West Virginia University, like many colleges around the country, has been dealing with a ripple effect of concern from faculty, students and parents alike in regards to the shooting at Virginia Tech earlier this year.
A report, commissioned by Virginia Gov. Tim Kaine yesterday, revealed the failings of the Virginia Tech response to the situation.
Earlier this week, The Daily Athenaeum ran a story about our college considering a variety of crisis options, including one widely thrown around by the media: text messaging.
According to the Aug. 24 article, "Chief Bob Roberts of WVU's Department of Public Safety, the University may try mass text messaging, siren alerts, video displays and safety awareness programs."
"We are currently trying to evaluate how we would put this all together," Roberts said in the article. The communication and notification committee are going to meet together to discuss final issues regarding these plans."
While it is important that the University and its law enforcement officials corroborate on ideas to better alert and inform the WVU community about possible dangers, it is also necessary that we take a step back and encourage truly practical ideas, designed not for flashiness but for mass utilization and for the clearest, most direct announcement of danger.
While text messaging is a great idea, some cell phones and carriers have reputations for messages arriving days late. Additionally, not everybody has them.
Plastering LCD screens everywhere on campus that will regularly need replacing, the visibility of such screens may be too low to properly alert everyone.
The University could most benefit from a University-wide speaker system, an idea highlighted in the DA article.
A centralized speaker system that could be piped into classrooms, much like those in K-12 schoolrooms, could easily be channeled into the PRT and its stations (which are both already equipped with its own radio system), and in the open areas between buildings. This would be an effective way to alert those in danger and issue appropriate lockdown procedures.
It is the unfortunate gain of the rest of us in the college community throughout rest of the country - that we are able to reassess our handicaps and flaws in regards to our emergency response systems.
It is also unfortunate that it is left up to national situations like the shooting at Virginia Tech to spearhead such movements.
Those that perished on April 16 paid the ultimate price, in part, due to "missed opportunities" to seize gunman Cho.
Let us hope that we, as colleges, are able to learn from this tragedy, and are able to avoid our own "missed opportunities" if, God forbid, anything like the tragic events at Virginia Tech should happen here.

To the Students, Faculty, and Staff of Virginia Tech
As you can imagine, there remains significant ongoing media interest in Virginia Tech in light of the tragedy that occurred on our campus last April 16. As is customary for an event of this magnitude - one that gripped not only reporters, but the entire world - there will be anniversary coverage on or around April 16, 2008.
We expect again to have many, many reporters, broadcasters, and cameras on campus during that week and/or at the remembrances planned for that day.
As I did last year, let me again apprise you of our policy and the law. Our university is public property. Roads are public thoroughfares. We cannot bar the media, although many have suggested it. We will be working to provide appropriate but limited access to the campus. I believe that most were respectful of you and the circumstances of our healing last year.
Reporters (or other visitors) are never allowed in classrooms without the faculty member's permission. This is a moot point, since classes are cancelled on April 16. Still, we are apprising the media to refrain from entering academic buildings before or after April 16. Residence halls are always off limits to any visitor unless approved by a resident or a member of the student affairs' leadership. Spaces like offices and labs are always controlled by the occupants. Certain university buildings have nominal public access and you may bump into a reporter. If a building is open to the public, it is open to all members of the public.
What should you do if a member of the news media approaches you for an interview either on that day or before? You are never REQUIRED to speak to a reporter. Politely telling a reporter 'no thank you' will suffice. If a reporter is particularly insistent, just walk away and do not feel guilty about doing so. We have posted media guidelines at www.remembrance.vt.edu.
However, we have a powerful story to tell. We have prevailed and we are healing. The Hokie Nation is strong. You have represented us well during some very trying times. You have shown the world the special nature of Hokie Spirit and our sense of community. The close-knit nature of this academic community was readily apparent throughout the days and months after April's tragedy and continues.
If interviewed, I would expect a reporter to ask you about April 16. Go only as far as you feel comfortable. You control the discussion. Students and professors with whom I've discussed this possibility are in different places emotionally. Many are ready to move on and speak to the now or the future. Frankly, I like to focus on what we were before April 16 and what we remain today - one of America's leading universities focused on learning, discovery, and engagement. You help invent the future.
Virginia Tech's reputation and legacy are founded on the quality of its people. I have great confidence in the university community and the institution as we continue on the road to recovery.

On April 18, 2007 President Richard Joel hosted this semester's town hall meeting on the Beren Campus at 215 Lexington. The assembly was attended by more than one hundred students, and although the vast majority of students were from Stern College for Women, a few men from Yeshiva College made the trek to the mid-afternoon gathering. In years past there have been two events, one held on the Wilf Campus and the other on the Beren Campus. "There was a scheduling conflict this year," said one administrator, and the meeting that was supposed to take place on the Wilf Campus was cancelled.
"To dismiss something as important as a town hall meeting with a simple and solvable scheduling conflict is ridiculous," one student said. Although there was no town hall meeting on the Wilf Campus this semester, the President's office did decide to hold meetings for any interested student on Monday April 30, 2007.
This event came in the wake of the tragic shootings at Virginia Tech. President Joel offered his condolences and his thoughts about being charged with the safekeeping of Yeshiva University students. From there he discussed the importance of a learning community and how education should not stop once one is outside of class. His speech placed the meeting in context, implying that all the audience was working toward a common goal and subtly forcing even the most harsh of accusations to either remain unsaid or to be phrased in the best possible way.
The town hall meeting began with an introduction by the dean of Stern College for Women, Dr. Karen Bacon. She spoke about how President Joel is unique among university presidents. "He makes himself available... [he is] a visible presence on campus."
After the president's aforementioned speech, he opened the floor to questions. Many of the questions were aimed at the disconcerting conflict between the university's expansion policy and its lack of available housing and classrooms. The president informed the audience that a new building in midtown will be open in the fall of 2007 and that, although Stern is located in an expensive area, the university has made the commitment to keep them there.
The president also responded to a question dealing with the apparent apathy for the Virginia Tech situation in the Yeshiva student body. President Joel responded that, although it is not complete apathy since there was a prayer rally and a blog for condolences, there is a real and tangible problem which is the strict definition of community inherent at YU. He acknowledged that "within our bubble of Washington Heights" it is sometimes difficult to view those in the beyond as our brothers, but it is a challenge that bequeaths us all to undertake.
The last question that was raised centered around the diverse religious elements within the student body. Simply, should YU be a university for only those orthodox Jews who subscribe to the same understanding of secular studies? President Joel answered that although that is the ideal, the truth is that students who enter college really do not know how they are going to end up. While they search for their particular path, Yeshiva University can provide them with the guidance of some of the greatest rabbis in the world, the shelter of a multi-million dollar campus, and arm them with an outstanding education that can help them understand and appreciate their world.

BLACKSBURG, Va., May 10, 2007 -- Virginia Tech President Charles W. Steger addressed the Virginia Tech Review Panel here Thursday. These were his comments.
Governor Kaine, Colonel Massengill, and members of the commission.
Normally, I would address a commission by saying that I am happy to have the opportunity to appear before you. We know that is not true. Each of us appears here today with heavy heart, a most profound sense of sorrow...and yes, still to this day...disbelief.
A terribly deranged young man....one of our own students...visited unimaginable horror upon our university, our bright young minds, our rising stars, and our caring and learned faculty.
He took 32 precious lives and then his own. He wounded 25 more. In the process, he seriously injured an entire nation.
As we have noted many times throughout this terrible ordeal, the families of those who lost their lives and the injured have remained our highest priority, followed by the needs of our greater university community. We will do everything possible to assist with their recovery.
I have said time and again, that Virginia Tech, our commonwealth, all of higher education, and indeed, the world must learn from this tragedy. I personally asked the governor for your work.
We have been and will continue to cooperate fully with your review and findings. I have appointed a lead individual, a retired university executive with experience in many sectors including audit, to assist you with your data gathering and be your liaison with any office on campus.
Each one of us and each sector of our society that has been touched by this tragedy must welcome the inspection, introspection, and the scrutiny of a thorough analysis.
In our own case we have underway after-action reviews, which can inform your data gathering. In addition to understanding the incidents, we will be looking at three broad areas: telecommunications infrastructure, the physical infrastructure as it relates to safety and security, and most importantly, the internal protocols for information exchange. I am particularly interested in those intersections between the academic enterprise, counseling, our disciplinary system, the legal system, and the police.
Our preliminary schedule calls for those reviews to be complete by late August, which I understand is within your study time-frame to be of use to you.
In addition to our incident response, I know that you will be looking at the broad spectrum of issues including policies, protocols, and the law.
I have read and heard other university presidents and pundits say that this tragedy could have happened on any campus in America. We draw no solace from such observations.
My hope is that we - and every campus throughout the nation - can learn in the months ahead what happened and why...to the extent that rational conclusions can be drawn from irrational violence. We will learn and the world will learn from this.
There already is a vigorous national discourse underway on many issues - mental health, the interplay between the rights of individuals and the rights of societies and communities, the interaction between gun laws and privacy, campus security and the underlying physical infrastructure, and much more.
We need to know how well our mental health system is performing. Is this country devoting the time, resources, and energy to helping those in need?
We need to know if privacy laws can or should change so that school administrators, court officials, or the mental health profession itself, has the information it needs to treat and handle those with mental illnesses on college campuses.
Certainly, you will bump into the nexus of individual rights and privacy laws versus the rights of a society, a community, or a university to protect itself against possible harm from the mentally ill...or anyone else, for that matter.
We need to know if the university reacted in accordance with accepted procedure in its response to the murders within our residence hall. Our university police and rescue squad responded within three minutes of a report that someone fell from a bed within a residence hall. Within minutes thereafter, the police, then knowing of a gunshot fatality and injury, secured the residence hall, began investigating, and within one hour had a "person of interest." Your analysis of this and the terrible events following is of crucial importance.
My campus has 19 miles of public roads on its 2,600 acres and 153 mostly accessible buildings. On any given day, we have about 35,000 people coming and going. How does an organization secure a university campus during an emergency? Or for that matter, what levels of security are appropriate for normal operations?
We need to know about the preparedness - to the degree that any institution can prepare for horrible and irrational mass violence - of my university and other schools like ours for violence or other mass events that require an institutional response to protect the health, safety, and welfare of a campus community.
We have multiple methods of emergency communications and have in the works implementation plans for more. We all need to know whether universities such as our can do more to protect and inform its populations and multiple audiences in emergencies.
Tomorrow, Virginia Tech will celebrate its annual spring commencement. This is our time for celebration. Commencement, of course, means "the beginning." For our graduates, it is and will be the beginning of the next phases of their lives. We know that they will carry with them not only those treasured memories unique to the college experience, but also the searing memory of the tragic events of April 16.
We owe it to them, we owe it to the injured, we owe it the families of the fallen... indeed, we owe it to all other schools and campuses in this country to examine all these issues in their totality....and find ways of preventing anything like this ever again.

Virginia Tech President Charles W. Steger and members of the university administration will brief the university community on the current status of the myriad recommendations made in internal and external reports in the aftermath of the April 16 shootings on our campus.
This "town hall" event will be held March 19, 5:30 to 7 p.m. in Squires Student Center Haymarket Theatre.
At Steger's request, Virginia Gov. Tim Kaine appointed an independent review panel with a comprehensive mandate. The governor's executive order instructed the panel to conduct a thorough and independent review, "including a review of educational laws, policies and institutions, the public safety and health care procedures and responses, and the mental health delivery system. With respect to these areas of review, the panel should focus on what went right, what went wrong, what practices should he considered best practices, and what practices are in need of improvement."
On May 9, 2007 Steger directed three internal reviews in the wake of the April 16 tragedy on the Virginia Tech campus. He directed the chairs "to look at strengths and weaknesses of our existing systems/infrastructure and how they may be improved or augmented to address emergency situations that might arise in the future."
The Virginia Tech committees were charged with the following:
The Security Infrastructure Group was charged with examining the university's existing security systems and recommending changes that would enhance the university's ability to respond quickly and effectively in situations where the safety of the campus community is jeopardized. This group was also directed to identify strategies that might decrease the probability of such situations occurring, looking at both technological and behavioral aspects.
The Information and Communications Infrastructure Group analyzed and inventoried the communication infrastructure and information systems used during the crisis period, evaluated their performance, and identifies tactics and strategies for improvements.
The Interface Group evaluated the relationships between the university's student counseling services, academic affairs, judicial affairs, and the legal system. It was charged with examining the existing systems and the interface between them and determining what constraints, legal or otherwise, hamper effective interactions in order to respond to and support at-risk students.
