Skorton May 2 2007 I had intended this final column of the academic year to be one mainly of gratitude to my colleagues at The Cornell Daily Sun and to readers of the newspaper for permitting me this space and for the tremendously helpful feedback I received as a result of these "From David" columns. I look forward to another year of useful interchange through this column and in many other fora in 2007-08. I believe we have made progress as a campus this year in confronting important issues, ranging from violence, to mental health, to what it means to be part of an inclusive campus community. Although we have not resolved some issues of importance to this campus, I believe we have learned a great deal together about how to have the sorts of conversations we need to have in order to create change. I am especially heartened by the progress we have made on diversity issues, and I look forward to continuing our progress with the support, leadership and encouragement of the University Diversity Council and through the self-governance processes underway to foster greater community involvement. As Cornellians, all of us can take pride in the achievements of our colleagues and friends this year. Some have won major national and international awards and many more have demonstrated a great willingness to share their skills and talents with the campus and the world â€” in the classroom, laboratory and studio; on the playing field; through public service; and through music, dance, theater and art. Eli Northrup '07 and Joshua Raff '07 have even come up with a rap to update the Alma Mater, which I heard performed last week by Pants Velour. Whether you are moving on to the next stage of your life or continuing on at Cornell, you have helped make this a vibrant and engaged community, and I congratulate you and thank you for your efforts. Unfortunately, the end of the academic year has brought with it the incomprehensible, horrific tragedy at Virginia Tech University. In the best Cornell tradition, we have shared the sadness of the moment, extended our sympathy to our colleagues at Virginia Tech, their friends and families and also taken action to improve our systems for dealing with emergency situations that may arise on our own campus. At least two areas require our continuing attention: â€¢ the mental health and wellbeing of students, faculty and staff. â€¢ the state of campus security and communications and the regulation of firearms and other weapons in the context of our campus communities. In earlier columns I have touched on the issues of stress and mental health, as well as on violence on campus. In the sphere of mental health services, a balance must be achieved between the rights of privacy of the individual and the more general public interest. As mentioned in my earlier column, at Cornell we are experimenting with a range of approaches for reaching students, including serious efforts to locate counseling and mental health services where students live and gather and to establish effective "early warning systems" that permit us to identify colleagues in distress and to intervene as appropriate. Last week's op-ed in the Cornell Chronicle by Gregory T. Eels, associate director of Gannett Health Services and director of counseling and psychological services, described what Cornell is doing in this area and also what counseling can and cannot do. Campus security also requires a delicate balance â€” one that enhances the safety of our campuses without destroying the openness of either our built environment or the intellectual environment, both of which make the university experience what it is. While we cannot shrink from doing what we can to enhance the safety of our campuses, we also cannot and should not turn the learning environment into a high-security, gated community, where fear trumps openness and threatens the grand experiments that universities offer in what historian Carl Becker called "freedom with responsibility." For the past several years, long before the Virginia Tech tragedy, those responsible for safety and security at Cornell have been working to optimize emergency procedures and communications through an institution-wide approach. We already have in place a variety of methods for mass notification in the event of an emergency, ranging from telephone trees to message-blaster e-mails, and we are examining additional ways of reaching large numbers of people during the middle of the day through text-messaging, enunciation panels in individual buildings and expanded alarms. In the weeks to come, we will share with the campus the results of accelerated deliberations on these safety and communications issues. The subject of firearm regulation is, of course, extraordinarily controversial throughout our country. New York State law prohibits anyone from possessing a rifle, shotgun or firearm (or pellet guns, spring guns and certain other weapons) on a school, college or university campus, without written authorization from the institution. The Cornell Police takes that law very seriously and is committed to its enforcement. Nonetheless, the more general issue of the easy availability of lethal force is one that must be faced squarely in order to reduce the likelihood of other gun-related tragedies, whether on a college campus or in another venue where people feel relatively safe, such as a shopping mall or sporting event. And the interaction between the regulations regarding mental health record privacy and the background check process for weapon purchase requires constant attention. Whether this marks the conclusion of your time at Cornell or a brief hiatus, I leave you with three messages. First, let's remember this year for its achievements, but also with new empathy for those who are struggling with the challenges of alienation and loss. Second, please make your own views on gun regulation known to our elected leaders in order to encourage the discussion we, as a nation, need to have in the wake of the most difficult circumstances in Blacksburg, Virginia. Please report acts of violence to those in a position to help, and also express your thoughts about mental health and campus security to me and to others on campus who help shape our policies and procedures. Virginia Gov. Tim Kaine announced Thursday that an independent review panel has been formed to analyze the circumstances surrounding Monday's shooting. Retired Virginia State police Superintendent Col. Gerald Massengill will be the head of the panel, which also will include Tom Ridge, the former U.S. secretary of homeland security. N.C. Attorney General Roy Cooper also has called for a special task force in conjunction with the State Bureau of Investigation, the UNC system, the N.C. Community College System and the N.C. Independent Colleges and Universities to look for improvements in campus emergency plans. "We'll be looking at issues such as guidelines for when to declare a campus lockdown, how to better communicate with students and faculty in a crisis and more ways to identify a potential shooter, along with many others," he said in a Wednesday press conference. Hope Williams, president of N.C. Independent Colleges and Universities, said school administrators will choose a task force during the next 10 days. She said this task force will release a report within six months containing suggestions for the 2007 fall semester. The task force will not mandate changes, Williams said, because a one-size plan cannot fit different universities' needs. "I think the major question is one of modifying and adjusting existing emergency response plans as institutions feel it is necessary." Jeff Davies, the chief of staff for UNC-system President Erskine Bowles, said discussions already had begun concerning improvements in security before the Va. Tech incident, but the event has added impetus to the debate. "The decisions have been made to ensure that all residence halls will have card access, alarms and cameras," he said. "We are trying to wrap our arms around a very big issue in a very short amount of time." Davies said the UNC system likely will ask for state funding for the changes. And like many other schools nationwide, UNC-Chapel Hill has looked critically at its security measures. UNC-CH officials said their campus police have completed annual active shooter training and will work with local law enforcement in the case of an emergency. UNC-CH has the ability to contact students through radio broadcast, housing fliers and campuswide informational e-mails. Do we not have enough failing gun laws already on the books? I would like to thank Sarah Brady, Ted Kennedy, Nancy Pelosi and others of their ilk for giving us "gun-free school zones." Of course, I am being sarcastic, hoping that somebody out there will see the problem here and begin to think rationally. This did not happen because of a gun. More gun laws would not have changed the outcome. We need to stop passing feel-good legislation that only disarms lawful citizens who could be able to defend themselves and save others should one of these criminals attack them. Why make an estimated 60 million to 80 million law-abiding gun owners pay for this tragedy rather than hold the shooter accountable? I'll try to put this in terms that gun-control advocates will understand. Every man in the world who possesses a penis has the potential to rape someone. However, most choose not to do so. No politician would try to introduce legislation to ban the said body part, and so, I ask, why is it any different with firearms? There are literally millions of rounds fired legally for every one round fired criminally. Currently, there are 48 states that allow their citizens to carry concealed weapons in some form, and Nebraska was recently added to that list. One would think there would be bullets flying everywhere in these states from these permit holders - but that just is not the case. I believe students at the University of Nebraska-Lincoln who have a valid concealed-carry permit should be allowed to use that permit on campus if they so desire. Had someone been at Virginia Tech last week with a concealed firearm, I am confident the gunman would not have been able to murder so many people. Because the doors to the hall were chained shut, the police were unable to get in. The only way the rampage could have been stopped is if someone in the room would have had sufficient means to fight the gunman. This is why I believe students with a valid permit should be able to carry on campus. Under Nebraskan law, you must be at least 21 years old to obtain a concealed-carry permit. For this reason, only upperclassmen would be allowed to carry concealed firearms. People should also know that the process of obtaining a concealed-carry permit, similar to most states, is far from easy or cheap. Many states charge about $100 for the permit alone. Then, one must also pay the instructor of the safety course another $50 to $100. After one has paid for the permit and the safety training, the state then does an extensive background check of the individual, which takes months in many states. By the nature of the issuing process, only the most mentally stable and oldest of the university population would even be allowed to carry. It seems that every day Americans are becoming helpless, socialist sheep to a greater extent. When there was a mass shooting at Virginia Tech, we threw the blame on GLOCK and the university for not canceling classes sooner. When Hurricane Katrina hit Louisiana, we blamed the Federal Emergency Management Agency for not doing enough. When are people going to wake up and take responsibility for themselves and their own safety? No university, police force or government agency can be there all the time to save everybody when a tragedy of even the smallest magnitude strikes. Our increasing lack of personal responsibility and situational awareness, as well as our attitude of pacifism, only encourages these shootings. It seems gun violence has become a real problem in our country only in the last 50 years. Before that, high-school students would often leave their rifles in their cars during school so they could hunt afterwards. Why were there no mass murders then? That certainly was a much simpler time. That was a time when people were very politically incorrect by today's standards. A lot has changed for the better since then, but not everything. We all should step back and rethink what we call "progress." It is interesting to me that Hollywood, which is mostly left wing and hates guns, has no problem churning out film after film loaded with guns and violence. We are bombarded with violence every day, and, yet, when something such as the Virginia Tech shooting happens, we blame the gun. When people actually commit crimes, we slap them on the wrist and call them "rehabilitated." We need to stop blaming the inanimate piece of plastic and steel that is the gun, try to improve the constant bombardment of violence in our culture and turn our legal system into an actual justice system. It gave NBC every benefit in assuming its goal here is to selflessly provide "the story." "Before even thinking about putting the information on the air, NBC contacted the FBI." This sounds great, and it was very humble of NBC to do that, but was it true? It seems to me the more likely timeline was to first make copies of everything, contact the FBI and finally slap the NBC logo on each frame before starting the round-the-clock replays. A more interesting analysis for the editorial could have been to walk through that journalistic decision making process: Does a mass media outlet weigh the good or bad that might come from their exploitation of a situation? I can easily think of many bad outcomes from this such as additional psychological damage to the victims and their families and the obvious danger of inspiring the next mass murder out there. The editorial said Cho Seung-Hui copied previous killers, so it acknowledges that there is a real danger. Perhaps his words are being written into some other loner kid's notebook right now. The editorial does, however, dismiss this danger: "These threats will surface regardless of whether the media provides all the information or not." This is a weak justification (might as well make drugs legal, people will do them anyway). That excuse is also an attempt to remove the mighty responsibility which comes with the journalism profession. As far as the good from showing the video, I can't think of anything beyond profiting from human misery. Does anyone feel better knowing the final thoughts of a killer, or seeing what must have been the last thing all of those innocent people at Virginia Tech saw before they were killed? Please let me know what benefit we receive from the telling the killer's story that could not have been conveyed in a summary paragraph of what he sent. Think about the difference between reporting on the package (we received a package with a video which show the killer felt alone, picked on, angry at the rich etc.) compared to fulfilling the last wish of that cold-blooded killer and giving out every word of his manifesto. Which has a greater chance of inspiring some other unstable person out that? Who knows which sentence or image will be latched on to? There is such a thing is right and wrong in the world, and in this case, NBC was wrong. University Chaplain Jewelnel Davis delivered a message of inspiration and hope to those gathered at the base of the sundial. Davis said that during this time of national mourning, it was crucial for members of the Columbia community to band together in solidarity and offer their condolences and prayers to those grieving over Virginia Tech. "Life will always overcome the darkness of hate, despair, and violence," Davis said. The undergraduate student councils provided 1,500 white candles, according to Ana Ortiz, CC '07 and Columbia College Student Council vice president of campus life, who spoke at the event. As the candles were lit and the flames passed along in silent respect, those in attendance exchanged glances of support. "We who believe in learning believe in hope," Davis said. "Light, when it is shared, overcomes darkness and spreads more light." Only the soft pattering of the drizzling rain was audible as attendees, heads lowered in respect, observed a moment of silence. Ortiz stated the names of the 32 students who were killed. "One great thing about the Columbia community is that when a horrible incident like this happens, we are able to come together as a family," Dean of Student Affairs Chris Colombo said after the event. Wrinn said Harvard students have access to emergency information through a 24-hour phone number, 617-496-NEWS. "You have reached four-nine-six news, Harvard's weather emergency and special conditions phone line," said the message left Thursday. "There are no special conditions to report today." Another tool used by Harvard to notify students of an emergency is blast e-mails and voicemails, sent to all students in case of a major emergency. "We've done that a couple of times with a campus announcement or a message from the dean," said Wrinn. "The houses have listservs and e-mail networks ... a housemaster at Harvard can communicate directly to students." Patty Richards, spokesman for MIT, also wouldn't release the details of the campus security methods, but said there are a myriad of tactics for reaching students during an emergency. "We have very comprehensive emergency plans; we've always had them for any kind of emergency," said Richards. "We have plans for just about every situation, even working on the pandemic flu." Richards said MIT Police, along with the school's department of environmental health and safety, facilities and staff, all work in tandem during an emergency. "I've heard discussions among them that people have been looking at those [emergency] plans in light of what happened in Virginia," said Richards. "Kind of like, what can we learn from this?" Deann Alford | posted 6/06/2007 08:02AM The alert that two students had been shot on campus blipped into Jong Nam Lee's e-mail inbox around 9:30 that fateful Monday morning, April 16, as the Virginia Tech research scientist was writing a paper. Months earlier, a gunman had been loose on campus, and within the past two weeks, there had been two bomb threats. Still, the warning prompted the soft-spoken engineer, who serves as an adviser to Virginia Tech's Korea Campus Crusade for Christ (KCCC), to check on his son, a student at the university. Josh Lee was safe. His morning class had been canceled. But within minutes, Lee's wife, Mi Oak, shared the unimaginable news with her husband. A suicidal gunman had killed 32 and injured 28 on campus before putting a gun to his own head. Quickly, Lee and dozens of other campus ministry leaders and their student leaders pulled out all the stops to respond. Ninety miles away in Lynchburg, David Chung, pastor of Blacksburg's Korean Baptist Church and a professor in Liberty University's Korean-language seminary, heard the news while on class break. Immediately, he canceled class, packed a bag, and made a beeline for Blacksburg. Korea Campus Crusade is based at Korean Baptist Church, a Korean-language congregation. Worship is held Sunday afternoons at the 155-year-old Blacksburg Baptist Church, across the street from the sprawling Virginia Tech campus. Nearly every congregation and on-campus ministry was hit in some way. "Cru"â€”as Campus Crusade for Christ is known at Virginia Techâ€”had four student fatalities. Baptist Collegiate Ministries lost one student. New Life Christian Fellowship, a student-oriented startup church, had two fatalities and ten student attenders injured. One graduate student affiliated with Korean Baptist took bullets in his hand and arm. One of Their Ownâ€”Lost in America The day after the slaughter, Korean American leaders realized the tragedy had gone beyond the unimaginable. The shooter was Korean. Seung-Hui Cho was a 23-year-old South Korean immigrant with permanent resident status in the United States and a Virginia Tech senior English major. Inside Cho's dorm suite, police found a long-winded rant in which the mentally unstable student railed against rich kids, women, and religion. During Cho's nine-minute shooting rampage, he was supposed to be in a "Bible as Literature" class. For the Korean American community, Cho was not a faceless perpetrator. He was one of their own who had lost himself. Working the phones, Lee and Chung talked to Korean Christians around the nation and in South Korea to ensure that Christian leaders received an accurate account of what had happened. "Everybody is in shock," Chung said, concerning his own congregation. Later, South Korea's president issued a personal apology. Lee Tae Sik, South Korea's ambassador to the United States and a Christian, called on his fellow citizens to fast for 32 days to honor each of Cho's victims. Condolences and flowers poured into campus buildings from across the nation and the world. Among them were 32 identical bouquets flanking the center aisle of Virginia Tech's War Memorial Chapel. Tags revealed that the sender was the Korean Church Association of Austin, Texas. For many Americans, the empathy of the global Korean community for all 33 who died was a struggle to comprehend. For Soo-Chan Steven Kang, a Korean American associate professor at Gordon-Conwell Theological Seminary, it was perfectly understandable. Korean culture instills a sense of group identity and strong feelings and fears about shame. Also, many Koreans believe they are lumped together in public perception for good or for ill. In America, Koreans are Christian or attend church at nearly three times the rate found in their mother country. Some 25 percent of Koreans in South Korea identify themselves as Christian. But about 70 percent of Koreans in the United States are affiliated with a church, if not for spiritual guidance, then at least for cultural connection. Within the U.S. population of 300 million, there are only about 1 million Koreans, and they are concentrated in gateway cities such as Los Angeles. Only 10 percent of the 10.2 million Asians in the U.S. are Korean. As a result, immigrant Koreans often stick together. Kang said this "stick-togetherness" helps them whether they are first generation (having arrived in the United States after age 16 or so) or "1.5 generation" (having immigrated as children, sometimes old enough to remember their lives in Korea). Fear and Wonder In the days after the shooting, classes were canceled. Most Korean American students went home to their parents. One reason was fear of ethnic reprisals. In the 1992 Los Angeles riots, Koreans suffered violence and property damage after a Korean American shot an African American. Some Korean Americans across the country feared a similar reaction. But Chung said that most Korean students who remained in Blacksburg were not worried about a backlash. Instead, they were asking deep questions: â€¢ What do we need to learn from this tragedy? â€¢ What is God telling us? â€¢ What should my life's priority be? By Thursday, Korean American pastors from throughout the East Coast and Korean seminary students from Liberty planned to come pray on campus. But amid attempts to cope with the crisis, the entire campus involuntarily had become a reality TV show. Satellite trucks ringed Virginia Tech's Drillfield. One Christian leader called the media crush a "second trauma" for students. The situation became abusive and manipulative. One KCCC leader told CT, "They were just leading us to say what they want[ed] us to say, trying to ask a lot of nosy questions that seemed irrelevant and could hurt a lot of people." Church leaders were anxious. "We were worried about our pure motive for our prayer meeting being distorted," Chung said. He canceled the event. Chung had been asking himself and others: "What role should we play in light of this rampage?" "I'm still asking God's wisdom," he said. "I believe there will be a message from God. God is saying somethingâ€”isn't he?â€”when he allows a tragedy of this size to happen in Blacksburg," Chung said. "This is happening in our front yard." Concerning Cho, Chung told CT, "We need to pray for his parents and his sister [enduring] the worst nightmare of nightmares. To find strength to live, joy of living ... will be almost impossible without Christ." Korean Baptist Church, a first-generation immigrant church established in the early 1980s, is a congregation of 250. Blacksburg's other Korean church, Cornerstone Christian Fellowship, is a 1.5- and second-generation church that favors English-language worship. Korea Campus Crusade for Christ, the Baptist church's de facto student outreach arm, arrived at Virginia Tech about 10 years ago. Perhaps a quarter of the 90 students involved with KCCC are "seekers"â€”young people interested in knowing more about a relationship with Christ. The dynamic within the Korean American community is not unlike that of many American communities. University students leave their families, which range in faith from unchurched and uninterested to devoutly Christian. Like other students, they are dealing with identity issues and deciding where God and the church fit into their lives. Korean American Christian leaders focus on relational dynamics. They fellowship over familiar Korean foods, share their faith, and strengthen each other's walk with Christ. Each fall, Virginia Tech's KCCC "servants" (as leaders are called) dig through freshman rosters, looking for Korean names. Going two by two, they visit dorm rooms and leave fliers with contact information and invitations to a cookout, fellowships, and Bible studies. They help newcomers by taking them shopping and helping them move into their dorms. All hear the gospel eventually. According to Gordon-Conwell's Kang, that kind of gospel-centered support is vital to overcoming a strong sense of isolation. Because Korean parents come to the United States eager to provide materially for their children in ways they believed they could not in Korea, mothers and fathers often work 60 hours a week or more. "The younger generation is left alone to grow up by themselves [and] figure out their life by themselves, whether at home or at the church," Kang said. Because many 1.5-generation and second-generation children adopt American culture and English as their preferred language, he said, parents and children find communication increasingly difficult as the years go by. Cho himself was a 1.5-generation child. At Virginia Tech, a system is in place to make such students feel welcomed into a community. "We ask, 'Do you need anything? Is there anything we can do for you?'" said Eun Sook Ji, a Virginia Tech sophomore and KCCC member. Student reaction is typically appreciative, though sometimes KCCC students hear, "Thanks, but no thanks." Like many Christians at Virginia Tech, Ji wonders how Cho never connected with the Korean Christian community. There has been no shortage of introspection on that issue. Kang said that since 70 percent of Korean Americans say they attend church regularly, he knew "from the get-go" that Cho was probably part of the church, at least growing up. But Korean American churches sometimes find it hard to reach out to troubled members. Smaller churches, such as the northern Virginia Presbyterian church that Cho's family occasionally attended, usually have only one full-time pastor. In addition, Peter Cha, an associate professor at Trinity Evangelical Divinity School, told CT that shame often deters Asian families from seeking outside professional help. In the meantime, Korean Americans continue to grapple with the massacre. Korean Baptist's Chung quotes Alexander Solzhenitsyn, who wrote, "The line dividing good and evil cuts through the heart of every human being." Kang said the fundamental issue is the problem of evil. "We ask, 'Why does God allow these things to happen?'" he said, "rather than seeing this as the natural consequences of sinful society that Christ came to redeem. "Western Christians struggle to make meaning of what happens in America because we're insulated. It's a dying and degenerate world. We're [experiencing] the consequences of sin." Asked whether Cho had slipped through the cracks, Jim Pace, a pastor of Virginia Tech's New Life Christian Fellowship, answered, "Ultimately, yeah." Even so, he said, "You can't assume responsibility for someone's free will." Six days after the bloodbath, on a cool but sunny Sunday afternoon, Chung preached at Korean Baptist using Psalm 13 as his text. His congregation was half its normal size. Many regulars had gone home, and only a few new faces appeared in the congregation. "We have to pray that we are ready to be used by God," he told them. "We need to pray that we can be used as God's tool to share his loving-kindness to the community of Blacksburg." Chung told CT that David's lament in Psalm 13 perfectly fit their situation. It was the church's first Sunday worship gathering since the April 16 massacre that claimed 33 lives, including gunman Seung-Hui Cho. Christians were among the victims. Two NLCF members died, and 10 other victims were connected in some way to the church. Church leaders honored the dead, prayed for their families, and addressed why-and-how questions that went beyond forensics. The four Christians who as adolescents survived the massacre at Columbine High School almost eight years ago traveled to the southwestern Virginia campus to guide church leaders and minister to students processing grief, anger, and sorrow. Wendy Chinn, a counseling graduate student who leads NLCF's women's ministry, acknowledged that everyone is weary of the question, "How are you doing?" "Some lost someone extremely close. Others lost an acquaintance," Chinn said to the almost 400 people and network television cameras in the full auditorium. "Others still had a class in Norris, lived in A-J [West Ambler Johnston dormitory]. We remember where we were when it happened. We all grieve very differently. We're all going through it together. We know this is hard, know it's going to take time." Chris Backert, one of three NLCF pastors, referred to Mark 4, where Christ's disciples were caught in a boat during a storm. "We have all been through a storm. Why was it her? Why was it him? It could have been me." Backert noted that Jesus did not cause the storm. All the world's evil, he said, is sin that results when people choose to rebel against God. "When that tragedy strikes us, it also strikes God." Congregation members submitted written questions asking whether Monday's massacre was part of God's plan, what forgiveness of Cho would look like, and what the church is doing to help. One student asked whether he could have prevented Cho's actions by being more in-tune with God. Another asked whether it was okay to be mad at God. Pastors answered the questions by explaining that God gives each person free will. Forgiveness, they said, would look different for each person. Concerning whether the massacre could have been prevented, co-pastor Matt Rogers said that each person is responsible for his or her own action. However, he told the congregation, "Not one verse of Scripture says you're responsible for what happened." Concerning anger at God, co-pastor Jim Pace referred to Job, who responded at first with praise and then with anger to the calamity that befell him. So, where was God when the Virginia Tech massacre happened? Pace answered, "God was in us, being heroic in the face of incredible fear." Prof Geoffrey Alderman, formerly the vice-president of Touro College in New York, said: "If you asked any university security guard in the UK whether what happened in Virginia could happen here, and they replied no - they would be lying. "I am sure every university in this country will be reviewing their security and although they will be shocked at what has happened in the States they would not be shocked at the suggestion that the same thing could happen here." He added that institutions had "better face the fact that what happened at Virginia Tech could happen in any British university". He said if someone was determined to shoot people, he couldn't see any way to prevent it. Prof Alderman was vice-president of Touro College for nearly three years until he returned to the UK in 2002. He remains an emeritus professor in history at the college. Referring to security at the New York campus he said: "Security was pretty tight. Every student and member of staff had to wear photographic ID and there were security guards on the gates of every campus. Nobody was allowed in or out without ID. "But security ID can only go so far, especially if you have a sprawling campus, and not one that you can lock-down - if you go to Oxford or Cambridge, for example, the universities are embedded in the cities." Prof Alderman believes a key factor behind the Virginia Tech tragedy, which claimed 32 lives, is the United State's innate tolerance of guns. He said: "This is an issue about the availability of guns in the US - the right to carry arms is enshrined in the American conscience. In my New York days it was something that was enshrined in the American psyche - even in New York where they are quite strict about the carrying of arms. The Fulbright Commission, the Anglo-American academic exchange programme that annually has around 20 UK postgraduates at universities in the US, confirmed today that none of its scholars have been sent to Virginia Tech. Penny Egan, the commission's executive director, expressed "shock and huge concern" for everybody involved in the US shooting, but said she was confident it would not deter students from applying to its academic exchanges programme in the future. She said: "Our website has 1.5 million hits every month and a third of those come from UK students. There continues to be a tremendous interest from British students. "There was a slight decline [in UK interest] following 9/11, but that was a more all pervading issue." She added: "My own view is that we won't see any decline in interest from UK students following this isolated incident. We have a number of US interns working here and their view is that they see it as an isolated incident and not as something which is part of any trend." Universities UK, the organisation that represents university vice-chancellors, today sent a message of condolence to the president of the American Council on Education, which represents US higher education colleges and associations. Earlier today the head of an American university in London expressed his sympathy for the victims of the college tragedy. William Moore, the president of the American InterContinental University, said: "It was just a shock that something like that could happen. It's a tragedy and as an American I share my sense of sympathy for all the families and everybody effected. "I will be meeting my senior colleagues ... to see how we may respond."
