39;s crisis demonstrates that we also need to look and understand the complete cycle of violence, the significant trauma that victims experience, and the insurmountable pain and torment that victims&amp;#39; families feel. To me the nature of violence is never a black and white issue. In my experience, the answers we look for are usually in the gray area. But today my heart is with the victims I knew fifteen years ago, and the 33 killed yesterday at Virginia Tech.&#13;

BLACKSBURG, Va., February 1, 2008 -- Virginia Tech&amp;#39;s University Libraries is working with the university community and is guided by consultants from the Library of Congress to establish the archives for materials related to the tragic events of April 16, 2007.&#13;
&#13;
The research archives will provide primary source materials on how people grieve and offer consolation after a major tragedy. They will provide long-term access and preservation of relevant materials in analog and digital formats.&#13;
&#13;
Work to establish the archives of the millions of artifacts received by the university began in the days following April 16, explained Tamara Kennelly, university archivist and librarian who is leading the project. University librarians consulted with colleagues at other universities who developed archives after tragic events at their institutions, including Syracuse University, Ny. (the loss of 35 students following the crash of Pan Am 103 caused by a terrorist bomb over Lockerbie, Scotland in 1988), Bluffton University, Ohio (a bus accident that killed five members of the their baseball team in 2007), Oklahoma State University (a plane crash that killed members of its basketball program in 2001), and Texas A&amp;M University (12 students were killed and 27 were injured during the construction of a bonfire pile).&#13;
&#13;
"The team from the Library of Congress came to Blacksburg within weeks of the tragedy to witness all the displays, all the materials that were pouring into campus," said Kennelly. "They needed to get a better sense of the scope of the project."&#13;
&#13;
Eileen Hitchingham, dean of University Libraries, asked people on campus who found themselves working in some way with post tragedy events to come together in order to facilitate further cooperation and collaboration.&#13;
&#13;
"We wanted to ensure that all of us were working together," said Kennelly. "Virginia Tech&amp;#39;s Center for Digital Discourse and Cultures&amp;#39; April 16 archive and &amp;#39;DLVT416: A Digital Library Test Bed for Research Related to 4/16/2007 at Virginia Tech&amp;#39; were just some of the departments on campus we wanted to make sure were concerned with the long-term preservation of the materials they collected."&#13;
&#13;
Since the summer, the University Libraries has worked with University Unions and Student Activities (UUSA) to organize the many condolences received by the university. These items came from all 50 states and around the world.&#13;
&#13;
"We estimate that the university received over 87,000 items expressing condolence," said Kennelly. "This includes thousands of cranes (33,000 cranes were received in one lot) and thousands more cards and letters. This is in addition to the thousands of items distributed through the student union in the days after the shootings."&#13;
&#13;
Under the direction of Greg Beecher, UUSA&amp;#39;s associate director of administrative services, UUSA organized a building-wide display in Squires Student Center of condolences received. Thousands of stuffed toys, wristbands, ornaments, cranes, cards, cookies, and other gifts were distributed to the university community at the student center. A large team of volunteers organized by Steve Estrada tagged each item received.&#13;
&#13;
In June 2007, a temporary site was established at Virginia Tech&amp;#39;s Corporate Research Center to process items in what is now informally referred to as the "Prevail Archives." A database was constructed to log in metadata about materials received by the university.&#13;
&#13;
Digital images were taken of these items and will be &lt;a href="http://scholar.lib.vt.edu/416_archive"&gt;available online&lt;/a&gt; through a timely but temporary arrangement with Rutgers University, N.J.&#13;
&#13;
Gail McMillan, director of Virginia Tech&amp;#39;s Digital Library and Archives, is heading up this digital archive.&#13;
&#13;
"In addition to being a tremendous source of support and strength for the university community, these items are a rich source of material about how we express grief and the effect this tragedy has had on people around the world," said Kennelly. "There are materials that would be of research interest not only to sociologists but also to students of popular culture. Paula Cushing, department chair and curator of invertebrate zoology at the Denver Museum of Nature and Science, and Joann Brennan, chair of visual arts at the University of Colorado, Denver, have inquired about borrowing some items from the archive for an exhibit case showing ways people memorialize the deceased."&#13;
&#13;
"In addition to planning for the permanent collection," Kennelly said, "we also are planning to have a traveling collection that might visit different venues."&#13;
&#13;
Items selected for the permanent collection will be appropriately organized, preserved, and housed in a climate-controlled environment, said Kennelly. The items will also be described in a finding aid that will be made available through the University Libraries&amp;#39; Special Collections website and the Virginia Heritage Project.&#13;

Once the collection has been processed, the physical collection will be available through the Special Collections Reading Room on the first floor of Newman Library. Aaron Purcell is the director of special collections.&#13;

With the looming arrival of the fall semester at the University of Nebraska-Lincoln, University Police are preparing for the increased number of on-campus students.&#13;
&#13;
University Police are hoping to stay ahead of crime by supplementing training and implementing new technology, said Jim Davis, the education and personnel officer of the University Police.&#13;
&#13;
"We have been preparing this summer by training for drug and alcohol-related situations," Davis said. "We have also taken time to study more on action and reaction to hostage situations, in reaction to Virginia Tech."&#13;
&#13;
Davis said, along with increased training, the University Police have hired a new officer, Michael Eckel, to increase student safety.&#13;
&#13;
The University Police are also planning on using two new online tools to help students.&#13;
&#13;
By second semester, the University Police hope to have a system in place where students can register valuable items online in case of campus theft.&#13;
&#13;
"We are trying to go out this year and entice everyone to register bicycles and electronics with us." Davis said. "Anything valuable students want to register, we want to be able to put in a system that we can pull up if that item disappears."&#13;
&#13;
Capt. Carl Oestmann of University Police said the department implemented another online tool this summer called UNLAlert.&#13;
&#13;
UNLAlert is a program which can be downloaded to any computer and will be used to alert university students, parents and staff members in case of a campus emergency. The program can be downloaded at http://emergency.unl.edu/unlalert.shtml.&#13;
&#13;
"If you download the program, and have your computer on during a campus emergency, we can send out an emergency message that will automatically come up on your screen," Oestmann said. "It is another tool we can use to alert the campus community in case of an emergency."&#13;
&#13;
Even with the new safety measures, the beginning of the fall semester inevitably causes an increase in several problems, including traffic and theft, Oestmann said.&#13;
&#13;
Oestmann said drivers should "heed to the speed limits." University Police will be monitoring drivers&amp;#39; speeds, especially during the first few days of the school year.&#13;
&#13;
"The beginning of the year always signals a high volume of traffic, and I don&amp;#39;t like to pick on the freshman, but they need to be especially careful because it&amp;#39;s new for them," Davis said. "We will be running the radar, especially on 16th and 17th street."&#13;
&#13;
Oestmann also cautions students on leaving their car or dorm room unlocked while moving into University Housing.&#13;
&#13;
"We get a few theft reports every year right when students move in because they leave their rooms or cars unlocked while they are moving in," Oestmann said. "Give up convenience and take the extra few minutes to lock your car and room."&#13;
&#13;
Davis said he is looking forward to talking with students about any questions they may have for the University Police and any resident assistant who wants to invite him to speak is more than welcome to do so.&#13;
&#13;
"Most of the time students see us in a negative light," Davis said. "We want students to be able to talk to us and know we are here to help them." &#13;

Bomb threats, drunken drivers, pot smokers and thieves.&#13;
&#13;
Those are just of the few problems university police dealt with during the past year.&#13;
&#13;
Capt. Carl Oestmann of University Police said he thinks major criminal offenses decreased over the past year, and the minor ones have either decreased or stayed relatively the same.&#13;
&#13;
"I think (the decrease) shows that an improvement in the constant awareness that our department has - staying alert for any criminal activity and patrolling the way we do in certain areas on campus," Oestmann said.&#13;
&#13;
He said the Virginia Tech shootings have caused an increase in calls from people concerned about cases of depression in students.&#13;
&#13;
"It might not be criminal," he said of students&amp;#39; depression, "but the safety of our students and faculty and staff is important, and that&amp;#39;s part of ensuring that people are OK here."&#13;
&#13;
Oestmann said he doesn&amp;#39;t mind receiving those calls because "we want people to feel comfortable if they have concern for another student."&#13;
&#13;
The Interfraternity Council also amended its bylaws and will require all greek housing to have installed a fire monitoring system by Aug. 27, 2007.&#13;
&#13;
The monitoring system will hardwire all of the smoke detectors into a central unit, so if a smoke alarm goes off, a signal will be sent to the Lincoln Fire and Rescue Department immediately.&#13;
&#13;
During this summer, University Police will be beta testing laptops for their cruisers, said Officer Gary Etherton of University Police in early April.&#13;
&#13;
With these new systems, officers won&amp;#39;t have to radio everything in to dispatch, which could help save time, he said.&#13;
&#13;
Other than that, Oestmann said, University Police will continue to investigate cases it already has on file and get ready for next semester.&#13;
&#13;
Oestmann said the officers have been working to communicate with different university departments about problems they&amp;#39;ve had, and they&amp;#39;re still addressing concerns the campus community might have.&#13;

The day following the Virginia Tech shootings, a message from President Cohon was sent out via e-mail outlining procedures for seeking psychological counseling and reassuring us that we had security on campus. The university wished to provide reassurance that "it couldn&amp;#39;t happen here."&#13;
&#13;
Two days later, on April 19, Carnegie Mellon endured its own potential nightmare. A graduate student was apprehended by police with a three-foot-tall, torpedo-shaped metal cylinder in the backseat of his car behind Smith Hall. Police determined that the object was benign â€” though they would not, or could not, reveal what it was used for. Not exactly a reassuring scenario.&#13;
&#13;
The entire incident lasted less than two hours, and most students were blissfully unaware of it. Officials sent out no e-mail warning, issued no official evacuation or lockdown order. Even now, after 10 days, Official Communications has yet to explain the incident or reassure the campus. No press release has been posted on our own university website, though Media Relations spent hours in the wake of the incident talking to local TV and newspaper reporters, presumably to ensure they had the latest information. University Police literally hung up the phone when asked for information. Despite the horrific events at Virginia Tech and all that we had supposedly "learned" there, Carnegie Mellon made precisely the same potential mistake â€” cutting off communication to the campus community.&#13;
&#13;
President Cohon&amp;#39;s post-Virginia Tech e-mail was similarly ambiguous. Serving more as a liability waiver than an instructional tool, it put the burden on students to seek help in an effort to return to normalcy. Cohon and the administration should first hold up their end of the deal by ensuring campus saftey through effective communication instead of arbitrarily offering counseling.&#13;
&#13;
That e-mail also linked to an obscure university website that â€” who knew? â€” outlined campus safety procedures. This site, ehs.cmu.edu, previously firewalled, was only made accessible in the wake of the Virginia Tech massacre. Still, its utility is limited. A student who visits the site can learn how to prepare for heat rash, SARS, or West Nile virus â€” but not what to do when he sees someone wielding a handgun.&#13;
&#13;
Environmental Health and Safety&amp;#39;s (EH&amp;S) emergency communication consists of AlertNow, a system that enables the department to make 5000 phone calls a minute to alert floor marshals of a campus emergency. This system was not implemented on April 19 â€” an unforgivable decision in the age of text and instant messaging, PDAs, and podcasts. Furthermore, the system only alerts floor marshals and RAs, enabling those who are already in a building to stay there and offering no instructions to those already outside â€” exactly what happened at Virginia Tech.&#13;
&#13;
Carnegie Mellon can do better. Days before the Virginia Tech massacre, Princeton University instituted the Connect-ED alert system. It enables campus leaders to send simultaneous alerts to individuals through landline and cellular phones, text messaging, and e-mail in a matter of minutes using contact information provided by each member of the campus community.&#13;
&#13;
While no one could expect such a system to be implemented tomorrow, we have the right to expect basic, essential information to be disseminated promptly through the systems we already have, specifically e-mail and the university website. The university&amp;#39;s actions, or lack thereof, are completely insufficient. Clearly, "it could never happen here" is not a valid excuse; hopefully, no student, let alone 33, will have to die before the university improves its safety measures.&#13;

The worst shooting in American history took place at Virginia Polytechnic Institute and State University (Virginia Tech) on Monday affecting the entire nation.&#13;
&#13;
The UConn community is no exception.&#13;
&#13;
Students, faculty and staff watched the news and checked for updates on the Internet throughout the day. They reacted to the tragedy and the way Virginia Tech handled the situation.&#13;
&#13;
"I know I speak for the entire University of Connecticut community in expressing our shock and grief at the unspeakable tragedy at Virginia Tech," President Philip Austin said in an e-mail sent to the university community Monday. "Our thoughts and prayers are with those who were the victims of this violent, senseless act, their families and their friends."&#13;
&#13;
"The Virginia Tech situation is certainly a tragic situation," said Major Ronald Blicher of the UConn Police Department.&#13;
&#13;
Because the case in on-going, Blicher said that it would be inappropriate to comment more on the situation.&#13;
&#13;
"Certainly we can&amp;#39;t really speculate on what happened," Blicher said. "The facts will be forthcoming."&#13;
&#13;
On Monday, people were questioning the response the shootings received and how well it was handled. The shootings may have brought fear to students at UConn and across the country.&#13;
&#13;
Blicher said that UConn officers are "POST" trained, which means "Police Officer Standards and Training." He said that the police are armed like any state or police department and UConn specifically, is internationally accredited.&#13;

In light of the Virginia Tech shootings, the University of Nebraska-Lincoln&amp;#39;s 1992 failed campus shooting and Friday&amp;#39;s bomb scare at UNL&amp;#39;s Othmer Hall, some people are calling for a re-evaluation of the university&amp;#39;s security policies.&#13;
&#13;
Aaron Brown, a graduate student in the College of Law, exchanged several e-mails with UNL Chancellor Harvey Perlman on the subject of the ban of firearms on campus. Brown wrote in his e-mails last week that he wants UNL to change its policy on concealed weapons.&#13;
&#13;
Although the state of Nebraska has passed a concealed weapons law, UNL does not permit its students to carry weapons - concealed or on display - on both UNL campuses.&#13;
&#13;
Earlier this semester, signs were posted around campus reminding visitors and students, faculty and staff members of the no-guns policy.&#13;
&#13;
But not everyone agrees with the ban, especially after the tragedy at Virginia Tech.&#13;
&#13;
"Unless you are willing to assure me that you or someone else will be there to protect me, let me take a gun to school," wrote Brown in an e-mail Perlman. Brown forwarded the e-mails to the Daily Nebraskan.&#13;
&#13;
He referenced an instance on Jan. 16, 2002, at the Appalachian School of Law in Grundy, Va., where a failing student shot and killed three people and wounded three others before being subdued by armed fellow students.&#13;
&#13;
The 42-year-old Nigerian student, Peter Odighizuwa, dropped his .380 ACP semi-automatic handgun when Tracy Bridges and Mikael Gross, both students, approached him in front of the building he was exiting after the shooting; Gross was armed. With the help of two unarmed students who tackled and handcuffed Odighizuwa, the rampage was brought to an end.&#13;
&#13;
Many Second Amendment proponents pushing for the legalization of concealed weapons have used that incident as an example of a situation where concealed handguns could be beneficial.&#13;
&#13;
Brown wrote that allowing students to carry concealed weapons could prevent something like the Virginia Tech shootings from happening at UNL.&#13;
&#13;
"Thank you for your suggestion," Perlman replied to Brown. "However, I respectfully disagree with your proposal. Nor do I think there is any anecdotal or empirical evidence that suggests that widespread possession of firearms reduces the risks of events like Virginia Tech or reduces the overall level of violence in our society.&#13;
&#13;
"We intend to stay with our &amp;#39;no guns on campus&amp;#39; policy."&#13;
&#13;
Perlman was unavailable for comment over the weekend and on Monday.&#13;
&#13;
Juan Franco, the vice chancellor for student affairs at UNL, said that to his knowledge, the university would not be re-examining its gun policy.&#13;
&#13;
"We feel very strongly that we do not want guns on campus," Franco said. "I don&amp;#39;t think we&amp;#39;re going to budge on that."&#13;
&#13;
Brown said that it was "insulting" that Perlman disavowed knowledge of studies and anecdotal evidence supporting a reduction in crime when citizens lawfully carry concealed weapons - especially when many states have passed legislation allowing people to carry concealed weapons.&#13;
&#13;
Owen Yardley, the chief of University Police, said allowing students to carry firearms would make his force&amp;#39;s job "much more difficult," and he is opposed to such an action.&#13;
&#13;
"My concerns would be in a university environment where there is a (large) amount of alcohol consumption; mixing alcohol and firearms is a bad idea in any instance," Yardley said.&#13;
&#13;
"From my perspective, I would rather have people call us in a situation that is escalating than have them deal with it (themselves) and escalate the situation further."&#13;
&#13;
But Brown said he would "bet the farm" that the UNL administration wouldn&amp;#39;t be able to come up with a better alternative to protect students from shootings.&#13;
&#13;
And with no better alternative, the administration will do nothing but hope no incidents occur at UNL.&#13;
&#13;
"It boils down to protect me or let me protect myself," Brown said. "They can&amp;#39;t say they won&amp;#39;t protect us and that we can&amp;#39;t protect ourselves."&#13;
&#13;
But the administration stands firm on its anti-firearms policy.&#13;
&#13;
"We just feel the campus is safer without guns," Franco said. &#13;
&#13;

In the wake of the Virginia Tech shootings, some universities are looking into tightening security measures on campus. In Nevada, one man is proposing a reserve police officer program that would allow employees at the University of Nevada, Las Vegas to carry guns.&#13;
&#13;
Regent Stavros Anthony, also a Las Vegas police captain, said the program would allow normal employees at the university, such as faculty members, to be trained as reserve police officers.&#13;
&#13;
"The way it works is that an employee would apply with the police department to become a reserve police officer," he said. "They would have to go through the same selection process as their police officers."&#13;
&#13;
That selection process, he added, is very thorough and covers all the basic training that regular police officers go through.&#13;
&#13;
"They&amp;#39;d take a written test, a psychological exam, a polygraph and a background check," he said. "Then they would go through the same police academy that the police officers go through, which is about four or five months. Then, once they graduate, they&amp;#39;re considered city reserve police officers and have to go through the renewal training just like police officers for as long as they want to keep their certification. It&amp;#39;s a pretty stringent program."&#13;
&#13;
However, there are some groups that oppose letting schools control firearm possession rules on campus. The Brady Campaign to Prevent Gun Violence released a press release May 3 regarding the risk of guns on college campuses.&#13;
&#13;
Paul Helmke, president of the Brady Center, stated in the press release that guns should be either carefully monitored or banned on campus.&#13;
&#13;
"Our schools should be sanctuaries, not armed camps," Helmke said. "Institutions of higher education already have chosen policies either banning or tightly controlling guns on campus. That is as it should be."&#13;
&#13;
Other schools have chosen to reevaluate security measures after Virginia Tech, but have not taken the same measures that UNLV is proposing.&#13;
&#13;
Paul Browning, California State University spokesperson, said the CSU schools have security measures in place in order to respond in the event of a situation such as the Virginia Tech tragedy.&#13;
&#13;
"CSU is granted authority to maintain police officers on all 23 campuses, and they receive full police-academy training," he said. "Everyone has looked at their procedures. They have developed really extensive plans in order to handle all kinds of situations."&#13;
&#13;
However, he said CSU schools probably wouldn&amp;#39;t be implementing a program to adopt regular university employees as reserve police officers.&#13;
&#13;
"Well, I can&amp;#39;t really see a CSU adopting a plan where regular employees would act as undercover officers in any way," he said. "Each campus has a really high-quality, well-trained police force. We believe that they are very capable of handling any type of situation that comes up."&#13;
&#13;
At UC Davis, Chancellor Larry Vanderhoef said in an Apr. 23 statement that the campus is revitalizing its emergency-response network and investigating the possibility of improving cell phone reception in the event of an emergency.&#13;
&#13;
After several calls, no one from the UC Davis Police Department was available by press time to comment on adopting a police-faculty program.&#13;
&#13;
Anthony said his program, which he proposed at UNLV, is a fairly new program and will come before the University of California Board of Regents for consideration soon.&#13;
&#13;
"My idea is pretty new as far as allowing employees to become police officers, but the reserve officer program has been successful all over the country," he said. "I&amp;#39;m presenting it to the board of regents in June for complete discussion. The board will vote, and if the majority wants this, then the police department will put the process together."&#13;
&#13;
Despite critics who question whether Anthony&amp;#39;s program is necessary, he said his program is important because of the rise in shooter violence.&#13;
&#13;
"We&amp;#39;re seeing an increase in shooter situations," he said. "They&amp;#39;ve occurred at shopping malls and obviously with the Virginia Tech tragedy, and we&amp;#39;re starting to see more of these active shooter situations. They&amp;#39;re not going to go away. They&amp;#39;re going to continue, and we&amp;#39;re going to have more in the future. We have to be in a position to defend ourselves, which we&amp;#39;re having a hard time doing today."&#13;

     On April 21st, in support of those who have suffered from the tragedy at Virginia Tech, Upward Soccer players, parents, and guests were invited to sign a card and write a note to Virginia Tech.  A memorial was also created, honoring the 32 individuals who lost their lives, by placing their photographs on crosses under the United States&amp;#39; and Virginia Tech&amp;#39;s flags.&#13;
&#13;
     Reflect on the photographs below, and read the words of New Hanover Presbyterian Church&amp;#39;s Co-Pastor Shane Roberson:&#13;
&#13;
     This week began with the shocking and horrifying news of the tragedy at Virginia Tech.  As we heard over the media airwaves of the devastating death toll mounting due to one person&amp;#39;s actions, we were all dismayed and in shock.  Tragedies like this lead us to a place of bewilderment and the questions arise.  Why would someone do something like this so horrible and devastating?  Why did so many innocent people lose their lives for no reason?  Why would God allow this?  Why did this happen?&#13;
&#13;
     We may never know the answers to some of these questions, but I do want to share a couple of truths about God that we can hold firmly to in the midst of this tragedy.  Each one of us is plagued with a condition called sin.  The Bible says, "For all have sinned and fall short of the glory of God, and are justified freely by his grace through the redemption that came by Christ Jesus." (Romans 3:23- 24).  Sin causes us to do things that are not right, to live in darkness, to hurt people, and to be destructive.  We&amp;#39;re all in the same boat, but we don&amp;#39;t have to be left there.&#13;
&#13;
     We may never know what caused this individual to go on a shooting rampage throughout the campus and take innocent lives.  There will be a lot of speculation and theories posited in the weeks to come.  Actions like these are rooted in our sinfulness as people.  Sin, and the actions that accompany sin, does not have to have the final say in our lives.  God came up with a solution for our sin.  He sent His Son Jesus Christ to pay for our sins.&#13;
&#13;
     1 Peter 3:18 says, "For Christ died for sins once for all, the righteous for the unrighteous, to bring you to God." Jesus Christ, God&amp;#39;s one and only Son, paid the price for our sins when He went to the cross. That gives us hope and gives us life. He paid the price for our sin, from the horrible actions to the smallest unseen offenses. God has the final say in each one of our lives.&#13;
&#13;
     Here is the final Truth I want to leave with you. God is supreme in His wisdom, and He can make something good of a horrible tragedy such as this. Romans 8:28 says, "And we know that in all things God works for the good of those who love him, who have been called according to his purpose." Notice the passage says, "in all things."  Only God can take a horrible tragedy and bring good out of it.  Look at some of the stories coming out of 9/11. Only God could cause such good. He takes evil acts caused by the choices of men and creates good out of those acts.  Look no further than the cross and what God accomplished at Easter.  Because of our sinfulness, people beat Jesus and put Him to death, but God had the final say in that tragedy.  In fact, that tragedy was our saving grace.&#13;
&#13;
     We may never know all the answers to the questions that surface, but we can rest assured we have a loving God who went to all lengths to make sure that sin does not have to have the final say in our life.  Just look at the empty cross and the empty tomb to show that God can make good things come out of tragedies.  We continue to pray for all the families, students, faculty, staff and loved ones affected by this horrible tragedy.  Please join with us in praying for all those impacted.&#13;

Expressing the sorrow of many Christians in the US at yesterday&amp;#39;s killings in Virginia, the General Secretary of the National Council of Churches USA (NCC USA) has also renewed the NCC&amp;#39;s call for &amp;#39;meaningful&amp;#39; legislation to prevent gun violence.&#13;
&#13;
"My pastor&amp;#39;s heart breaks for the families of those who died today," said the Rev Dr Bob Edgar following the fatal shooting at Virginia Tech University.&#13;
&#13;
"Faith leaders have spoken up continually about the epidemic of gun violence in our country," Dr Edgar said in a statement. "Despite repeated calls from faith and community leaders to Congress and presidents nothing ever seems to get done to stem the tide."&#13;
&#13;
Dr Edgar, himself a former Member of Congress, lamented that the issue of gun violence seems to get such little attention from those who have the power to do something about it.&#13;
&#13;
"How many more will have to die before we say enough is enough? How many more senseless deaths will have to be counted before we enact meaningful firearms control in this country? How many more of our pastors, rabbis and imams will have to preside over caskets of innocent victims of gun violence because a nation refused to stop the proliferation of these small weapons of mass destruction?," said Dr Edgar.&#13;
&#13;
Edgar pointed to the NCC USA&amp;#39;s 1967 policy calling for firearms control and a March 2000 interfaith campaign calling for an end to the epidemic of gun violence in the nation.&#13;
&#13;
"The escalation of gun violence compels us to call for an end to the manufacture and easy distribution of such instruments of destruction," Edgar said in 2000 and reiterated that statement today.&#13;
&#13;
Edgar invited people of faith and goodwill to send messages of support to a weblog set up by the Virginia Interfaith Center.&#13;
&#13;
The NCC USA is an ecumenical voice of America&amp;#39;s Orthodox, Protestant, Anglican, historic African American and traditional peace churches. These 35 communions have 45 million members in 100,000 congregations in all 50 states.&#13;

The mass shooting at Virginia Tech University could easily happen on a UK campus, an academic and former vice-president of a US institution warned today.&#13;

"I am sure every university in this country will be reviewing their security and although they will be shocked at what has happened in the States they would not be shocked at the suggestion that the same thing could happen here."&#13;

He added that institutions had "better face the fact that what happened at Virginia Tech could happen in any British university". He said if someone was determined to shoot people, he couldn&amp;#39;t see any way to prevent it.&#13;
&#13;
Prof Alderman was vice-president of Touro College for nearly three years until he returned to the UK in 2002. He remains an emeritus professor in history at the college.&#13;
&#13;
Referring to security at the New York campus he said: "Security was pretty tight. Every student and member of staff had to wear photographic ID and there were security guards on the gates of every campus. Nobody was allowed in or out without ID.&#13;
&#13;
"But security ID can only go so far, especially if you have a sprawling campus, and not one that you can lock-down - if you go to Oxford or Cambridge, for example, the universities are embedded in the cities."&#13;
&#13;
Prof Alderman believes a key factor behind the Virginia Tech tragedy, which claimed 32 lives, is the United State&amp;#39;s innate tolerance of guns.&#13;
&#13;
He said: "This is an issue about the availability of guns in the US - the right to carry arms is enshrined in the American conscience. In my New York days it was something that was enshrined in the American psyche - even in New York where they are quite strict about the carrying of arms.&#13;
&#13;
The Fulbright Commission, the Anglo-American academic exchange programme that annually has around 20 UK postgraduates at universities in the US, confirmed today that none of its scholars have been sent to Virginia Tech.&#13;
&#13;
Penny Egan, the commission&amp;#39;s executive director, expressed "shock and huge concern" for everybody involved in the US shooting, but said she was confident it would not deter students from applying to its academic exchanges programme in the future.&#13;
&#13;
She said: "Our website has 1.5 million hits every month and a third of those come from UK students. There continues to be a tremendous interest from British students.&#13;
&#13;
"There was a slight decline [in UK interest] following 9/11, but that was a more all pervading issue."&#13;
&#13;
She added: "My own view is that we won&amp;#39;t see any decline in interest from UK students following this isolated incident. We have a number of US interns working here and their view is that they see it as an isolated incident and not as something which is part of any trend."&#13;
&#13;
Universities UK, the organisation that represents university vice-chancellors, today sent a message of condolence to the president of the American Council on Education, which represents US higher education colleges and associations.&#13;
&#13;
Earlier today the head of an American university in London expressed his sympathy for the victims of the college tragedy.&#13;
&#13;
William Moore, the president of the American InterContinental University, said: "It was just a shock that something like that could happen. It&amp;#39;s a tragedy and as an American I share my sense of sympathy for all the families and everybody effected.&#13;
&#13;
"I will be meeting my senior colleagues ... to see how we may respond." The InterContinental is an official branch campus of the American InterContinental University in Atlanta, Georgia. It recruits students from around the world, not just the US.&#13;

Washington has dismissed Seoul&amp;#39;s worries about a possible racial backlash in the United States and a crack in their alliance following Monday&amp;#39;s shooting rampage at Virginia Tech University, diplomatic sources said yesterday. &#13;

Senior U.S. government officials held the South Korean government from sending a condolence delegation to the U.S., stressing the incident would not be an issue of racial prejudice, they said. &#13;
&#13;
In a meeting with South Korean correspondents in Washington, D.C., a U.S. State Department official reiterated the shooting case was made by a U.S. immigrant from South Korea, not South Korea itself, according to reports. &#13;
&#13;
The official said the U.S. government regards any immigrants to the U.S. as its nationals regardless of their ethnics, referring his country as a ``melting pot&amp;#39;&amp;#39; of different peoples, the reports said. &#13;
&#13;
William Stanton, deputy chief of the U.S. Embassy in Seoul, told Korean lawmakers on Wednesday that the incident would not affect the two nation&amp;#39;s long-standing relations, their aides said. &#13;
&#13;
The gunman in the shooting rampage, the worst in U.S. history, was identified as Cho Seung-hui, 23, a South Korean studying at the university. Cho was a permanent resident in the U.S. &#13;
&#13;
While many South Koreans have been feared of a racial backlash, U.S. public sentiment was focused on gun control laws, reports said. &#13;
&#13;
Put on high alert, the South Korean government has been making efforts to ensure the shooting rampage would not lead to any ethnic confrontation in the United States.&#13;
&#13;
About 100,000 South Koreans are residing in the United States for study, making them the largest foreign student group in the U.S.&#13;
&#13;
President Roh Moo-hyun expressed deep sorrow three times over the deaths of 32 people in the shooting rampage. &#13;
&#13;
``I and my fellow citizens can only feel shock and a wrenching of our hearts,&amp;#39;&amp;#39; Roh told a news conference after a summit with Italian Prime Minister Romano Prodi on Wednesday. &#13;
He expressed his condolences to the victims and their families.&#13;

                <text>The Foreign Ministry yesterday criticized some US media for "irresponsible reports" claiming that the killer in the Virginia Tech shootings was Chinese.&#13;

Spokesman Liu Jianchao said it was a terrible mistake and a violation of professional ethics to publish reports before checking the facts.&#13;
&#13;
Before it was revealed that the gunman who killed 32 people on the Virginia campus on Monday was a student from South Korea, Michael Sneed, a columnist for Chicago Sun-Times, wrote that the shooter was a 24-year-old man from China.&#13;
&#13;
MSNBC, which cited Sneed&amp;#39;s story on its website, said he went to the US last year on a student visa issued in Shanghai.&#13;
&#13;
Some reports even made public the blog of "Chinese shooter" Jiang Wei&amp;#39;en.&#13;
&#13;
But the US police later identified the killer as Cho Seung-hui; and university officials said he was a "troubled" young man on medication for depression. He is believed to have killed himself.&#13;
&#13;
Sneed&amp;#39;s story was immediately picked up by other media in the United States and Jiang&amp;#39;s blog had more than 37,000 visits in a few hours.&#13;
&#13;
For those checking the blog hoping to find out the motive behind the shooting spree, Jiang decided to speak up.&#13;
&#13;
"Everybody was talking about me as a criminal. I just want to prove my innocence," Jiang told ABC in an interview widely quoted by Chinese websites.&#13;
&#13;
"Yes, I am an Asian; I live in a school dorm; I am a student of Virginia Tech; I just broke up with my girlfriend and I love guns. But I am NOT the murderer," he said.&#13;
&#13;
Jiang said he received death threats till the time the South Korean student was identified as the killer.&#13;
&#13;
Many Chinese students at Virginia Tech are also angered by the US media reports and some said they would write a letter of protest to the Chicago Sun-Times.&#13;
&#13;
They pointed specifically to Sneed&amp;#39;s story.&#13;
&#13;
"The reckless report put pressure on, and tarnished the image of, the Chinese community here in Blacksburg as well as in the US," said the Association of Chinese Students and Scholars at Virginia Tech (VT-ACSS) in an email to China Daily.&#13;

VT-ACSS is the largest international organization on campus. There are over 900 Chinese studying in Virginia Tech or working in neighbouring towns. &#13;
