As soon as I got to my eighth period class, which was English 4 with Mr. Lloyd, I sat down and was looking for my pen. A friend of mine walked into class late because he was talking to a teacher. He said, "Something happened at Virginia Tech. 22 people were killed." I looked at him and the entire class looked at me because I am the only one from my high school attending VT in fall 2007. I was upset, but held it together until I got home. Once I got home, I put CNN on and sat down, processing everything that I was seeing on TV and hearing. My world turned into a big blur. I had to do something to make myself feel better. Two hours after I got home, I went to Michaels and bought enough ribbon and pins to make 30 ribbon pins to hand out to anyone who would take them. Two days later, I ran out of ribbons and had to go to Michaels to buy a lot more. I had people asking me for ribbons. Thursday of that week, my school principal authorized me to sell them as a fundraiser, and he bought the first one. I ended up selling or handing out over 100 ribbons and the money totaled $200. I had my school district cut the check and send it down. When I tell people about my fundraiser, it makes me feel good, because I can say that I did my part to help. Student body president Liz Brown wrote the letter after she received several e-mails from students and senators asking the student government to do something in the wake of the tragedy. The letter, signed by Brown and vice president Maris Braun as representatives of the Student Senate, expressed Notre Dame&#39;s shock and sorrow after Monday&#39;s events, when Virginia Tech senior Cho Seung-Hui opened fire - first in a dorm and then in a classroom building - before turning the gun on himself. "Despite the many miles that separate our campuses, the victims of this tragedy, as well as the entire Virginia Tech community, remain at the forefront of our thoughts and always in our prayers," the letter reads. "No amount of words will take away the pain and suffering of these events, but we pray that God will guide you through this difficult time." The letter also describes several memorial events the student government intends to hold today and in the next few days. The student government plans to send posters depicting the mascots of each of the 27 dorms, signed by members of the Notre Dame community. Included with the posters, Brown said, will be a note of solidarity to say that Virginia Tech is included in the Notre Dame community. Students can sign the posters today from 11 a.m. until 8 p.m. and on Friday from 11 a.m. to 6 p.m. in the main television lounge in LaFortune. Brown&#39;s original letter stated that the Notre Dame community would light 32 candles entwined with maroon and orange ribbons. Nationwide, universities have been asked about - and have offered self-evaluations of -emergency protocols in the aftermath of Monday&#39;s mass slayings at Virginia Tech University. A lone gunman apparently shot and killed two students in a dorm on the Blacksburg, Va., campus two hours before opening fire and killing 30 more people in one of the school&#39;s academic buildings half a mile away. "Suffice it to say, that plans do exist," University spokesman Don Wycliff said. "They are constantly being reviewed in light of the Virginia Tech experience, and we would be [foolish] if we do not attempt to review those plans." Wycliff said he expects Notre Dame to comment on campus security plans in the future, but he couldn&#39;t give an exact date. Notre Dame Security/Police (NDSP) Director Phil Johnson declined to comment on NDSP&#39;s procedures for crisis management plans and referred all questions to University representatives in the Office of News and Information. Wycliff declined to comment on what offices have the authority to lock down buildings or entire portions of campus in the event of an emergency. He would not say if the University has a campus broadcasting system it could use to transmit emergency messages to faculty, students and staff. But Gordon Wishon, the University&#39;s chief information officer, said Notre Dame has been looking into the possibility of compiling a database of cellular phone numbers to send text messages to in the event of a campus emergency. Wishon said the University is preparing to launch a pilot program of the text messaging system, and it will test the service throughout the remainder of this semester and summer. He said the University expects to have this service fully ready by the fall. He said the discussions and plans received more attention and support when Notre Dame eliminated standard telephone lines in each dorm room in 2006. "We began exploring that some time ago ... realizing that the primary mode of communication for college students is cell phones," Wishon said of the text messaging plan. Wishon noted that the University added voicemail service and each student is given a voicemail number, but officials believed they needed to look into other methods of communication in case of a crisis. "We knew that wouldn&#39;t work in case of an emergency," Wishon said. In addition to the text messaging plan, Wishon said the Office of Information Technology has looked into and is investigating the possibility of voice messages and video messages - available through e-mails or from a Web site - as well as the idea of utilizing the closed-circuit television system on campus for public service announcements. Wishon said the University is looking into the possibility of broadcasting an emergency tone on Notre Dame&#39;s 10 reserved cable channels to alert the University community of any emergencies if it deemed it necessary. "The bottom line is that we are looking for as many ways as we can to communicate with students, as well as staff and faculty, in an emergency or crisis situation," he said. "As terrible as Monday&#39;s tragedy is, the administration here at the University has been working to refine its crisis management plan for some time." My work with the Red Cross over the years has sharpened my senses and I do have some idea of how to successfully communicate during a crisis. However, this week&#39;s events at Virginia Tech have given me some further ideas. I don&#39;t want to start getting clinical about this before I say that I am deeply moved by the tragedy this week. Having lived in Virginia for many years I feel close to the tragedy, and moreover, because we have a dear friend who is a professor in the engineering department in V-Tech. I heard from him Tuesday night and am grateful that both he and his freshman daughter are okay. That expressed, there are many lessons to start learning, especially as we prepare for the unexpected and communicating to large groups in crisis. There was a great <a href="http://news.google.com/news/url?sa=t&ct=us/0-0&fp=462693b442b2782f&ei=IHMmRqKHJMCGswHGq9S0Cw&url=http%3A//online.wsj.com/article/SB117685626072073360.html%3Fmod%3Dgooglenews_wsj&cid=1115495034">story in the Wall Street Journal today</a> that (registration req.) discussed the use of disseminating information via texting in a crisis. I have pulled some of the information about services from that article. My main takeaway from this event is the need for redundancy of communication. There need to be both high and low tech layers of communication to be most effective. First and foremost, an organization has to have a strategy to get in touch with all of the stakeholders and employees that need to be reached. A good start is a list of employee cell phones and home phone numbers that are ready to use in an emergency, as well as emergency contacts. Having a <a href="http://overtonecomm.blogspot.com/2006/06/crisis-communication-bird-flu-and.html">crisis communication plan</a> is essential to get the most out of our communications, but here is an incomplete checklist of tactics to consider: <b>High Tech Strategies</b></p> <p><ul><li>Have a service set up to send instant text messaging (SMS), one such service is run by <a href="http://www.omnilert.com/notification_products.html#amerilert">Omnilert </a>and costs about $9,000 per year, another for schools is and opt in service run by <a href="http://www.mobilecampus.com/">Mobile Campus</a></li><li>Set up redundancy in the servers to handle any increased load</li><li>Set up and Instant Communication Platform, something my friend <a href="http://ike.pigott.name/occam/">Ike Pigott </a>calls the Situation Room. Running this on a blog platform is a really handy way to control the speed of getting the message out.</li><li>Immediate updates on the web page that could be pulled from a blog platform</li><li>E-mail blasts</li><li>Harness the culture of Facebook and MySpace and maintain profiles there for instant communication, especially in the aftermath of events</li><li>Make the online information you share easily viral so that it can be passed on via blogs and other social media without diluting the message</li><li>Use YouTube to distribute video responses to a wider audience</li></ul></p><p>which includes advertisements <b>High Touch and Lower Tech</b></p> <p><ul><li>Equip employees across the areas that might be affected in a Paul Revere-like system of notifications. Distribute pagers and give training for instant response in disseminating messages across wide geographic or spread out operations.</li><li>Consider a service to deliver mass phonecalls to cell and home numbers</li><li>Employ an audio warning system, <a href="http://www.cbsnews.com/stories/2007/04/18/scitech/pcanswer/main2697647.shtml">like the siren system installed at UT Austin</a> after the shootings there in 1966, or better yet, one with audio voice warnings, as by <a href="http://media.collegepublisher.com/media/collegiatetimes/footage.mov">this video</a> it seems they used at V-Tech</li><li>Have good relationships with bloggers and mainstream media to get messages out fast</li></ul></p><p>This is just a start of the list and it will be governed by the needs of an organization and budget. However, these kind of "incidents" could happen anywhere and we need to be prepared to meet the challenges. Many Koreans have shown a collective guilt after the killer was found to be of Korean descent. But many Americans have said Koreans have no reason to feel guilty for the killing. ``I understand why some Koreans are feeling a collective guilt, and I think in some context it makes sense. But Korea is not the United States and what makes sense in Korea sometimes doesn&#39;t work the same way in the U.S,&#39;&#39; said Thomas Kim, executive director of the Korea Policy Institute (KPI) and professor of Politics & International Relations at Scripps College. In an e-mail interview, the Korean-American political scientist said, ``No white American in the U.S. felt the need to apologize because a white person _ U.S. military veteran Timothy McVeigh _ killed hundreds in the Oklahoma City bombing in 1995. Kim also used as an example the two school girls run over by a U.S. tank in 2002, which stirred civic group activists to organize anti-American rallies in Korea. ``When the two girls were run over by a U.S. tank, Americans did not feel any collective guilt. Americans weren&#39;t even aware of it,&#39;&#39; he said. He and many other Korean analysts said Americans viewed it as a pure car accident, which angered Koreans at that time. The misunderstanding came out cultural differences between the two countries. The U.S. Embassy in Korea last week categorized the Virginia incident as a domestic issue for which Koreans do not need to feel any guilt. Washington has shown reluctance over Seoul&#39;s plan to dispatch a condolence mission to the United States and to have public offices fly their flags at half-mast. President Roh Moo-hyun expressed his deep condolence for the victims and the family members three times to apologize for the fact that the shooter is an ethnic Korean. In its latest edition, Time Magazine reported that South Koreans&#39; collective sense of regret and guilt has manifested itself since the massacre at Virginia Tech. The magazine said ``The strong tendency of Koreans to perceive the tragedy in terms of Korean nationalism, in which the group trumps the individual&#39;&#39; is behind the unique national sentiment. Kim pointed out, ``There are innocent people who are victimized every day by young men from all different backgrounds, and what they share is having grown up in a society that glorifies violence and allows easy access to guns.&#39;&#39; He added it is time to shift the focus of the issue from ethnicity to finding the structural causes to prevent the reoccurrence of the tragic incident. ``Rather than focus on his race or ethnicity, we need to address why so many troubled young men in the United States feel that violence is their only outlet. Only then can we address the systemic causes of violence in the U.S,&#39;&#39; Kim said. Christine Ahn, fellow at the KPI, said Saturday on the MSNBC Today Show that it has been taboo for Koreans to speak publicly about mental illness.
