"Reviewing, understanding, analyzing, prioritizing, and tracking the many recommendations represent a major project management task. We have created a blueprint for the next steps," said President Charles W. Steger. With 380 recommendations, large and small, ranging from whether to lock all academic and administrative buildings to whether to devote file servers to emergency activities, the recommendations are far reaching. "Some items are already implemented or underway. But others will require careful analysis, cost evaluation, and campus wide discussions," said Steger. A matrix developed by the Office of the Senior Fellow for Resource Development under former Executive Vice President Minnis Ridenour, links the various recommendations from the Virginia Tech Review Panel (the governor&#39;s panel) and the three internal review committees on Security Infrastructure; Information and Communications Infrastructure; and the Interface between Counseling Services, Judicial Affairs, Academic Affairs, and Legal. It includes project management tools to appropriately task, evaluate, and act on the myriad recommendations. Each recommendation will be under the purview of a vice president or vice provost. "Although many recommendations are already in the process of implementation, we expect that analysis, evaluation, and identification of funding sources likely will require most of the academic year. And of course, many recommendations such as changes to state or federal codes rest outside the university&#39;s purview but we will be tracking closely," said Steger. In order to ensure campus input where needed, President Steger is appointing two advisory groups composed of faculty, staff and students. Authorities did not find any explosives during an initial search of the building. After being closed for about two hours, the building is now open to students and faculty. At a 3 p.m. press conference, Chancellor Harvey Perlman said Friday&#39;s bomb threat was not real. "I do want to observe that several other campuses around the country ... have had similar threats over the course of this week," he said. "And to some extent, unfortunately, these are to be expected when we had a major event like we had at Virginia Tech." University officials said if students feel uncomfortable being on campus Friday, they should leave. Kelly Bartling, a university spokeswoman, said there were no classes Friday at Othmer Hall, Nebraska Hall and Walter Scott Engineering Center, which are all connected, because of an engineering college event. Several hundred people were scheduled to visit the building Friday because of the event, called EWeek. Those events are now canceled. Bartling said a man called the dean&#39;s office and told an assistant, "I planted a bomb in the building, you bitch." Othmer Hall contains the Biological Process Development Facility, which researches vaccines for biological warfare agents, according to the facility&#39;s Web site, www.pbdf.unl.edu. John Ballard, associate dean of the college of engineering, didn&#39;t know if there was a hazard involved because of that. The university has sent out three e-mails notifying students of what&#39;s happening. The e-mails suggest students avoid the area. Othmer Hall was the first building to be evacuated, said University Police Chief Owen Yardley. Nebraska Hall and Walter Scott Engineering Center were evacuated about 20 minutes later. The last bomb threat called in to the university was in late September, when a man approached a group of sorority members at the parking garage at 17th and R claiming to have a bomb. Yardley couldn&#39;t comment on how the search of Othmer was conducted or what was used in it. He also would not confirm that the caller was a man. Earlier, Bartling told the Daily Nebraskan the caller was a man. "We know it was a phone call that was received by somebody in the department," Yardley said. Police procedure is to attempt traces on the phone call and investigate who is involved, Yardley said. He said the bomb threat would be a felony charge. Perlman said if a student were involved, he would like them to punished as seriously as the university allows. "I would hope that the campus community would take this seriously," he said, "and if anybody hears or sees anything that would help in this investigation, they would notify campus police or Crime Stoppers or provide us with information." The threat-received through a telecommunications device for the deaf-was not found credible by the police, but they investigated the dorm to ensure there was no hazard, said Larry Moneta, vice president for student affairs. Bell Tower residents were not evacuated and received an e-mail about the threat several hours later. The incident added Duke to a list of schools and universities across the country that have received security threats since the Virginia Tech shootings a week ago. Although some universities have chosen to evacuate buildings and cancel classes in response to the threats, others have opted to continue normal activities. "Threats are made over the course of the year, and [the police] exercise a judgment," Moneta said. "They have expertise in determining that something&#39;s credible or not." He added that DUPD is currently investigating who called in the threat. Some Bell Tower residents said they were wary of how the situation was handled. Freshman Jordan Rice said he saw a police officer searching the dormitory Friday. "We asked him if he needed any help, and he said no," Rice said. "He looked to be in no hurry." Rice added that he was unsure whether or not evacuation would have been necessary. "They deemed it was not credible," he said. "I trust that, but then again, you really don&#39;t want to make the same mistake the Virginia Tech administrators made in not closing down classes or, in this case, evacuating a dorm." Joe Gonzalez, associate dean for residential life, wrote in the e-mail sent to the residents that there was no reason for students to feel unsafe. "We do not believe Bell Tower residents have any cause for concern at this time, but we wanted to make you aware of it and encourage extra vigilance on your part," he said. In addition to Gonzalez&#39;s e-mail, Moneta sent out a message Friday to the entire undergraduate body, referencing the threat and encouraging students to remain safe and cautious. "Institutions across the nation and world, including Duke, begin hearing murmurs of violent acts to follow at home on one&#39;s own campus," Moneta wrote in the e-mail. "While institutions must take such threats seriously and do their best to explore their veracity, this grim reality underscores our need to be extra vigilant in all that we do." Freshman Jon Silverman, a Bell Tower resident, said he preferred to remain unaware of threats unless the University chooses to take action. "I just don&#39;t really want to know that they&#39;re not going to do something," Silverman said. "It&#39;s perceived risk versus actual risk." He added that, in this turbulent time, bomb threats have the potential to shut down universities and that Duke should only inform students of threats if they are concrete. News of carnage on a vastly larger scale -- the war in Iraq -- ebbs and flows. The overall coverage of lethal violence, at home and far away, reflects the chronic evasions of the American media establishment. In the world of U.S. mainline journalism, the boilerplate legitimacy of official American violence overseas is a routine assumption. "The first task of the occupation remains the first task of government: to establish a monopoly on violence," George Will wrote on April 7, 2004, in the <b>Washington Post</b>. But three years later, his <b>Newsweek</b> column laments: "Vietnam produced an antiwar movement in America; Iraq has produced an antiwar America." Current polls and public discourse -- in spite of media inclinations to tamp down authentic anger at the war -- do reflect an "antiwar America" of sorts. So, why is the ghastly war effort continuing unabated? A big factor is the undue respect that&#39;s reserved for American warriors in American society. When a mentally unstable person goes on a shooting rampage in the United States, no one questions that such actions are intrinsically, fundamentally and absolutely wrong. The media condemnation is 100 percent. However -- even after four years of a U.S. war in Iraq that has been increasingly deplored by the American public -- the standard violence directed from the Pentagon does not undergo much critical scrutiny from American journalists. The president&#39;s war policies may come under withering media fire, but the daily activities of the U.S. armed forces are subjected to scant moral condemnation. Yet, under orders from the top, they routinely continue to inflict -- or serve as a catalyst for -- violence far more extensive than the shooting sprees that turned a placid Virginia campus into a slaughterhouse. News outlets in the United States combine the totally proper condemnation of killing at home with a notably different affect toward the methodical killing abroad that is funded by the U.S. Treasury. We often read, see and hear explicit media commendations that praise as heroic the Americans in uniform who are trying to kill, and to avoid being killed, in Afghanistan and Iraq. In recent decades, the trends of war have been clear. A majority of the dead -- estimated at 75 to 90 percent -- are civilians. They are no less innocent than the more than 30 people who suddenly died from gunshots at Virginia Tech. It would be inaccurate to say that the bulk of U.S. media&#39;s coverage accepts war launched from Washington. The media system of the USA does much more than accept -- it embraces the high-tech violence under the Pentagon&#39;s aegis. Key reasons are cultural, economic and political. We grew up with -- and continue to see -- countless movies and TV programs showing how certain people with a handgun, a machine gun or missiles are able to set wrongs right with sufficiently deft and destructive violence. The annual reports of large, medium and small companies boast that the U.S. Defense Department is a lucrative customer with more and more to spend on their wares for war. And the scope of political discourse, reinforced by major news outlets, ordinarily remains narrow enough to dodge the huge differences between "defense spending" and "military spending." More broadly, the big media rarely explore the terrain of basic moral challenges to the warfare state. Everyone who isn&#39;t deranged can agree that what happened on April 16, 2007, at the campus of Virginia Tech was an abomination. It came about because of an individual&#39;s madness. We must reject it without the slightest equivocation. And we do. But the media baseline is to glorify the U.S. military -- yesterday, today and tomorrow -- bringing so much bloodshed to Iraq. The social dynamics in our own midst, fueling the war effort, are spared tough scrutiny. We&#39;re constantly encouraged to go along, avidly or passively. Yet George Will has it wrong. The first task of government should not be "to establish a monopoly on violence." The eyes of those who love the place realize it is now defined...like Kent State, like Columbine, as a tragic event, particularly for most people outside the immediate community. That set of moments will always be...a where were you when...time. It is now the historical event of tours and commentators fifty years hence. The shooter has ensured his fame as a parting shot of narcissism. My boss and mentor has given over 30 years to the campus from a time when it was a sleepy state school that charged $18 a credit hour, or something like that, to helping it grow into a research institution of international note. It breaks my heart to see the heartbreak in his eyes. His love of the place helps me help him in his work; his disappointment and sadness magnify my own. In some ways to see his disappointment is almost the worst of it for me. I was in his office, locked in behind two doors but near enough to open windows to hear gun shots, as the whole crisis unfolded. He was, as usual, fatherly and wise. I could not help but wonder if his leadership at the moment of crisis might have made a difference. But so far as I can tell there are no lessons in any of this. The whole thing appears startlingly random. Gun ownership is falling rather rapidly in the United States and it would be utterly impossible to achieve any legislative gain on the issue in the face of those who are its advocates and protectors. The student was a loner who had troubling fantasies, but that would only put him amongst maybe 15% of his peers (at least). I heard today at a press conference that 7-30% of the student body is seen for counselling in the course of a year. Mental health is a real issue, and this fellow wasn&#39;t even really in the system like 10s of thousands of other college students. The university probably didn&#39;t act perfectly, but who would have? And second guessing such a singular event seems work I am uninterested in...it was a windy, colder Monday morning at this huge institution with thousands of drivers and issues in play. Mishandled? Well, in such an environment everything is probably mishandled in one way or another. I can&#39;t see great error from what I have heard. The flow of better information seems to be the best and consistent lesson learned from most crises I have been involved with (including this one). Could there have been some sort of electronic locking system or metal doors on each classroom? Should we have had a texting system? Who can say? The press has been omnipresent but mostly respectful, I&#39;d judge. Only some of them seem to be the ghoulish dirty laundry sorts. Still, mourning is difficult in their presence. Consequently, the environment is more surreal than mournful so far. The husk of the Norris building sits nearby to where I write this. Police come and go wiping the sweat from their heads. They too seem distressed at the magnitude of the crime scene. The one Virginia Tech police officer I spoke briefly to...in order to thank him...had a sort of look as if he were ashamed not more could be done. I don&#39;t think I was misreading him...something combining shame and fatigue ran over his face. To my mind there is no need for shame...far from it. I know of no one who expected more from these folks. They did not resolve the crisis, but they acted and responded doing their best. That alone took great courage especially after two security/police deaths in this small town within the year. The young son of the Blacksburg Rescue Squad chief came briefly to my house to play with my children yesterday. The woman watching him said his parents "needed a break." I know the father fairly well and went camping with him once. He&#39;s a tough and internalized guy. I have thought about his cleaning up those bodies several times. How do you absorb that? I find my mind drifting to questions of who will have to clean up the floors and the walls. Will janitors face that? How long will blood drops be found here or there...under a desk. It seems to me you have to sort of start afresh with it. Empty it. Maybe even close the building. Why do I think about those things? I also cannot help but think of other disaster sites. There was a movie on HBO not long ago on the Tsunami in Thailand that touched on these unspeakable topics. It was engaging because those human issues...not the usual press garbage, was addressed. Many families are about on campus. I&#39;m not sure how people are staying here. The hotels must be packed. There must be tens of thousands of people who aren&#39;t from here milling around. The camera crews and reporters alone must be into the thousands. Less than $1,000 worth of guns and bullets. A few chains and locks. And maybe 3 hours of insanity. Not only many lives changed or destroyed, but a place defined and branded. Following Monday morning&#39;s shootings - in which 33 were killed, including professors and students - a vigil was planned by the Office of Residential Life and the Undergraduate Students Association Council. Five hundred tea candles were distributed before the somber ceremony began, but there still were not enough for each person in the huge crowd that gathered, said USAC President Marwa Kaisey. Kaisey was the first to speak, as she strived to bring community members together and encouraged them to share feelings. "We want to show Virginia Tech support, to show that the Bruins care and have been touched by the tragedy," Kaisey said. During the ceremony, Kaisey read the names of each of the victims in an effort to "humanize the tragedy." A quilt will be sent to Virginia Tech to show that UCLA identifies with and cares for the Blacksburg, Va. school, she said. Students were invited to decorate a patch for the quilt and become a direct part of the support. Former member of the Peace Corps and UCLA Ombudsperson Donald Hartsock also spoke. He emphasized the close bond UCLA and Virginia Tech have with each other, both great American universities. "Respectfully, I say &#39;Go Hokies.&#39; And I say to us now, &#39;Go Bruins.&#39; We are family," he said. This is the largest shooting massacre in the United States that has occurred on another college campus - a campus not too unlike UCLA, she said. Cho Seung-Hui, a 23-year-old student at Virginia Tech, opened fire Monday morning in two buildings, killing two students in a dorm room and then 30 more in one of the buildings on campus. Afterward, Seung-Hui then proceeded to kill himself. The gunman had mailed NBC a package containing a 23-page written statement, which exemplified a struggle he had between himself and his surrounding environment. Photos and videos were also sent of himself holding and aiming guns. Since the event, many universities and students across the country have shown their support for the Virginia Tech community through social-networking Web sites such as Facebook and MySpace. Some students have also changed their profile pictures to Virginia Tech insignias. Kristin Gardner, a Virginia Tech alumna from the class of 2003, attended the vigil to thank UCLA for its consideration. Encouraging all to wear orange and maroon - the colors of Virginia Tech - students and alumni of the university have declared today as "Hokie Hope Day," she said. AMANT Staff writer In the wake of the Virginia Tech tragedy, questions of "why" are rivaled only by those of "what if." What if counseling centers where Cho Seung-Hui was referred could&#39;ve done more? What if complaints filed by students had been taken more seriously? What if, what if, what if? Dr. Jim Marsh, director of counseling services, said the situation in Virginia reflects a very small percentage of mental health concerns at the college level. "Dealing with something like that is not the norm," he said. "These situations are extremely rare and impossible to predict." Marsh said it&#39;s important not to "lump everything together" because most of the students who receive counseling are not threats to the safety of themselves or others. "What we want to avoid is suddenly tabbing people for being dangerous when they aren&#39;t," he said. "If people are worried about being labeled in that way, we could have a backlash where people who need these services wouldn&#39;t want to come to counseling." Students can receive up to 12 counseling sessions a year, with the initial assessment and subsequent six sessions free of charge. Sessions seven through 12 are $10 each. Marsh said even though students are offered 12 sessions, most attend only five or six. "Our capacity is to provide short-term counseling," he said. "If the student requires more specialized or long-term care, we will refer the student to a center in the community." Marsh added that when a "worst-case scenario" occurs and a student is in "serious danger of hurting themselves or others," the staff psychologist is only allowed to alert law enforcement and medical personnel, according to Texas state law. "I can&#39;t tell the administration, the student&#39;s parents or professors what a patient has told me," he said. The policy on threats or harm to self or others in the student handbook states that students who "demonstrate an intent or desire" to inflict harm to oneself or others will be removed from university residential facilities and academic programs. Bethany McCraw, associate dean for judicial and legal student services, said the student is then evaluated by a mental health professional and must be cleared by McCraw before being allowed to return to campus housing and academics. "Depending on the situation, the mental health professional would determine whether or not the student might need to be hospitalized," she said in an e-mail to the Lariat. In addition to questions surrounding the quality of mental health services offered on campuses nationwide, some are pointing to the effects of Cho&#39;s childhood and family structure as the cause of his mental health problems. The Barna Group, a Christian research organization, released a statement calling what happened in Blacksburg, Va., "a wake-up call to parents." George Barna used his previous research on parenting and child development to offer insights related to the Virginia Tech situation in a report released Monday. Barna pointed to a heightened exposure to violence through the media as factors that "diminish the dignity and value of human life." Barna said much of the responsibility for "raising healthy and confident children" falls on parents. Dr. Joyce Nuner, assistant professor of family and consumer sciences, agreed with Barna. "Parents are very much responsible for guiding a child&#39;s behavior, especially in the younger years," Nuner said. While Nuner said every year is important for development, recent attention has been given to years 0 through 3. "That&#39;s when a lot of learning and brain development occurs," she said. Another key time period, Nuner said, takes place in years 0 through 8, when a child learns basic skills such as sharing, getting along with friends and general socialization. According to the Associated Press, Cho&#39;s family immigrated to northern Virginia from South Korea when he was 8 years old. "Up to age 8 is a very important time to learn how to function in a group setting," Nuner said. "Positive interaction between adults and children is an important aspect of that development." Nuner stressed that the "window is never closed" for an individual to learn social skills, but it does get more difficult in the later years. Young children can also be affected negatively during the developmental years by "too much structured time" and "too much exposure to television," she said. "That&#39;s not to say increased media is to blame for everything that&#39;s wrong with children," she said. "It&#39;s just one of the factors." Nuner added that trying to shield children from every adverse form of media is "impossible," and instead suggested parents focus on trying to "teach children how to filter things out." "Children are exposed to so much at a young age and that makes parenting very difficult," she said. "There are a lot of outside influences on children because of the accessibility of technology and media." Barna found the "issue of media management" as crucial to successful parenting. His studies showed parents who "limited, monitored and mediated the media content to which their children were exposed" also had discussions with their children about the content of media they consumed. The American Academy of Pediatrics doesn&#39;t recommend any television for children age 2 and younger, and suggests only limited exposure for ages 3 to 5. However, Nuner said parents cannot always foresee how a child will mature and develop. Late last week, those students organized another vigil for yesterday evening, in which about 50 students and staff came together again for prayer and the chance to express their emotions on Marsh Plaza. Though the winds were too strong for most of the candles to remain lit, Rheanne Wirkkala, who helped organize the vigil, stood on the steps of Marsh Chapel and said the fact that the community had gathered again was just as meaningful as each candle burning. "It&#39;s easy Tuesday and Wednesday and Thursday when you constantly see it in the news to keep remembering, but we hope that people will remember a week later and a month later and a year later," the College of Arts and Sciences junior said afterward. The crowd huddled together to try to block the wind from blowing out candles, as Dean of Students Kenneth Elmore jokingly asked Marsh Chapel dean Robert Hill to direct a prayer to calm the wind. "Maybe in some way, I&#39;d like to hope and think that the wind is moving down south to the good folks in Virginia, and maybe they&#39;ll hear our songs, smell the lit candle and know that we are thinking about them," Elmore said afterward. Hill led a prayer calling for BU to "withstand what we can&#39;t understand" and "to offer ourselves for one another." "How do we do something here that can resonate somewhere else," Elmore said, "and how do we also send a strong message to the world -- that we do matter and that we think other people matter?" CAS junior Caitlyn Hessell expressed her feelings through a song she sang while playing guitar on the Marsh steps. "Just seeing that some of the victims had everything taken away from them, it was just more intense knowing that I [have] this whole life ahead of me after graduation and that some of them didn&#39;t," Hessell said. "When things are really bad and tragic, I think that people tend to really shine and be there for one another," she continued. "It&#39;s a tough one, because people are thinking, &#39;What does the community need?&#39;" he said. "People are trying to figure out how best to be effective and what can be done to reach out." Marsh Chapel and the Office of Residence Life are in the process of sending support letters to Virginia Tech. A candlelight vigil held last night at Marsh Plaza marked the second time the BU community came together to reflect on students affected by the shootings, in which 32 people were killed by a Virginia Tech senior who then shot himself. Elmore said students have also discussed ways to help hospitalized victims and offer assistance to fire department and police officials. In an email sent to students April 20, President Robert Brown expressed his condolences to the Virginia Tech community and announced efforts to improve campus safety and communications procedures. "Our hearts go out to the students, parents, faculty, staff and families impacted by these senseless killings," Brown said in the letter. "Many members of our community are grieving." Response has also reached the Internet, with some BU students changing their Facebook.com profile photos to Virginia Tech tributes that read, "Today, we are all Hokies." Some groups, including Champions, a College of Communication community service organization, are taking small steps to help Virginia Tech by planning to compose support letters at its upcoming meeting Monday. Andrew Rosenblum, 20, allegedly sent online messages to a woman he had dated in 2005, threatening to kill her and her friends at Wheelock, a private college of mostly women in Boston, according to the Boston Police Department. The woman received multiple instant messages "with some very threatening words" late Monday night, according to the BPD, the same day a Virginia Tech senior shot and killed 32 people and himself on the campus. Shortly after receiving the messages, the woman placed an emergency call to the BPD. BPD immediately notified the Needham Police Department, whose officers picked up Rosenblum at his parents&#39; house in Needham early Tuesday morning. NPD Lieutenant John Kraemer said the department turned over custody and care of Rosenblum to Newton-Wellesley Hospital. Hospital representatives said Rosenblum&#39;s name did not appear in their database, but they said it is possible he was placed in the psychiatric ward, where patients are not registered in the hospital&#39;s system. "The victim in question did exactly the right thing in saving and printing the threatening messages and notifying police immediately," said Jake Wark, a spokesman for the Suffolk County District Attorney&#39;s Office. Wark said the BPD received an arrest warrant for Rosenblum, and upon arrest, Rosenblum will be charged with threat to do bodily harm. He will be brought to BPD District B-2 of Roxbury, where he will be arraigned in the Roxbury Division of the Boston Municipal Court Department. Police said they hope to arraign Rosenblum today. BU officials confirmed that Rosenblum is a registered part-time student at Metropolitan College and is taking two courses this semester, although he is not seeking a degree. Dean of Students Kenneth Elmore acknowledged Rosenblum&#39;s situation but declined to comment. A Wheelock statement mentioned its representatives attended Tuesday&#39;s meeting with other universities and law enforcement agencies to discuss campus security measures for Boston schools. Shades drawn, lights off, TV on, laptops humming. Ambulances screaming down the street with police scattered all around, guns drawn. This is the scene associate professor Beth Waggenspack witnessed last Monday on the Virginia Tech campus. "It was more surreal than you can imagine," she said. Waggenspack is an associate professor of communication at VT and a 1983 Ohio State graduate. She was locked down in her office - two blocks from Norris Hall where the second shooting took place - for almost three hours after word of the shooting spread. "Loudspeakers were going off saying, &#39;this is an emergency, lock your doors and windows,&#39;" Waggenspack said. "You just don&#39;t expect to hear that." Nearly a week and a half after the incident, Waggenspack said the university is doing everything it can to get things back on track. Counseling is being offered to any student who needs it and the Red Cross is on campus to offer assistance. Waggenspack said the semester is almost over at VT and some students have decided not to return, but many are staying the course and banding together. "You have never seen hugging on a college campus like this in your life," she said. Waggenspack also said the local media has covered the story thoroughly, including showing the outside support that VT is receiving. Julia Reusch is a 2003 OSU graduate and the 6 p.m. producer for WSLS, the NBC affiliate in Roanoke, Va. Reusch said when the story broke, the newsroom was in awe. "Things like that don&#39;t happen around here, it was just shocking," Reusch said. Reusch said the station made a decision to pull the footage that NBC received from the shooter. Reusch said it was important to get some of the questions surrounding the incident answered, but after they were answered, the footage did not need to be shown again. She also said students for the most part have been willing to talk about the situation to the local media. Waggenspack said the national media, however, has been an intrusive presence. "They are going up to crying students and sticking a microphone in their faces," Waggenspack said. Waggenspack also said there are flyers posted on all classroom buildings asking the media to stay out. Despite being in the national spotlight and having such a media presence on campus, Reusch said the resolve of the VT community has been incredible. "They are so proud of where they are from and who they are and I think that has really helped them so far," Reusch said. Aside from that, Waggenspack said the amount of outside support has been tremendous. She said VT&#39;s student center is full of banners from colleges and universities across the country. Waggenspack has heard from people that she has not spoken to in years. Everyone from her OSU adviser to her high school boyfriend has been in contact with her. "Every bit of this support is appreciated," Waggenspack said. Now that some time has passed, Waggenspack said campus is starting to return to normal. "I can no longer think of the &#39;what ifs.&#39; Now I am thinking of what&#39;s next," she said. Waggenspack said campus is as close to normal as possible, but there is a different feel. People are still somber and there is a large police presence on campus, but the mood is generally optimistic and the VT community wants to move forward. "One victim who was shot three times forgave Cho two days after the incident," Reusch said. Waggenspack is confident that VT will not waver and the Hokie spirit will continue to stay strong. "This is something that we will recover from, but we will be changed by," Waggenspack said. The BUPD will also be looking into all possible means of communication to stay in close contact with staff and students by using phones, email and text messaging, said BUPD Chief Thomas Robbins at the meeting, which was attended by one Student Village Resident Assistant in addition to a reporter and photographer for The Daily Free Press. "In the case of a crisis, there would be various communications," Robbins said. "One way or another, in a crisis, we&#39;ll get the word out." The community must be able to openly discuss public safety, which was the motivation behind holding the meeting, Robbins said along with Sgt. Jack St. Hilaire and Office of Residence Life Director David Zamojski. The three BU officials stressed the importance of being aware of safety even when there is not a crisis at hand. "Sometimes it comes down to just being aware of your surroundings," Robbins said, adding that those who ever think they need help off campus should call BUPD. "In terms of safety, the avenue to bring that up is through a [Resident Assistant]," Robbins said. "It&#39;s about communication." When BU administrators inform students about safety at freshman orientation, parents tend to pay close attention while students "glaze over," Robbins said. "You should think ahead," Robbins said. "We are in the middle of a city, and that&#39;s what makes us great as a university."
